Interoperability across Modeling and Simulation (M&S) and Command and Control (C2) systems continues to be a significant problem for today's warfighters. M&S is well-established in military training, but it can be a valuable asset for planning and mission rehearsal if M&S and C2 systems were able to exchange information, plans, and orders more effectively. To better support the warfighter with M&S based capabilities, an open standards-based framework is needed that establishes operational and technical coherence between C2 and M&S systems.

Under current international law, combatant status is an all-or-nothing proposition. Either a fighting force qualifies under all the criteria of article 4 of the GPW and receives all the privileges and immunities of combatant status, or a force does not qualify, and is provided no protection above that of any other civilian in the area, and may even be disqualified from the protections afforded to civilians. Given the reality of today's battlefields where the conflict is seldom between the armed forces of two nations, these requirements are counterproductive and provide a disincentive for fighters to distinguish themselves from the civilian …

The definition of genocide in the Genocide Convention has been universally accepted, in the statutes of the ad hoc international tribunals and the International Criminal Court, but it conceals a host of ambiguities. Sociologists, political scientists, and others have not devised any legally adequate substitute. This article proposes a non-linear definition of genocide, that is, a definition that takes into account the presence or absence of several factors, rather than one that attempts to generalize the crime of genocide. This study examines how the administrations of Jimmy Carter and Ronald Reagan responded to the widespread human rights abuses committed by the Argentine military during the country's Dirty War between 1977 and 1982. The objective is to gain a broader understanding of the policies pursued by both administrations. Under Carter, who brought human rights to the forefront of American foreign policy, Argentina was heavily targeted and sanctioned with the anticipation that such measures would enhance the human rights status in Argentina. Ultimately, such policies resulted in open hostility in bilateral relations, culminating in Argentina's refusal to support Carter's proposed grain …

Substantial comparative analyses of Puritanism and Mormonism are lacking in historical scholarship, despite noted similarities between the two religions. This study helps to fill that void by comparing the Puritan and Mormon proselytization efforts among the Indians that occurred at the respective sites of Massachusetts Bay Colony and the Southern Indian Mission. In my examination of the missionization attempts that took place at these two locations, I analyze a common motive and method of the two denominations for attempting to Christianize the Indians. Detection Of Pathogenic Bacteria And Fecal Enterococci In Recreational Water With An Evanescent Wave Fiber Optic Biosensor, Maria Theresa Trindade

Development of a rapid method for the detection of fecal enterococci and pathogenic microorganisms in beach water was attempted utilizing an evanescent wave fiber optic biosensor. Various assay formats including a sandwich immunoassay were tested in the development of a rapid assay. Fluorophore labeled antibodies were used for specific detection of bacteria captured or adsorbed directly to the surface of a polystyrene fiber optic waveguide. Binding of the fluorescent labeled antibody to its specific target or binding of a fluorescent labeled anti-IgG within 100-1000 nm of the waveguide surface caused excitation of the fluorescent conjugate resulting in a quantifiable signal. …

Organization Management Journal

This paper describes the use and implications of war and military metaphors shared by a top management team working in the defense industry. The team used war metaphors pervasively to make meaning of the ambiguity and uncertainty in its environment. Five categories of war metaphors and action verbs were found. Findings from this study suggest the team used metaphors to structure and communicate abstract ideas and experiences, highlight or hide aspects of the work environment, unite team members, lead their organization, and maintain their warlike culture. This paper addresses the viability of the European Dream proposed by Jeremy Rifkin through an examination of the tension resulting from cross-cultural acts of violence. Using primary sources and reactions to these events in the press, I show the inadequacy of Rifkin’s theory to address certain aspects of European reality. Centering on the case of Germany, I then explore depictions of the European Dream and of the obstacles faced by non-Germans in pursuing that dream in a variety of texts by immigrant and minority authors. This paper consists of a series of studies focusing on Army weapons systems, beginning with the mainstay of the Army’s armor force, the Abrams tank. Analysis of other Army systems, such as the Apache helicopter and the Javelin and Stinger missiles will follow. The results of all studies are complied in a wrap-up report that will focus on the implications of the findings for today’s S&T environment.
