The justice system handles thousands of cases involving juvenile victims each year. These victims are served by a complex set of agencies and institutions, including police, prosecutors, courts, and child protection agencies. Despite the many cases involving juvenile victims and the structure in place for responding to them, the juvenile victim justice system model presented in this Bulletin is a new concept. Although the juvenile victim justice system has a distinct structure and sequence, its operation is not very well understood. Recent national surveys have demonstrated an increase in alcohol use among adolescents over the past five years (Johnston, O'Malley, & Bachman, 2003; Kann et al., 2000). It is important to understand factors that influence alcohol use in order to aid in the creation of preventative measures due to the many possible negative consequences associated with drinking alcohol (i.e., unwanted sexual activity, delinquency, abuse of other drugs, violence, car accidents, and poor academic performance) (Boyd, Howard, & Zucker, 1995). Two factors that have been studied as possible predictors of adult and adolescent alcohol use are personality and pubertal onset. Specifically, studies …

Individuation Revisited: Implications For Parent Education, Jodi Dworkin, Chih-Yuan Lee

Researchers have suggested that adolescents' increase in autonomy is accompanied by maintaining close relations with parents. In this article, we explore this process of individuation from the perspective of mothers. Nearly 900 (n=878) white mothers of children aged 2 to 14 were interviewed via the telephone about their child's independence and their perception of parent-child connectedness. Analyses revealed that from the perspective of mothers, while independence increased across childhood, parent-child connectedness decreased. These data suggest the need to support parents in remaining connected to their children as they enter adolescence. Implications of these findings for parent education are considered.

School Counselors' Concerns Regarding Effective Crisis Intervention For Students Of Diverse Backgrounds, Michelle Lynn Canada

Although school counselors routinely provide crisis intervention, minimal research has focused specifically on providing such services in a manner sensitive to multicultural and ethnically diverse students. Responses of a random national sample of school counselors (n = 276, 69% return rate) indicate that approximately half voice some sort of concern related to providing crisis intervention services to students from diverse backgrounds. The purpose of this study is to summarize school counselor's concerns, providing an initial understanding for this aspect of school-based crisis intervention. Although all child abuse is disturbing, the story of Little Diana represents a particularly horrific example—one involving extreme cruelty that resulted the death of a young child. While death is not the most common consequence of abuse, it is the most tragic and unacceptable outcome. What can be gleaned from this case that might prove useful in preventing similar incidents of abuse in the future? In considering this question, two factors emerge that may shed light on important directions for child abuse advocacy. Different Perspectives on Majority Rules: 10th Annual National Conference (2005)

We have calendars in the American continent that go back thousands of years. Researchers today confirm that these calendars not only measure the Macro-cosmos: They are also a sophisticated charting of the inner-world, particularly the dynamics between the body, the emotions, and the multiple elements that constitute our Self. These views are represented in calendars, ancient codices, and pre-Hispanic ceremonial centers. They are also alive in popular views, and traditional healing practices known today as “Curanderismo.” One of these perspectives is the use of the four suns. This presentation will explore this perspective.

The purpose of the Year 2 Studies of the Midwest Child Care Research Consortium was to assess parent perceptions of child care choices and quality across four states. The states studied — Iowa, Kansas, Missouri, and Nebraska — comprise U.S. Department of Health and Human Services Region 7. The current study was conducted by asking 1,325 parents to complete a paper and pencil survey. The parents all had children receiving child care from providers who participated in an earlier telephone survey of 2,022 providers and in observations of 365 providers. This analysis examines Medicaid's role in meeting the health care needs of children in military families who receive their health insurance coverage through TRICARE. TRICARE is the Department of Defense's worldwide health insurance program for active duty and retired military service members and their families. The 2000-2002 National Survey of Children with Special Health Care Needs, as well as a series of semi-structured telephone interviews, were used to assess Medicaid's role as a supplemental insurer for military children with special health care needs (CSHCN).

Staff in Boulder County Public Health's Environmental Health Division Consumer Protection Program are experiencing low morale. With the collaborative involvement of the Consumer Protection Team, the purpose of this action research project is to determine the causes of low employee morale through the use of several data collection tools, and to develop an intervention plan to improve employee morale. This paper documents the background of the organization, the morale problem, methods used to assess the problem, results of data collection and a discussion of the findings and recommendations to address morale.

Although numerous efforts have been made to enhance the literacy skills of children and youth, recent research clearly demonstrates the continuing need to develop and implement additional imaginative programs which lead to an increase in reading and reading comprehension skills. Whereas public and school media librarians have paved the way towards building successful literacy programs, academic librarians should also participate in literacy outreach programs for children and youth in order to help build these skills and encourage lifelong learning. This article addresses why and how academic librarians can help with the nation’s efforts to combat illiteracy.

Validating Institutional Commitment To Outreach At Land-Grant Universities: Listening To The Voices Of Community Partners, David J. Weerts

The need for public understanding and awareness of the value of university Extension and outreach is at an all-time high due to flattening Extension budgets and recent criticisms about higher education's commitment to public service. Drawing on interviews from community partners in three states, this article examines how community partners formulate their perceptions about an institution's commitment to its outreach mission. Community partners form their opinions about institutional commitment to engagement through a combination of three factors: language and symbolic actions of campus leadership, personal experiences with faculty and staff, and success in navigating the complex structures of the university.
