The demands for technological workers have prompted a national effort to encourage all sectors of the population to consider careers in mathematics and science (National Council of Teachers of Mathematics, NCTM, 1989; NSF, 1988; Task Force, 1989). Yet students are not electing to enroll in science in school. One possible solution to increase interest in science is through summer programs. The Summer Academy in Plant Biology and Transgenics hosted by the Western Oklahoma State College, the Samuel Roberts Noble Foundation and the Oklahoma State Regents for Higher Education, is an intervention program in science for talented students and, in particular …

Problem. The chief financial officer's position has changed in the business community. However, it is not clear whether the expectations of the treasurer in the Seventh-day Adventist Church are changing. They do not seem to be clearly defined or communicated. There appears to be a tacit knowledge about how treasurers should do their work. The purpose of this study was to describe the perceived roles, responsibilities, and relationships of the treasurer from the perceptions of presidents, treasurers, and board members in the local conferences in the North American Division of Seventh-day Adventists.

In 2004 courts in the Eleventh Circuit addressed several Clean Water Act issues. The Eleventh Circuit Court of Appeals arguably expanded the scope of the injuries a plaintiff may allege to have standing to sue under the Clean Water Act. The court held that the federal court had jurisdiction over a Clean Water Act citizen suit alleging violations of a permit issued by the State of Georgia under its permitting program authorized under the Act. The Eleventh Circuit also addressed whether a Florida state regulation effectively revised or added to the state's Clean Water Act, which mandated water quality standards, …

Intellectual tension between the fields of finance and accounting may help to explain explosion of public company frauds. Finance theory diminishes the relevance of accounting information. Enron exploited this consequence while the SEC bought into it. After widespread frauds were exposed, Congress passed laws that address symptoms of finance's futurism, not disease. Laws essentially prohibit pro forma financial reporting and regulate the selective flow of futuristic information to financial analysts. Untouched is the underlying disease of regulatory mandates requiring extensive disclosure of forward-looking information. Until the 1970s, the SEC prudently prohibited such futuristic disclosure as inherently unreliable; assisted by finance …

Best utilizing water resources requires coordinating their availability and use in time and space. Required can be: spatially and temporally distributed data; simulators to predict system response to stimuli; procedures for defining management goals, constraints, and scenarios; optimizers to compute optimal management strategies; and appropriate strategy implementation techniques. Here, a strategy is a set of controllable groundwater extraction and injection rates and surface water diversions. Simulation/optimization (S/O) models couple simulators and optimizers to compute optimal strategies for posed management problems. S/O models are becoming more commonly used for policy, planning, system design, and management. For example, water planners and managers …
