Sovereignty---the absolute and unlimited power of the state---provides independence of action. Information about actions or intentions of competitors, enemies, or even friends, arriving after extended periods of time, resulted in responses to fait accompli. When information travels nearly instantaneously, states must consider potentially rapid international reactions before the fact. This suggests that since a state's freedom of action has been abridged, the nature of their sovereignty has altered.

New technological innovations have made it possible for new intermediaries to create value in business processes that involve the procurement of manufacturing and services supplies. Associated with these innovations is the emergence of business-to-business (B2B) electronic markets. These act as digital intermediaries that aim to reduce the transaction costs and mitigate the risks inherent in procurement. They improve buyers’ capabilities to search for attractive prices and also serve to increase the liquidity of sellers’ products. A guiding premise of academic scholarship is that knowledge gained from first-hand research experience is disseminated to students via the classroom. However, that valuable connection is lost when professors are not researching what they teach. In this paper, we explore issues of mismatch between teaching and research in the Information Systems (IS) discipline. Specifically, while systems analysis and design (SA&D) is an integral topic in IS curricula, this topic is the research specialty of few IS professors. A Multi-Agent Approach For Solving Optimization Problems Involving Expensive Resources, Hoong Chuin Lau, H. Wang

In this paper, we propose a multi-agent approach for solving a class of optimization problems involving expensive resources, where monolithic local search schemes perform miserably. More specifically, we study the class of bin-packing problems. Under our proposed Fine-Grained Agent System scheme, rational agents work both collaboratively and selfishly based on local search and mimic physics-motivated systems. We apply our approach to a generalization of bin-packing - the Inventory Routing Problem with Time Windows - which is an important logistics problem, and demonstrate the efficiency and effectiveness of our approach.

Objective: To study the clinical presentation, hospital course and outcome of patients admitted with Guillain Barre Syndrome (GBS) to a tertiary care hospital in Karachi, Pakistan.
Methods: The charts of patients conforming to International Classification of Diseases (ICD) code 9.0, for GBS, from September 1995 to January 2003 were reviewed. Clinical data was recorded on a standardized questionnaire, which included patients' age, sex, antecedent events, neurological signs and symptoms and ventilation requirement. The hospital course was analyzed, including nosocomial infections, therapy given and the functional status of patients, using the Rankin scale (0-6). Standard SPSS 11.5 software (Windows) …

Background
Autonomic nervous system (ANS) dysfunction is present in up to one third of patients with tetanus. The prognostic value of ANS dysfunction is known in severe tetanus but its value is not well established in mild to moderate tetanus.
Methods
Medical records of all patients admitted with tetanus at two academic tertiary care centers in Karachi, Pakistan were reviewed. The demographic, clinical and laboratory data was recorded and analyzed. ANS dysfunction was defined as presence of labile or persistent hypertension or hypotension and sinus tachycardia, tachyarrythmia or bradycardia on EKG. The case of a 16-month-old boy is described who had typical clinical and radiological features and was proven biochemically to be a case of Menke's disease. Clinical manifestations began in the first few months with hypothermia, hypotonia, seizures and death occurring at the age of 18 months.

For more than thirty years, educators have been pushing for the development of community within schools. In 1974, Gene Stanford and Albert E. Roarke wrote about the destructive potential of the then current attitudes about education. Teachers and students had specific roles to fill, and education was seen as competition between peers. Stanford and Roarke suggested that the best educational practice should rely on collaboration among students and teachers. Twenty-five years later, Mara Sapon-Shevin reiterated the view that classrooms must support cooperation and eliminate discomfort and fear from the classroom environment to maximize student learning. The purpose of this thesis is multifaceted. First, I will provide an overview of the main provisions of the NCLB Act. For each provision, I will review a range of criticisms of the new legislation expressed by prominent scholars in the field of education. These criticisms include problems with: underfunding, accountability of testing requirements, expanded parental options, local control and flexibility, the validity of evidence-based practices, and the assessment of teacher quality. Finally, I will examine how these concerns have been addressed by the legislators and offer some thoughts on the on the appropriateness of NCLB.

At the beginning of the twentieth century the United States laid claim to an overseas empire, consolidating its victory in the Spanish-American War by adopting novel structures of colonial rule over a brace of newly acquired island territories. A set of Supreme Court decisions known collectively as the Insular Cases established the legal authorization for this undertaking. As the traditional story goes, they did so by holding that the U.S. Constitution did not "follow the flag" to the recently annexed possessions in the Pacific Ocean and the Caribbean Sea: thus unfettered, an ambitiously imperial nation could attend to the business …

Times of war place considerable stress on civil liberties, especially ones protected by the First Amendment. When the nation must gather itself to fight an enemy who is intent on killing us, it is perhaps only natural that our tolerance for the usual disorder of dissent will decline. When everyone has to sacrifice for the common good, when fellow citizens are dying in that cause, the costs of speech are visible and serious. An investigation into the dynamics and layer structure of the postsunset ionosphere prior to the onset of equatorial spread F (ESF) took place during the NASA EQUIS II campaign on Kwajalein Atoll on August 7 and 15, 2004. On both nights, an instrumented rocket measured plasma number density and vector electric fields to an apogee of about 450 km. Two chemical release rockets were launched both nights to measure lower thermospheric wind profiles. The Altair UHF/VHF radar was used to monitor coherent and incoherent scatter. The present study attempted to empirically identify symptoms of bipolar disorder to define a more accurate clinical description. A group of 30 individuals with a formal diagnosis of bipolar disorder, who had joined a support group as outpatients, a comparison group of 30 individuals with unipolar depression from an outpatient support group, and 30 nonpatient adults were administered identical measures of symptoms. Results suggested that individuals with bipolar disorder endorsed symptoms correlated with paranoia to a greater degree than individuals with unipolar disorder or nonpatient adults. Essentially, all immigrant stories concern labels and their consequences, including the fiction of the legal and illegal "alien. ' These labels in turn are created by immigration regimes that have the effect of establishing identities of both welcomed and unwelcome newcomers into a society. These fictions or labels occur within what can be described as the legal fiction of the nation-state. In many respects, all immigrant debates and accounts are tales of inclusion and membership within legal frameworks that decide which groups of people are deemed worthy of eventual formal membership within a political structure.
