During the past few years, a number of key donor programs have scaled up their global response to the crisis of HIV and AIDS. The Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM), the World Health Organization (WHO), the Joint United Nations Programme on HIV/AIDS (UNAIDS), the President’s Emergency Plan for AIDS Relief (PEPFAR), the United Nations’ Millennium Development Goals (MDGs), the World Bank’s Multi-country HIV/AIDS Program (MAP), and other bilateral donors and charitable foundations have raised significant resources to fight HIV/AIDS. This article traces and analyzes civil-military relations in Panama. After a brief overview of the role of the National Guard in the country politics, the article concentrates on political developments since the 1989 U.S. invasion to overthrow the Noriega regime and the subsequent elimination of the Panamanian military. The study seeks to shed light on political life in an armyless and politically and socially fractionalized country occupying a sensitive strategic location. The concluding part of the study speculates on the possibility that terrorism, domestic security concerns, and regional considerations may prompt Washington and Panamanian leaders to reverse the decision to …

Hollow To Bamboolike Internal Structure Transition Observed In Carbon Nanotube Films, Y. Y. Wang, S. Gupta, R. J. Nemanich, Z. J. Liu, L. C. Qin

The transition of the internal structure in microwave chemical-vapor- deposited carbon nanotubes is investigated using scanning electron microscopy and high-resolution transmission electron microscopy. By controlling the thickness of the iron catalyst layer, a sequence of carbon nanotube films was obtained with diameters ranging from a few nanometers to over 100 nm. Experiments have established that by continuous reduction of the Fe layer thickness to <1 nm, single- and double-wall carbon nanotube films can be produced, whereas for an Fe film thickness <1 nm, multiwall carbon nanotube films can be synthesized. It was also found that for an Fe thickness ≥5 nm, interlayers (i.e., bamboolike or periodically compartmentalized nanotubes) were formed, while for an iron thickness <2 nm the tubes were primarily hollow. For an intermediate Fe thickness the internal structure of the carbon nanotubes was a mixture of hollow and bamboolike. A growth model which considers bulk and surface diffusions of carbon into andor onto the Fe catalyst surface is proposed to describe this transition and the internal periodic structure.

Formative Research For Hygiene Promotion In Kyrgyzstan, Adam Biran, Anara Tabyshalieva, Zumrat Salmorbekova

Formative research for hygiene promotion was used to gather data relating to hygiene practices in rural Kyrgyzstan. Some of the hand-washing and faeces disposal practices observed were sub-optimal from a public health perspective. In combination with the poverty, limited medical services and poor water supply infrastructure characteristic of the study area, it is likely that these factors increase the risk of diarrhoeal infections among Kyrgyz children. An association was found between increased rates of hand-washing following latrine use and ownership of a washstand. Cell proliferation occurs in the brain of fish throughout life. This mitotic activity contributes new neurons to some brain subdivisions, suggesting potential for plasticity in neural development. Recently we found that the telencephalon in salmonids (salmon, trout) is significantly reduced in fish reared in hatcheries compared to wild fish, and that these differences resulted in part from rearing conditions. Here, we describe localized areas of cell proliferation in the telencephalon of juvenile coho salmon (Oncorhynchus kisutch) and begin to explore whether mitotic activity in these areas is sensitive to environmental conditions. Differential Stress Responses In Fish From Areas Of High- And Low-Predation Pressure, Culum Brown, Carolyn Gardner, Victoria Braithwaite

We subjected fish from regions of high and low levels of predation pressure in four independent streams to a mild stressor and recorded their opercular beat rates. Fish from low-predation areas showed higher maximum, minimum and mean opercular beat frequencies than fish from high-predation regions. The change in opercular beat frequency (scope) was also significantly greater in fish from low- than in fish from high-predation regions. Under normal activity levels, however, low predation fish showed a reduced opercular beat frequency, which may be indicative of reduced activity levels or metabolic rate. The first two parts of the document provide background on the western rock lobster fishery and its governance. The third and fourth parts outline reporting requirements for the Ecologically Sustainable Development process and the specifics of the risk assessment process applied here. In summary, we have computed the photon energy spectrum and photon polarization in neutron radiative β-decay in an effective field theory approach, utilizing HBCHPT and the SSE, including all terms in O(1/M). The leading contribution to the photon energy spectrum has been calculated previously [4]; we agree with the expression in Ref. [4] for Σspins |M|2, though we disagree with their numerical results for the photon energy spectrum. Moreover, we find that the O(1/M) terms are numerically quite small, generating contributions no larger than O(0.5 %), so that radiative neutron β-decay is quite insensitive to nucleon structure …

We inventoried fishes associated with three hardbottom reef tracts that are separated by sand and run parallel to the coast in sequentially deeper water offshore Broward County, Florida. Using SCUBA and the Bohnsack-Bannerot visual point count method, we recorded fish abundance, species richness, sizes (TL), and general habitat characteristics within an imaginary 15m cylinder extending from the substrate to the surface. Sites were sampled along transects at quarter nautical mile intervals along 18 nautical miles of coastline at western and eastern edges, and crest of each of the three reef tracts.

Outer surface lipoprotein C (OspC) is a key virulence factor of Borrelia burgdorferi. ospC is differentially regulated during borrelial transmission from ticks to rodents, and such regulation is essential for maintaining the spirochete in its natural enzootic cycle. Recently, we showed that the expression of ospC in B. burgdorferi is governed by a novel alternative sigma factor regulatory network, the RpoN-RpoS pathway. However, the precise mechanism by which the RpoN-RpoS pathway controls ospC expression has been unclear. In particular, there has been uncertainty regarding whether ospC is controlled directly by RpoS (sigma(s)) or indirectly through a transactivator (induced by RpoS). …
