Risky Business: Managing Interagency Acquisition, Steven L. Schooner

This brief piece applauds the Government Accountability Office (GAO) for adding the management of interagency contracting to its High Risk List. It suggests that interagency acquisition, the poster child for the flexible, streamlined, businesslike approach of the 1990's acquisition reform movement, has become the federal procurement system's Achilles heel. It recommends that the government needs more qualified professionals to proactively craft results-oriented contracts and to manage effectively contractors' performance. Finally it suggests commencing a meaningful conversation about the appropriate role of businesslike models, generally, and fees, specifically, in governance.

Sines, Cosines, And Conjugates, Caleb John Hallauer

This thesis is an investigation of angles whose sine and cosine are algebraic conjugates over the field of rational numbers. That is to say, sin(0) and cos(0) are roots of the same irreducible polynomial with integer coefficients. These interesting families are explored. First, it is shown that for n>2, the angles have this property. Second, all angles which are conjugate in this sense and which have a quadratic minimum polynomial are identified. The relationship between these two families is explored, and a family of conjugate angles with 4^^ degree minimum polynomials is explored as well. Questions for further investigation …

This paper is an analysis of the relationship between a community and a cultural activity. In this particular case it is about the relationship between New Orleans, Louisiana and its professional baseball teams, the minor league New Orleans Pelicans and New Orleans Zephyrs. The work examines how one can see the changes in the city during the twentieth century by examining the changes that surrounded its baseball teams. The Effects Of Physiological Arousal On Measures Of Upper Extremity Position Sense In Healthy Young Adults, Melissa Angelique Parker

The purpose of this investigation was to examine the effects of physiological arousal on the ability to perceive upper extremity position in healthy young adults. Heart rate measurements and blood pressure measurements were taken at pre-established intervals during data collection. Pre-stressor and post-stressor upper extremity trials were also recorded. Twenty participants, 12 females and 8 males, with a mean age of 22.3 (20 33) years comprised the experimental sample. Participants in the experimental sample underwent a combination of the Stroop color-word task and simple math problems to produce a state of arousal and were pre and post tested for upper …

The Sarbanes-Oxley Act of 2002 was passed in order to restore investor confidence to the market after a series of accounting fiascos. Congress included in this act legislation creating the Public Company Accounting Oversight Board to monitor audits conducted on publicly traded companies and made many provisions concerning auditor independence. There are various ways to oversee police behavior including internal discipline, civilian review boards, civil law suits, and criminal prosecutions. These are important tools but an equally important but less examined mechanism is legislative oversight, and, in particular, the legislative investigation. A legislature may choose to review police policies concerning the use of surveillance, informants and undercover operatives, the implementation of community policing, the use of force, eradication of gang activity, and perhaps most prominently in the post 9/11 world, counter terrorism initiatives. Following the enactment of the NLRA in 1935, American Federation of Labor craft unions had difficulty organizing persons employed in manufacturing industries since most failed to fit within the jurisdictions of particular unions. The AFL formed the Committee for Industrial Organization to determine how best to organize these workers, and this Committee ultimately withdrew from the AFL and formed the Congress of Industrial Organizations. The CIO unions quickly organized the industrial workers in the steel, automobile, electrical manufacturing, and rubber industries. By the late 1950s, 35 percent of private sector employees were union members. As the United States economy began …

Lawrence M. Friedman has achieved a singular preeminence as a legal historian for articulating a new vision of legal history as a discipline in his 1973 work entitled A History of American Law. This book treats American law as a mirror of society. At the time, Friedman's vision was still something quite new in American legal historiography. James Willard Hurst's notions of legal history as a sociolegal inquiry would heavily influence Friedman, helping to move the field into new and often surprising precincts. Controversy surrounding scholastic rankings arises, in part, because of complexities associated with measuring academic contributions. Legal researchers use various methodologies to assess scholarly production and impact but all suffer from inherent limitations and none provides data useful to scholarly self-reflection. The 10-year old Legal Scholarship Network (LSN) offers potential to improve considerably on both scores of public and personal assessment. This Essay critically evaluates approaches to conceptualizing scholarly profit margins, explores how LSN can enhance these conceptions, and opens new frontiers for this innovative Web-based repository of legal writing.

Corporate control is the central concern of corporate law, and, in addition to priority, has become a core concern of bankruptcy. The question of corporate control in bankruptcy is especially important for intellectual property ("IP") rights. Bankruptcy proceedings do not compromise fundamentally the value of most tangible assets. Tangible assets generally retain their value both during and after bankruptcy proceedings, although there is always the risk that the business will be run poorly. IP is different. Recent experience in the United States suggests that public procurement professionals increasingly encounter a particular kind of conflict of interest, organizational conflicts of interest (OCIs). OCIs arise in situations where an entity plays two or more roles that are, in some sense, at odds with one another. This article endeavors to set out some points for consideration in this increasingly important area. Effects Of Focusing-Beam Field Variations On The Stability Of Laser Oscillators, Pitak Chenkosol, Lee W. Casperson

Semiclassical models for the dynamical behavior of single-longitudinal-mode, homogeneously broadened, unidirectional ring-laser oscillators have long been available. However, in most of these models the beam's cross section is assumed to be independent of longitudinal position in the laser, while in practical laser systems it is common for the diameter to vary with position. A model for lasers with focusing-beam field variations is developed here. Linear stability analysis shows that higher values of excitation are required to reach the type 1 instability threshold for lasers with longitudinal variations of the beam diameter than for the uniform plane-wave laser model.

In theory, matched field processing offers the significant benefit of higher signal gains and increased localization capability. However, this has not been robustly observed in practice because of inherent uncertainties about details of the shallow water propagation environments which limit the prediction of the channel response. The use of guide sources to directly measure the transfer function between source and receiver arrays has been proposed as a means for reducing mismatch. However, the guide source measurement only provides a measured transfer function at the guide source location.
