By failing to recognize the challenges facing political and military leaders in the wake of the September 11, 2001 attacks, in reversing fifty-four years of precedent relied upon by the executive branch, and in failing to consider the political question doctrine, the Supreme Court in Rasul charted a dangerous constitutional course that could lead to greater judicial involvement in war-making powers and greater levels of conflict among the three branches. These trends will ultimately threaten the nation's ability to fight and win future wars. The decision is ill-advised, ill-timed, and invites unintended consequences.

The presumption of innocence has long been regarded as a hallmark of our justice system. Rhetoric abounds and finding a more celebrated legal doctrine is difficult. For most in the legalprofession, the presumption of innocence represents the procedural requirement that the Crown prove all elements of an offence. The AIDS epidemic is having a growing impact on the transport sector of the economy of sub-Saharan Africa, where long-distance truck drivers are at an increased risk of infection due to their frequent contacts with com- mercial sex workers. The spread of AIDS in the transport industry is especially signi¯cant to the economy, as truck drivers are largely responsible for trans- porting crops and supplies needed for daily subsistence. Mechanism Of Cd11b Down-Regulation From Phorbol Myristate Acetate Stimulated Polymorphonuclear Neutrophils, Khalil A. Aziz

Saudi Medical Journal

OBJECTIVE: To investigate the mechanism of CD11b down-regulation in phorbol myristate acetate (PMA) stimulated polymorphonuclear leukocytes (PMN). METHODS: Purified PMN were stimulated with PMA in the presence, or absence, of various enzyme inhibitors. Following stimulation, PMN CD11b expression was examined by flow cytometry and Western-blotting. The entire work was carried out at Liverpool University between the period of 1998 and 2001. RESULTS: Stimulation of PMN with PMA induced the down-regulation of CD11b by a mechanism involving a combination of an oxidant and a serine protease; most likely the primary granule derived elastase. Ordering Genetic Algorithm Genomes With Reconstructability Analysis: Discrete Models, Stephen Shervais, Martin Zwick

The building block hypothesis implies that genetic algorithm effectiveness is influenced by the relative location of epistatic genes on the chromosome. We demonstrate this with a discrete-valued problem, based on Kauffman’s NK model, and show that information-theoretic reconstructability analysis can be used to decide on optimal gene ordering.

The Medical Quality Improvement Consortium data warehouse contains de-identified data on more than 3.6 million patients including their problem lists, test results, procedures and medication lists. This study uses reconstructability analysis, an information-theoretic data mining technique, on the MQIC data warehouse to empirically identify risk factors for various complications of diabetes including myocardial infarction and microalbuminuria. The risk factors identified match those risk factors identified in the literature, demonstrating the utility of the MQIC data warehouse for outcomes research, and RA as a technique for mining clinical data warehouses.

Fish Consumption Patterns Of Populations In Vicinities Of Lake Kastoria And Lake Pamvotis, Greece, Eugene G. Maurakis, David V. Grimes, Dimitra Bobori

Objectives are to establish fish consumption patterns of populations in vicinities of two lakes (Kastoria and Pamvotis) in Greece for use in the assessment of risks associated with consumption of fishes in these agri-chemically impaired lakes. Parameters measured were demographics (i.e., gender, age, weight, education level, occupation, residency), freshwater fish eating frequency, species and sizes of fishes consumed, and fish consumption habits [i.e., quantity, parts, and preparation method). All annual mean site-specific consumption rates of the four gender-age class sub-populations surveyed in vicinity of Lake Kastoria (avg. range= 0.103-0.29 kg/day) exceed those of Greece (0.066 kg/day), EU (0.068 kg/day), Spain …
