Crises present both opportunities and dangers. When facing turmoil in the 1980s, South Africa embraced an aggressive agenda of social, economic, and political transformation. The results are imperfect, but few question the underlying wisdom of this approach. Many of the country’s local and provincial governments now feel they are facing new crises. On one hand, they are empowered to create inclusive, secure, and prosperous cities. Organic farming includes growing food and fiber — animals, agronomic crops, horticultural fruits and vegetables, related products — as one dynamic and rapidly evolving component of our complex U.S. food system. Even as more farmers are moving toward organic certification and participation in an environmentally sound and economically lucrative market, questions arise about the long-term social impacts and sustainability of a set of practices that has gone from a movement to an industry. This paper emerges out of a panel discussion during a PhD week and subsequent 8th International Environmental Education Invitation Seminar held at Rhodes University in 2004 and 2005 respectively.

It illuminates some insights into our struggles (as novice African researchers) in trying to respond to contextual realities as we research education and social change in African contexts, seeking insight into what counts as legitimate research in this context.

Globalized Citizenship: Sovereignty, Security And Soul, Berta E. Hernández-Truyol

Human rights law has redefined the concepts of sovereignty and citizenship. Just as transnationalization has weakened the hegemony of the political elites (corporate economic elites and domestic ruling classes) by strengthening citizenship claims of all persons, so, too, a globalized citizenship grounded on a human rights model will strengthen personhood by denationalizing states' claims on individuals' rights. The human rights narrative has been imagined, crafted and delivered by Northern/Western powers--the hegemon--however, for the human rights model to be of utility to the globalized citizen project, it must be reconstituted with an antisubordination agenda. Successive global health and development agendas have been embraced by African governments—Alma Ata in 1978, the Bamako Initiative in 1987, the 1994 Cairo International Conference on Population and Development, and more recently the Millennium Development Goals (MDGs)—only to be followed by widespread implementation failure. This paper presents an approach to program development in Ghana that is using research to accelerate policy implementation. Too little attention has been given to the gender-differentiated effects of natural disasters, that is, women’s losses relative to men’s, how women’s work time and conditions change (both in terms of care-giving and income-generating work), or how disaster-related aid and entitlement programs include or marginalize affected women. The detailed case studies from three earthquake-stricken areas in India and Turkey that are contained in this issue of SEEDS help fill this information gap. Although great numbers of the world's population still suffer from starvation, the possibility for genetically engineered foods to alleviate the problem creates great controversy. The authors address common concerns raised by anti-market opponents of the genetically engineered food industry and offer free-market approaches to the apparent dilemma. What are community representatives saying about the value of community-campus partnerships (CCPs) for promoting economic development? CCPs are playing an increasingly visible role in neighborhood revitalization. More and more, we in the Community Affairs Unit of the Federal Reserve System find ourselves reporting on the outcomes of these collaborations. The ideas within this thesis are meant to clarify my explorations, research and painting practice during my studies at Virginia Commonwealth University. I expand on my general statements about being fascinated by advancing technologies and concerned about the after effects of these advancements. The writing explores my curiosity about the internal, skeletal structure of things and how they operate. Proponents of “new urbanism” suggest that “new urban” neighborhood design characteristics promote social interaction within the neighborhood. In this paper we formally analyze the relationship between “new urban” neighborhood characteristics (e.g., grid street patterns, green space, mixed commercial and residential land use) and social capital formation. We conducted a survey in order to determine the presence of new urban characteristics in neighborhoods and levels of neighborhood-specific social capital in Greenville, South Carolina. The Disaster Mitigation Act of 2000 provided strengthened federal incentives for local hazard mitigation planning. In Rhode Island, this process is currently being carried out by each municipality with guidance from the Rhode Island Emergency Management Agency (RIEMA). This analysis of the local hazard mitigation planning process in Rhode Island is based on the author's participation in hazard mitigation planning in North Kingstown, and a review of the scholarly literature.

Six points are identified on which Rhode Island's process could be improved: l) more use of specialized expertise, 2) continuous staffing of planning and implementation, 3) greater coordination between jurisdictions, …
