India has embarked upon a community involvement process to restock the state-owned forests through a recent approach called Joint Forest Management. But the success of the Joint Forest Management program lies in the provision of alternative livelihoods to woodcutters and grazers. This article presents how the forest department of a southern state of India devised a potent tool of microfinance promotion for weaning those who are dependent on the forest by implementing a massive externally aided Joint Forest Management Project. A new data filtering method for SELDI-TOF MS proteomic spectra data is described. We examined technical repeats (2 per subject) of intensity versus m/z (mass/charge) of bone marrow cell lysate for two groups of childhood leukemia patients: acute myeloid leukemia (AML) and acute lymphoblastic leukemia (ALL). As others have noted, the type of data processing as well as experimental variability can have a disproportionate impact on the list of "interesting" proteins (see Baggerly et al. (2004)). Homer1 mutant mice exhibit behavioral and neurochemical abnormalities that are consistent with an animal model of schizophrenia. Because the Homer1 gene encodes both immediate early gene (IEG) and constitutively expressed (CC) gene products, we used the local infusion of adeno-associated viral vectors carrying different Homer1 transcriptional variants into the prefrontal cortex (PFC) to distinguish between the roles for IEG and CC Homer1 isoforms in the “schizophrenia-like” phenotype of Homer1 mutant mice. PFC overexpression of the IEG Homer1 isoform Homer1a reversed the genotypic differences in behavioral adaptation to repeated stress, whereas overexpression of the constitutively expressed Homer1 isoform Homer1c reversed the …

In another landmark decision regarding school finance in Arkansas, the Arkansas Supreme Court has again declared that the state has retreated from its obligation to adequately fund public education, just as it decided in 2004 (Lake View School Dist. No. 25 v. Huckabee, 355 Ark. 617, 142 S.W.3d 643). Earlier this year, 49 school districts had requested the Court to recall its mandate and reappoint Special Masters to reopen the Lake View case and evaluate the state’s efforts to improve the adequacy of Arkansas’ school finance system (see Policy Brief 17). In engineering applications, we need to make decisions under uncertainty. Traditionally, in engineering, statistical methods are used, methods assuming that we know the probability distribution of different uncertain parameters. Usually, we can safely linearize the dependence of the desired quantities y (e.g., stress at different structural points) on the uncertain parameters xi - thus enabling sensitivity analysis. Often, the number n of uncertain parameters is huge, so sensitivity analysis leads to a lot of computation time. To speed up the processing, we propose to use special Monte-Carlo-type simulations.

The Journal of Public and Professional Sociology

Public sociology is neither public nor sociology. Public sociology does not and cannot have an epistemology. Speaking only for and to itself, public sociology has no public. There is no debate with public sociology. Instead, public sociology has been successfully advertised and widely embraced among sociologists. Public sociology has consumers. Public sociology is the fast-food of social science. The influence of public sociology is visible and real as it has been institutionalized in various ways. I analyze the conditions of the institutionalization of public sociology and critically evaluate its dynamics and consequences.

This multiple-case study explores local government's use of HUDfunded microenterprise development assistance for job creation and selfemployment of low-to-moderate-income individuals. Respondent information was reviewed and then supplemented with document analysis and interview materials from earlier research on HUD microenterprise development assistance programs in upstate New York. Because the number of local government respondents who self-identified as providers of microenterprise development assistance was small, it was not possible to generalize research findings to the overall public microenterprise development sector. However, the study of this phenomenon, although limited, does have implications for government microfinance instrumentalities and intermediaries and for future research on …

The Trickle Up Program is a US-based organization engaged in microenterprise development for very poor households in 14 core countries, including India. Because it targets the most vulnerable sections of the population, such as the rural landless, women-led households, people with disabilities, and economically disadvantaged minorities, TUP employs a seed capital grant strategy to facilitate its clients' movement from absolute poverty toward economic self-reliance. TUP clients cannot risk taking a loan because they have no spare income to make payments if their enterprises do not generate an immediate profit. This paper describes the use and implications of war and military metaphors shared by a top management team working in the defense industry. The team used war metaphors pervasively to make meaning of the ambiguity and uncertainty in its environment. Five categories of war metaphors and action verbs were found. Findings from this study suggest the team used metaphors to structure and communicate abstract ideas and experiences, highlight or hide aspects of the work environment, unite team members, lead their organization, and maintain their warlike culture. Using the four dimensional frame that Hardy and Leiba-O’Sullivan (1998) developed to conceptually explore the “power behind empowerment” the study empirically illustrates how a police organization’s reform program, which was designed to empower lower level officers, foundered on its own innocence. The reform program adopts a resources dependency approach to power, which resonates with the first of the four dimensional frames of power; unobtrusive forms of power embedded at a deeper level of the organizations social system, which are consistent with the third and fourth dimensional frames, remain unaccounted for. Towards A Hermeneutics Of Narrative Identity: A Ricoeurian Framework For Exploring Narratives (And Narrators) Of Strategy, Steven Sonsino

With notable exceptions, the organization studies literature has tended to exclude a consideration of time from considerations of narrative identity. Building on the work of Ricoeur, and starting from the position that narrative identity is dynamic and rests on a temporal structure, it is suggested that narrative identity emerges from the poetic composition of one or many narrative texts. Drawing upon Ricoeur’s conception of narrative identity, an analytic framework is developed and encompasses a dialectic where narrative is described as the path of character, and character as the path of narrative. I address the problem of why promises create obligations. First, I spell out and object the so-called "expectational account" according to which the duty to keep our promises arises from the fact that, when we promise to do something, we create an expectation in the promisee, which we have the duty not to disappoint. It has been claimed that this account is circular since we can only raise the expectation, in the appropriate sense, if we already have the moral duty to keep our promise. The Bureau of Reclamation, Provo Area Office (Reclamation) proposes to replace the concrete spillway structure at Scofield Dam, the principal feature of the Scofield Project. This construction project would be completed under the Safety of Dams (SOD) Act of 1978 (Public Law 95-578, as amended). The proposed SOD modifications would correct safety deficiencies of the dam without affecting the purpose, or benefits of the dam. Reclamation also proposes to replace the existing gate house at its current position on the crest of the dam. Despite their status as independent sovereigns, states increasingly exhibit a willingness to interact when it comes to crime control matters. This Article examines the two foremost examples of this phenomenon: criminal recidivist enhancement laws and sex offender registration laws. Both types of laws have been around for decades and have evolved to accommodate ex-offenders, who, consistent with constitutional freedom of movement, can (and often do) change state residences. This effort at accommodation, however, puts states in the unusual position of having to interpret and apply the criminal laws and outcomes of their fellow sovereigns. Chapter 1 summarized some of the methodological and hermeneutical issues and discussed the problem and history of tithing in Christianity. Various arguments through the centuries have been proposed that provided reasons for the abrogation and the continuation of tithing. The "Christian view" on this issue has not been monolithic. Chapter 2 discussed tithing in the Old Testament and concluded that (1) the pre-Mosaic period contained no tithing system and no command to tithe, (2) in the Mosaic law the Israelites gave well-beyond ten percent and only products connected to the land were liable to tithing, and (3) the Historical and …

During the past twenty years there has been a growing interest in monastic education within the larger field of Buddhist studies. Within the last ten years in particular, a number of monographs and articles examining the training and education of monks in Korea (Buswell [1992]), Tibet/India (Dreyfus [2003]), Thailand/Laos (Collins [1990], McDaniel [2002, 2003]), and Sri Lanka (Blackburn [1999a, 1999b, 2001] Samuels [2002]), have been published. Throughout the United States, many areas exceed the level of safe ground ozone (O3) concentration. Non-natural emissions made as result of daily human activities and natural emissions react photochemically to produce ground O3 concentration. Variation in ground O3 concentration is controlled by local and regional emissions, synoptic and mesoscale meteorology, and boundary layer chemistry and dynamics. When the right meteorological variables are present, rural areas can have unhealthy air conditions with high levels of ground O3 concentration similar to that of metropolitan areas.
