Who Needs Freedom Of Religion?, James W. Nickel Jan 2005

Who Needs Freedom Of Religion?, James W. Nickel

University of Colorado Law Review

This article proposes that we view freedom of religion as a specific application area of more general basic liberties such as freedoms of thought, expression, association, assembly, movement, privacy, political participation, and economic activity. Separate enumeration of freedom of religion in national and international bills of rights may be useful, but it is not indispensable. In this respect freedom of religion is more like scientific freedom or artistic freedom than like freedom of expression. Recognizing that separate enumeration of freedom of religion is dispensable has salutary consequences for how we conceive and justify freedom as it applies to religion. First, …

Eagle Feathers And Equality: Lessons On Religious Exceptions From The Native American Experience, Kevin J. Worthen Jan 2005

Eagle Feathers And Equality: Lessons On Religious Exceptions From The Native American Experience, Kevin J. Worthen

University of Colorado Law Review

The legality and propriety of exempting religiously motivated conduct from otherwise applicable legal norms is the subject of ongoing scholarly, judicial, and legislative debate. The issue is particularly thorny when it arises in a legal system deeply committed to the concept of equality. The Eagle Protection Act, which exempts Native Americans religious practitioners who are members offederally recognized tribes from its general prohibition on the taking and use of bald and golden eagle feathers, provides an interesting context in which to examine that debate. Not only does the Act exempt religiously motivated conduct from the otherwise applicable norms, it prefers …

Modeling Of Commercial Maritime Port Recoverability From Security Disruptions: Work-In-Progress, C. Ariel Pinto, Wayne K. Talley

Engineering Management & Systems Engineering Faculty Publications

This article describes active research in commercial maritime port's recovery from security disruptions which explores the synergy of economic and simulation models in investigating the recoverability of ports after security incidents. Previous study has identified decision variables and throughput simulation models of port operation. However, none of these models have been utilized to investigate port's recovery from a security disruption and in evaluating recoverability investments. The method of research includes analysis of recorded disruptions, identification of impediments to recovery and investment criteria for recoverability. This article provides managers insight into including security and continuity of operation in managing various types …

Software Development Project Risk Management: A Literature Review, Kevin Macg. Adams, C. Ariel Pinto

Engineering Management & Systems Engineering Faculty Publications

The rapid and unprecedented growth in software has brought with it some of the most spectacular and costly project failures in modern history. How risk management is presented in the scholarly journals may give insight into the risk management methods and techniques in use on software development projects. This paper provides a glimpse into the risk management methods, methodologies and techniques available to those who are responsible for software development projects by conducting a non-experimental content analysis. The findings reveal that risk management has not received sufficient attention and does not appear to be widely accepted within the software engineering …

Innovative Video Error Resilient Techniques For Mbms Systems, Praveen. Sanigepalli Jan 2005

Innovative Video Error Resilient Techniques For Mbms Systems, Praveen. Sanigepalli

Electronic Theses and Dissertations 2000 - 2009

In the current communications age, the capabilities of mobile devices are increasing. The mobiles are capable of communicating at data rates of hundreds of mbps on 4G networks. This enables playback of rich multimedia content comparable to internet and television networks. However, mobile networks need to be spectrum-efficient to be affordable to users. Multimedia Broadcast Multicast Systems (MBMS) is a wireless broadcasting standard that is being drafted to enable multimedia broadcast while focusing on being spectrum-efficient. The hybrid video coding techniques facilitate low bitrate transmission, but result in dependencies across frames. With a mobile environment being error prone, no error …

Investigation Of Factors Affecting Completion Of Distance-Learning Courses At A Community College For A Seven-Year Period, Jacquelyn A. Johnson Jan 2005

Investigation Of Factors Affecting Completion Of Distance-Learning Courses At A Community College For A Seven-Year Period, Jacquelyn A. Johnson

Electronic Theses and Dissertations 2000 - 2009

This research study investigated factors affecting completion of distance-learning courses at a south Florida community college by analyzing pre-existing and newly collected data on distance-learning students for a seven-year period (1997-2004). Distance-learning instructors were also included in the study. The investigation focused on three distance-learning methodologies---telecourse, live interactive television, and Internet. The study attempted to determine relationship between completion and the variables of gender, age, ethnicity, and degree-seeking status for students; differences in completion rates for students using the different methodologies; level of students' self-directed learning readiness; level of instructor involvement; and level of student and instructor satisfaction. Subjects of …

Local Buckling And Debond Propagation In Sandwich Columns And Panels, Francis. Aviles Jan 2005

Local Buckling And Debond Propagation In Sandwich Columns And Panels, Francis. Aviles

Electronic Theses and Dissertations 2000 - 2009

The local buckling failure mechanism and subsequent debond propagation in sandwich columns and panels with composite face sheets containing a face-to-core debond is experimentally, analytically, and numerically analyzed. The experimental investigation is based on a comprehensive test program to examine local buckling failure and fracture toughness of sandwich specimens consisting of glass/epoxy face sheets over various density PVC foams and a balsa wood core. Elastic foundation and finite element models are developed for prediction of the local buckling load of sandwich columns and panels containing an implanted debond at the face/core interface. Nonlinear finite element analysis was conducted to investigate …

Isolation And Characterization Of Novel Conopeptides From Conus Dalli, Husam Usama Abbasi Jan 2005

Isolation And Characterization Of Novel Conopeptides From Conus Dalli, Husam Usama Abbasi

Electronic Theses and Dissertations 2000 - 2009

Conus dalli is a cone snail species that preys upon mollusks (molluscivorous) and it belongs to the same clade as the better studied Conus textile. They have different biogeographical distribution: C. dalli is restricted to the Panamic area; whereas C. textile is a widespread species found from the Red Sea to Hawaii. The venom of C. textile is an extremely complex mixture of conopeptides characterized for their very high content of modified amino acids; particularly, for their high content of gamma-carboxy glutamate (Gla). Therefore, it is expected that the venom of C. dalli is equally complex and it might provide …

Low Latency And Energy Efficient Mac Protocols For Wireless Sensor Networks, Humos Ali M Abu-El Jan 2005

Low Latency And Energy Efficient Mac Protocols For Wireless Sensor Networks, Humos Ali M Abu-El

Electronic Theses and Dissertations 2000 - 2009

Energy consumption is a critical design issue in Wireless Sensor Networks (WSNs), since sensor nodes are battery operated, and replacing or recharging the battery is usually infeasible. Energy efficient solutions are sought at all network levels, especially at the medium access level. The IEEE 802.11 MAC protocol is optimized for Ad hoc Wireless Networks, but cannot be adopted for WSNs because it has the idle listening problem, which is a major source of energy waste. Several Medium Access Control (MAC) protocols have been proposed for WSNs to save the transceiver energy by introducing periodic listen/sleep cycles, and thus overcome the …
