The World Bank and the IMF are among the most important international organizations globally promoting economic stability, growth, free trade, and poverty reduction by financing a widevariety of projects. The policies governing their activities have universal impact. Appropriate Measures To Use Money Laundering Prevention As An Antidote To Tax Evasion, Patricia Torres Serpel, Amir Shachmurove
The Journal of Entrepreneurial Finance
Money laundering, which is closely linked with tax evasion and informal trade, is facilitated by the poorly regulated financial institutions of "mafia nations". These nations make billions of dollars by laundering money and giving safe haven to drug dealers and corrupt politicians, allowing them to transfer money globally. Money laundering prevention policies require financial institutions to periodically update their customer's personal information. Furthermore, they attemp to match tax and transaction reports collected from banks and non-banks around the world to detect tax evasion. This research explains how efficient policies for preventing money laundering can help reduce tax evasion.

In a quick search for cases involving foreign law that have been decided by California courts over the last two years, the results were not surprising: 100 cases were governed by Mexican law, 57 by Canadian law, 29 by Japanese law, 28 by German law, and 12 by Chinese law. I would like to pose two ideas before this learned audience: first, that becoming familiar with foreign law is a practical, intriguing and beneficial exercise for California judges and for American judges at large. Mara Salvatrucha (Ms-13) And Ley Anti Mara: El Salvador's Struggle To Reclaim Social Order, Juan J. Fogelbach

MS-13 poses a threat to both Salvadorians and Americans. It is a gang that must be cooperatively contained; it will not be controlled by a simplistic burden-shifting policy that leaves El Salvador, a developing country, to unilaterally deal with the problem. This paper will argue that: (1) the deportation of gang members, which results in the arbitrary deaths of thousands of innocent Salvadorians who have no legal recourse amounts to a grave violation of human rights; (2) deportation of gang members to a society where they are likely to be killed by vigilante death squads, or in prison fires and …

This article seeks to challenge a basic assumption of international law and policy, arguing that the existing state-based international legal framework stands in the way of developing effective responses to state failure. It offers an alternative theoretical framework designed to spark debate about better legal and policy responses to failed states. Although the article uses failed states as a lens to focus its arguments, it also has broad implications for how we think about sovereignty, the evolving global order, and the place of states within it.

Trafficking in persons is one of the fastest growing areas of international criminal activity. Each year an estimated 600,000 – 800,000 human beings are bought, sold or forced across the world’s borders. Approximately 2.5 million men, women and children are victims of trafficking at any point in time throughout the world. Approximately 14,500 – 17,500 individuals are trafficked annually into the United States, making the United States the third largest destination country in the world for victims of human trafficking.

This policy ignores serious problems of state capacity that impede a transition to democracy and would plague any transitional regime. Ultimately, this monograph argues that increasing Chinese engagement with Latin America will make the nation both a powerful competitor and a potential partner for the United States in the Western Hemisphere. On one hand, China with major investments in Latin America and dependence on its material flows is likely to be a nation interested in reducing political instability, armed groups, and criminal activity in the region—rather than fueling radical populism and insurgency. This thesis examines the impact of Russian organized crime on the national security of the United States. It begins by defining why Russian organized crime should be of concern to U.S. policymakers addressing the effects of Russian organized crime on the U.S. economy, national security, and domestic law enforcement. The thesis then analyzes the evolution of Russian organized crime from its emergence during the Soviet Union, through its growth during privatization, to its structural transformation in the modern era. This analysis establishes the fundamental principles of any potential U.S. policy on Russian organized crime and prompts several policy recommendations for …
