Increases California’s minimum hourly wage to $7.25, effective January 1, 2007, and then to $7.75, effective January 1, 2008. Establishes annual automatic adjustment of minimum wage beginning January 1, 2009, to be calculated each year by multiplying the minimum wage then in effect by the percentage of inflation that occurred during the previous year, using the California Consumer Price Index for All Urban Consumers, or its successor index. A method is provided for detecting or predicting an undesired deviation in variability of at least one parameter being monitored, wherein the variation in the parameter is incrementally recorded. The method comprises establishing the number of subsets of a dataset that have a range of the difference between any two datapoints within the dataset, and computing a control chart for the range based thereon. The method accurately detects changes in variability in real time. The true distribution of the data is reflected, and the desired result is achieved without requiring an inordinate number of computations.

Effect Of Quercetin On Altered Vascular Reactivity In Aortas Isolated From Streptozotocin-Induced Diabetic Rats, Machha Ajay, Francis I. Achike, Ali Mohd Mustafa, Mohd Rais Mustafa

The present work examined ex vivo the acute effect of quercetin on diabetic rat aortic ring reactivity in response to endotheliumdependent (acetylcholine, ACh) and endothelium-independent (sodium nitroprusside, SNP) relaxants, and to the a1-adrenergic agonist phenylephrine (PE). Responses were compared to those of aortic rings from age- and sex-matched euglycemic rats. Compared to euglycemic rat aortic rings, diabetic rings showed less relaxation in response to ACh and SNP, and greater contraction in response to PE. Pretreatment with quercetin (10 mM, 20 min) increased ACh-induced relaxation and decreased PE-induced contraction in diabetic, but did not affect euglycemic rat aortic ring responses. Following …

Despite two decades of studies documenting the in vitro blood-forming potential of murine embryonic stem cells (ESCs), achieving stable long-term blood engraftment of ESC-derived hematopoietic stem cells in irradiated mice has proven difficult. We have exploited the Cdx-Hox pathway, a genetic program important for blood development, to enhance the differentiation of ESCs along the hematopoietic lineage. Using an embryonic stem cell line engineered with tetracycline-inducible Cdx4 , we demonstrate that ectopic Cdx4 expression promotes hematopoietic mesoderm specification, increases hematopoietic progenitor formation, and, together with HoxB4, enhances multilineage hematopoietic engraftment of lethally irradiated adult mice. This is the preliminary analysis of data relating to the impacts of the $8.50 minimum wage mandated by the Living Wage Ordinance on Santa Fe workers, businesses and the Santa Fe economy. The final report will include a more complete analysis of data collected under this first phase of the research project and a statistical analysis of microdata available after the beginning of 2006.

The above epigraph expresses the shock within the black community of Jackson, Mississippi, when Harvey Johnson was elected as the city's first African-American mayor in June, 1997. Surprisingly, four years earlier Johnson failed to win the Democratic nomination for the mayor's office. High-Temperature Calcium Vapor Cell For Spectroscopy On The 4s2 1s0-4s4p 3p1 Intercombination Line, Christopher J. Erickson, Brian Neyenhuis, Dallin S. Durfee

We have demonstrated a high-temperature vapor cell for absorption spectroscopy on the Ca intercombination line. The cell uses a dual-chamber design to achieve the high temperatures necessary for an optically dense vapor while avoiding the necessity of high-temperature vacuum valves and glass-to-metal seals. We have observed over 50% absorption in a single pass through the cell. Although pressure broadening in the cell prevented us from performing saturated-absorption spectroscopy, the broadening resulted in higher signal-to-noise ratios by allowing us to probe the atoms with intensities much greater than the 0.2µW/cm2 saturation intensity of the unbroadened transition. This work examines the social practice of blaming, beginning with a prominent view of the moral philosophy of blaming, the semantics of character that support this (and related) views, and the social and cultural biases we bring to the process of attributing blame. Our penchant for blaming is too often manifest in a hyper-willingness to attribute wrongdoing solely to the character of the wrongdoer, often overlooking the salience of the varied situations in which the wrongdoer finds himself. I synthesize the wealth of data, mostly from social psychology, showing that blaming actualizes our own dispositions for over-emphasizing the actor’s wicked …

This thesis utilized a linear analytical approach to explore the damage tolerance or residual strength as a function of increasing damage in traditional single and hybrid-grid IsoTruss® structures. Residual strength was studied for structures subjected to axial compression, torsion and flexural bending, independently. Carbon/epoxy material properties were applied in all load cases, and fiberglass/epoxy material properties were also applied in the flexural bending case. Prior to imposing damage conditions, the IsoTruss® structures were parametrically optimized to achieve the highest strength-to-weight ratios. Typical compression strut, driveshaft, and utility pole specifications governed the design strength dimensions and boundary conditions. Damage growth was …

The purpose of this article is to try to place the debate about Cuno v. DaimlerChrysler in a broader perspective by connecting it with the overall discussion of harmful tax competition. It discusses two hypothetical scenarios under which the city of Toledo, Ohio, is (a) a separate country and (b) a member state of the European Union.
