For The Well-Being Of Minnesota’S Foster Children: What Federal Legislation Requires, Gail Chang Bohr

William Mitchell Law Review

This article will discuss the federal legislation and regulations—ASFA and CFSR—that hold the states accountable for the health and well-being of children and adolescents in foster care. This article will also discuss how the Early Periodic Screening Diagnosis and Treatment (EPSDT) program, the comprehensive health care services that states are required to provide through Medicaid, is used to address the health and wellbeing of children and adolescents in foster care. Critical to a discussion on the well-being of foster youth is the Chafee Foster Care Independence Act of 1999 that emphasized the states’ responsibility to ensure that youth in foster …

Centuries ago, Thomas Aquinas noted that “human reason must proceed from the precepts of the natural law as from certain common and indispensable principles to other more particular dispositions” (ST I-II, 91, 3) He said that “because of the uncertainty of human judgment, especially in contingent and particular matters, it happens that different decisions are made about different human acts so that laws are often divergent and even contradictory.” (91, 4) To the casual reader, Thomas might be endorsing a position akin to ethical relativism but Thomas finds little to endorse about that position: “the truth is the same for …

Caregivers' Readiness For Change: Predictive Validity In A Child Welfare Sample, Julia H. Littell, Heather Girvin

Objective:

To assess the predictive validity of continuous measures of problem recognition (PR), intentions to change (ITC), and overall readiness for change (RFC) among primary caregivers who received in-home services following substantiated reports of child abuse or neglect.

Method:

A modified version of the University of Rhode Island Change Assessment scale was included in interviews with a sample of 353 primary caregivers at 4 weeks, 16 weeks, and 1 year after referral for in-home services. Additional data were obtained from administrative records and caseworker surveys. Hierarchical linear and nonlinear models were used to assess relationships between PR, ITC, RFC and …

In 1995, the United Nations reported “in no society today do women enjoy the same opportunities as men.” The condition and status of women worldwide was one of social, political, educational, legal, and economic inequality. Ten years later, women's economic disparities persist. In Gender Injustice: An International Comparative Analysis of Equality in Employment, Dr. Anne-Marie Mooney Cotter focuses on women's global inequality in employment. Lawrence, Lofton, And Reasoned Judgment: On Who Can Adopt And Why, Mark Strasser

St. Thomas Law Review

Recently, in Lofton v. Security of Department of Children & Family Services, the Eleventh Circuit upheld Florida's gay adoption ban. The opinion is important for a variety of reasons, not least of which is that it was issued after the United States Supreme Court had decided Lawrence v. Texas. The Lofton court's reading of Lawrence was so implausible that it would have been easy for the Supreme Court to have reversed Lofton, while nonetheless offering an analysis significantly narrower than Lawrence. The Myth Of Separation: America's Historical Experience With Church And State, Patrick Garry

The 2004 presidential campaign once again thrust religion into the political debate. John Kerry criticized President Bush for using his faith to seek support from religious leaders and organizations. The Catholic Church criticized John Kerry's position on abortion, and Kerry supporters in turn attacked the Church for overstepping its bounds. Democrats opposed President Bush for his faith-based initiative, claiming that it violated separation of church and state, and Republicans argued that Democrats were trying to banish religion from the public square. Underlying these debates, however, was the nation's historical and constitutional experience with church-state relations.

Now in its second year, the Hong Kong Summer Service Program is sponsored by the Lingnan Foundation, and administered by the Institute of International Education (IIE) and the Asia-Pacific Institute of Ageing Studies (APIAS). After undergoing a competitive application and interview process organized by lIE, six students from Lingnan University, Sun Yat-sen University and Lingnan (University) College were selected to participate in the program, which involves a 6-week summer internship with a community/ social service organization in Hong Kong.

In recent years, Women's Leadership Development, (WLD) has become a focus area in the theory and practice of sustainable development. It attempts to develop and strengthen leadership skills in women, marginalized not only within development programs but also within the socioeconomic and political systems within their countries. Using mini-ethnographies to explore why and how three Guatemalan women leaders experience the process of becoming empowered, this paper gives voice to women leaders while providing insights into the development of women's leadership.
