Part 3: Richard Florida And The Creative Classes Of Hampton Roads, Regional Studies Institute, Old Dominion University Jan 2005

Part 3: Richard Florida And The Creative Classes Of Hampton Roads, Regional Studies Institute, Old Dominion University

State of the Region Reports: Hampton Roads

Professor Florida argues that highly mobile, creative individuals are the kingpins of modern economic growth. They are especially attracted to regions that offer diverse demographics, cultural opportunities, living styles and residential areas, as well as a tolerance of the uncommon. Hampton Roads does not fare well when measured against several of Florida’s variables. However, we test his hypotheses empirically and find they have only limited validity.

Part 7: Unrealized Potential: High Technology In Hampton Roads, Regional Studies Institute, Old Dominion University

State of the Region Reports: Hampton Roads

On the face of it, Hampton Roads ought to be a technological powerhouse because of the high-level federal research facilities and defense installations located in the area, plus a higher education community of considerable size. Yet, while we can claim the second-greatest technological development of any region in the Commonwealth, we are a very distant second to Northern Virginia and have never realized our potential. Future prosperity in technology is tied to developing the modeling and simulation industry that has sprouted primarily in Suffolk, stimulating Eastern Virginia Medical School’s potential in conjunction with Old Dominion University and vastly increasing support …

Seasonal Variability Of Near-Surface Hydrography And Frontal Features In The Northern Gulf Of Alaska And Prince William Sound, Stephen R. Okkonen, David L. Cutchin, Thomas Royer Jan 2005

Seasonal Variability Of Near-Surface Hydrography And Frontal Features In The Northern Gulf Of Alaska And Prince William Sound, Stephen R. Okkonen, David L. Cutchin, Thomas Royer

CCPO Publications

The meridional structure and seasonal cycles of near-surface hydrography and frontal features in the northern Gulf of Alaska and Prince William Sound are described from high-resolution measurements of near-surface temperature and salinity acquired by a vessel-mounted thermosalinograph. Near-surface temperature exhibits a well-defined seasonal cycle with little variation between basin and shelf waters. Near-surface salinity exhibits a well-defined seasonal cycle that is confined largely to the shelf waters reflecting the influence of coastal freshwater inputs. Prominent near-surface fronts at the shelf break, at the entrance to Prince William Sound, and in northern Prince William Sound intensify and weaken following the seasonal …

Nanosecond Pulsed Electric Fields: A New Stimulus To Activate Intracellular Signaling, Stephen J. Beebe, Karl H. Schoenbach Jan 2005

Nanosecond Pulsed Electric Fields: A New Stimulus To Activate Intracellular Signaling, Stephen J. Beebe, Karl H. Schoenbach

Bioelectrics Publications

When new technologies are introduced into the scientific community, controversy is expected and both excitement and disappointment enrich the lives of those who initiate the new ideas. It becomes the mission of the “inventors” to embrace the burden of proof to establish their ideas and convince the skeptics and disbelievers who will undoubtedly temper their enthusiasm and test their patience. While open mindedness is generally a scientific motto, those who review patents, manuscripts, and grants do not always readily practice it, even when the evidence is convincingly presented; old ideas and concepts often die hard. So it has been and …

Bioprospecting, Philip A. Reed Jan 2005

Bioprospecting, Philip A. Reed

STEMPS Faculty Publications

The article discusses that the product applications of bioprospecting are almost limitless. This area of biotechnology has been labeled bioprospecting, and it is a practice that is creating worldwide controversy. Defined simply, bioprospecting is "scientific research that looks for a useful application, process, or product in nature." However, as with most biotechnologies, the definition does not address the complexities of bioprospecting. Archeologists are finding that some biotechnologies, such as the use of herbs for medicine and the use of fermentation and yeast in food products, date back 5,000 to 10,000 years (De Miranda, 2004). The four main categories of biotechnologies …

Stem Initiatives: Stimulating Students To Improve Science And Mathematics Achievement, Robert Q. Berry Iii, Philip A. Reed, John M. Ritz, Cheng Y. Lin, Steve Hsiung, Wendy Frazier

STEMPS Faculty Publications

The article focuses on how concepts in science, technology education, and mathematics show powerful relationships when it comes to student learning. Learning theorists believe that, through designed learning environments (contexts) and learning with hands-on projects, new knowledge can not only be learned, but learned in such a way that the knowledge can be transferred for other applications. Scholars in the applied sciences (school science, technology, and mathematics) believe that these subjects have transfer among themselves and that engineering activities can establish the contexts to learn these subjects, plus aid in the transfer of knowledge. This collaborative movement is referred to …

Certified Registered Nurse Anesthetist Performance And Perceptions: Use Of A Handheld, Computerized, Decision Making Aid During Critical Events In A High-Fidelity Human Simulation Environment, Vicki C. Coopmans Jan 2005

Certified Registered Nurse Anesthetist Performance And Perceptions: Use Of A Handheld, Computerized, Decision Making Aid During Critical Events In A High-Fidelity Human Simulation Environment, Vicki C. Coopmans

Theses and Dissertations

With the increasing focus on patient safety and human error, understanding how practitioners make decisions during critical incidents is important. Despite the move towards evidence-based practice, research shows that much decision making is based on intuition and heuristics (“rules of thumb”). The purpose of this study was to examine and evaluate the methodologic feasibility of a strategy for comparing traditional cognition versus the use of algorithms programmed on a personal digital assistant (FDA) in the management of unanticipated critical events by certified registered nurse anesthetists (CRNAs).

A combined qualitative-quantitative methodology was utilized. The quantitative element consists of a pilot study …

The Mistakes Of The Infallible: The Internal Conflict Of Eastern European Communist Intellectuals, Monica M. Lee Jan 2005

The Mistakes Of The Infallible: The Internal Conflict Of Eastern European Communist Intellectuals, Monica M. Lee

Honors Papers

In this thesis, I will explore the reasons why intellectuals, who are thought to be critical of all governmental regimes, historically espoused revolutionary politics and communism. I will also elucidate how the "closed system" of logic in communist theory compels "free-floating" intellectuals to adhere to a dogmatic belief in the historical mission of the proletariat and justify revolutionary violence and the violent means used by the Communist Party to transform society.

In order to answer these questions, I will examine the literature and autobiographies of two Central European authors-Arthur Koestler and Csezlaw Milosz. First I will show that both authors …

Living Art, Defining Value: Artworks And Mere Real Things, Serge Grigoriev Jan 2005

Living Art, Defining Value: Artworks And Mere Real Things, Serge Grigoriev

Contemporary Aesthetics (Journal Archive)

In this essay I examine the conceptual difficulties generated by drawing a distinction between artworks and mere real things. I argue that the distinction is an unfortunate one, requiring for its operation an assumption of possibility of an objective value judgment with regard to aesthetic productions, which, in reality cannot be defensible on purely philosophical grounds. The distinction, in fact, may be useful in describing the interactions between the artworld, qua a cultural institution, and the socio-economic environment in which it is situated; yet, it proves misleading when introduced into discussions about the nature of artworks and the nature of …

Aesthetic Functionalism, Sven Ove Hansson Jan 2005

Aesthetic Functionalism, Sven Ove Hansson

Contemporary Aesthetics (Journal Archive)

According to the strongest version of aesthetic functionalism, aesthetic value is completely determined by and therefore reducible to practical function. According to the opposite view, function and aesthetic value are completely independent of each other. Both these views are shown to be untenable, and instead aesthetic dualism is defended. By this, I mean that some aesthetic judgments that can legitimately be made about an object refer to it under descriptions of its practical function, whereas others refer to it, for instance, under descriptions of its physical appearance. Since valuations of the former type are in most cases positively correlated with …

The Evolution And Revolutions Of The Networked Art Aesthetic, Jeanne Marie Kusina Jan 2005

The Evolution And Revolutions Of The Networked Art Aesthetic, Jeanne Marie Kusina

Contemporary Aesthetics (Journal Archive)

Mail art, artist books, artist amps, assemblings, experimental and visual poetry, Email art, video, and performance art have all, at various times, been considered members of the loosely configured classification known as "Networked art". Yet the common thread associating these diverse media is not the manner of their production, but rather the dynamic way in which they are distributed throughout artist networks. Emphasizing communication and generosity, Networked artists attempt to subvert conventional systems of exchange while also maintaining an intimacy of expression. I will discuss these qualities and how they often evolve from subtle attempts to undermine an allegedly flawed …

Onset Conditions For Equatorial Spread F Determined During Equis Ii, D. L. Hysell, M. F. Larsen, C. M. Swenson, Aroh Barjatya, T. F. Wheeler, M. F. Sarango, Et.Al

Publications

An investigation into the dynamics and layer structure of the postsunset ionosphere prior to the onset of equatorial spread F (ESF) took place during the NASA EQUIS II campaign on Kwajalein Atoll on August 7 and 15, 2004. On both nights, an instrumented rocket measured plasma number density and vector electric fields to an apogee of about 450 km. Two chemical release rockets were launched both nights to measure lower thermospheric wind profiles. The Altair UHF/VHF radar was used to monitor coherent and incoherent scatter. In both experiments, strong plasma shear flow was detected. Periodic, patchy bottom-type scattering layers were …

Mobility: The Fourth Dimension In The Fine Arts And Architecture, Gerd-Helge Vogel Jan 2005

Mobility: The Fourth Dimension In The Fine Arts And Architecture, Gerd-Helge Vogel

Contemporary Aesthetics (Journal Archive)

Mobility is a basic behavioural pattern of human beings that has been accelerating in the course of its social development. Especially since the beginnings of the industrial revolution, mobility has caused a fundamental change in human relationships that continues today. This becomes visible when we look at the aesthetic and spiritual impact on architecture and the fine arts. It is my intention to present significant examples in order to give an idea of the different stages of its development today.

Damage Analysis Of Jointed Plain Concrete Pavements In Indiana, Part I: Finite Element Modeling And Damage Analysis, Part Ii: Indislab, A Software Tool For Jointed Plain Concrete Pavement Design, Elisa D. Sotelino, Alireza Asgari, Andrew C. Saksa, Guillermo Cedeno

JTRP Technical Reports

Current design procedures for concrete pavements do not account for several factors that can influence their service life. In this work, these factors are investigated and the findings are integrated into a procedure for better predicting longterm performance of concrete pavements. To achieve this, sophisticated finite element techniques are employed and parametric studies are performed. The findings are then integrated into a nonlinear procedure for damage accumulation. In the development of the comprehensive 3D Finite Element (FE) model several issues are studied including the geometry of the model, mesh refinement, element selection, interaction between pavement components, and loading simulation. The …

An Assessment Of Highway Financing Needs In Indiana, Kumares C. Sinha, Samuel Labi, Stacey D. Hodge, Gabriel U. Tine, Hardik Rajendra Shah

JTRP Technical Reports

In recent years highway revenues in Indiana have been eroding due to inflation, increased costs, and the increased use of fuel-efficient vehicles. It is necessary, therefore, to reliably assess the current and future needs for highway funding in order to facilitate informed fiscal planning. This study provides a methodology for tracking current and future demand for highway financing, along with a systematic modeling approach for revenue projections such that financing plans can be developed for state and local highway networks. Highway infrastructure needs for pavements, bridges, safety, and capacity improvements for the 15-year period between 2006 and 2020 are assessed …

The Analysis Of Dielectric Loss In Co-Planar Waveguide Structures Using Generalized Transverse Resonance, James William Culver Jan 2005

The Analysis Of Dielectric Loss In Co-Planar Waveguide Structures Using Generalized Transverse Resonance, James William Culver

USF Tampa Graduate Theses and Dissertations

There are several methods for the full-wave characterization of waveguide discontinuities; Finite Element Method (FEM), Finite Difference Technique (FDT), and Method of Moments (MoM) are popular. However, these methods are not easily applied when studying the ‘modal anatomy’ of a discontinuity. Other full-wave techniques are better suited. This dissertation discusses the formulation of a technique known as Generalized Transverse Resonance (GTR), which is a subset of Method of Moments. Generalized Transverse Resonance is a hybrid method combining the Transverse Resonance Method (TRM) with the Mode Matching Technique (MMT).

The understanding of the generalized transverse resonance method starts with a discussion …

Development Of Enhanced Multiport Network Analyzer Calibrations Using Non-Ideal Standards, John Edward Daniel Jan 2005

Development Of Enhanced Multiport Network Analyzer Calibrations Using Non-Ideal Standards, John Edward Daniel

USF Tampa Graduate Theses and Dissertations

An Improved Short-Open-Load-Reciprocal (SOLR) Vector Network Analyzer (VNA) calibration is developed and validated. Through the use of a more complex load model the usable frequency range of the SOLR calibration algorithm is expanded. Comparisons are made between this new calibration and existing calibration techniques that are known to be accurate at high frequencies. The Anritsu 37xxx Lightning series 65GHz VNA is used as the principle measurement tool for calibration comparison and verification. This work is built off of previous work done at USF in which it is shown that the Short-Open-Load-Thru (SOLT) calibration’s accuracy improves through the implementation of more …

Evaluation Of Available Bandwidth Estimation Tools (Abets) And Their Application In Improving Tcp Performance, Yegyalakshmi Easwaran Jan 2005

Evaluation Of Available Bandwidth Estimation Tools (Abets) And Their Application In Improving Tcp Performance, Yegyalakshmi Easwaran

USF Tampa Graduate Theses and Dissertations

Available bandwidth is a time-dependant variable that defines the spare bandwidth in an end-toend network path. Currently, there is significant focus in the research community on the design and development of Available Bandwidth Estimation Tools (ABETs), and a few tools have resulted from this research. However, there is no comprehensive evaluation of these tools and the research work in this thesis attempts to fill that gap. A performance evaluation of important ABETs like Pathload, IGI and pathChirp in terms of their accuracy, convergence time and intrusiveness is conducted in several scenarios. A 2 k factorial design is carried out to …

Automatically Determining Route And Mode Of Transport Using A Gps Enabled Phone, Himanshu Gilani Jan 2005

Automatically Determining Route And Mode Of Transport Using A Gps Enabled Phone, Himanshu Gilani

USF Tampa Graduate Theses and Dissertations

A system consisting of a GPS-enabled phone and a database has been designed and implemented. This system is capable of recording the route traveled by a user and determining the mode of transport (walk, bicycle, car or bus) used. The Java code running in the GPS-enabled phone automatically records location data, determines critical locations for the trip, and transmits the locations to a central database using the wireless capabilities of the phone. As the route information arrives at the database, it is processed by the mode detection algorithm that determines the mode of transportation being used by the individual for …

Reconfigurable Wireless Sensor Platform For Training And Research In Networked Embedded Systems, Oscar V. Gonzalez Jan 2005

Reconfigurable Wireless Sensor Platform For Training And Research In Networked Embedded Systems, Oscar V. Gonzalez

USF Tampa Graduate Theses and Dissertations

Ever since the University of California, Berkeley released the first commercial Wireless Sensor Network, (WSN), "mote", applications that employ the WSN technology have increased many fold. There are many kinds of prototypes and architectures for WSNs that are being developed by major communication companies. Due to the lack of a common standard for different physical and MAC layer protocols, interoperability among the wireless systems is constrained. Additionally, remote sensing capability, reconfigurability and interoperability have not yet been designed. In the current platforms hardware upgrading has to be performed on-site by replacing the old sensors with new ones. This procedure increases …

Mammal Abundance Indices In The Northern Portion Of The Great Basin, 1962-1993, Frederick F. Knowlton, Rebecca A. Bartel, L. Charles Stoddart Jan 2005

Mammal Abundance Indices In The Northern Portion Of The Great Basin, 1962-1993, Frederick F. Knowlton, Rebecca A. Bartel, L. Charles Stoddart

Wildland Resources Faculty Publications

Indices of abundance of selected mammals were obtained for two study areas within the Great Basin: the Idaho National Engineering and Environmental Laboratory, Idaho, and Curlew Valley, Utah, USA. Data collection occurred biannually 1962–1993, with varying durations among species and sites. Abundance indices were obtained for coyotes (Canis latrans), lagomorphs (primarily black-tailed jackrabbits, Lepus californicus), and eight species of rodents. Data were originally gathered as part of a long-term study of interactions among predator and prey populations, concentrating on aspects related to coyotes and black-tailed jackrabbits. Secondarily, these data are useful in portraying trends in mammal abundance …

International Contracting Meets Information Technology: Tales From A Transpacific Seminar, Daniel H. Foote Jan 2005

International Contracting Meets Information Technology: Tales From A Transpacific Seminar, Daniel H. Foote

Articles

The following account is in essence a personal memoir concerning the first year of what, at the time, was a novel course offering: an international negotiation simulation, conducted transnationally, in which teams of students from the University of Tokyo utilized e-mail, videoconference facilities, and other resources to negotiate a major acquisition agreement with teams of students from the University of Washington. I originally wrote the account in 2001. As of this writing, in early 2005, we have just completed the fifth year of the course; and in the interim, professors at a number of other universities have established courses along …
