Preliminary Investigation Into The Use Of A Dehumidifying For Drying Wild Herbal Teas In Southeast Alaska, Daniel Joseph Slakey
Preliminary Investigation Into The Use Of A Dehumidifying For Drying Wild Herbal Teas In Southeast Alaska, Daniel Joseph Slakey
Senior Theses
This project investigates the use of a dehumidifying dry kiln (traditionally used for drying lumber) for drying wild herbal teas in Southeast Alaska. Its major considerations are kiln design, moisture content data (for use in drying schedules), and preliminary drying schedules. Project conclusions result from literature review and experimentation. Regarding kiln design for uniformity and efficiency, the researcher found the following principles of utmost importance: 1) proper direction of airflow (achieved by incorporating measures that will direct the airflow, such as baffling and air deflectors); 2) maximizing space by fitting the maximum number of drying racks into the kiln and …

Personal And Professional Attributes Of Community And Traditional Police Officers Impacting Order Maintenance And Exercised Degrees Of Control: Phenomenology, Rickey L. Mitchell
Graduate Student Dissertations, Theses, Capstones, and Portfolios
Community policing differs from traditional police work. It is a response to public and social pressures on policing to fill needed roles of prevention, as opposed to crime fighting. Literature stresses that community policing efforts incorporate the attitudes and perceptions of law enforcement officers, suggesting that certain learned and naturally-occurring personality traits among officers predispose success or failure in community policing efforts. To further the exploration of community policing, there is a need to qualify the personal and professional attributes of police officers and their impact on order maintenance and exercised degrees of control.
A qualitative, phenomenology study conducted on …

When Small Technology Is A Big Deal: Legal Issues Arising From Business Use Of Rfid, D. Zachary Hostetter
Washington Journal of Law, Technology & Arts
Radio Frequency Identification (“RFID”) is a wireless tracking technology. Goods fitted with radio tags can communicate with computers via radio waves, revolutionizing methods to locate and catalogue goods at every stage of the supply line. Current research predicts that 40% of all inventory intensive businesses will have such wireless tracking systems by the end of 2005. This article examines current legal trends that impact business use of RFID including contractual considerations to properly allocate risks attendant with implementation of RFID, FCC regulation of RFID, and consumer privacy concerns.

Wait! Don't Fire That Blogger! What Limits Does Labor Law Impose On Employer Regulation Of Employee Blogs?, Carson Strege-Flora
Washington Journal of Law, Technology & Arts
The Ninth Circuit Court of Appeals recently issued a decision protecting the right of an employee to post critical comments about his employer on a website. The court found that the employer’s discipline was an unfair labor practice prohibited by federal labor law because it was “concerted activity” protected by the National Labor Relations Act (NLRA). Employers wishing to discipline employees for their public blogging activity should be familiar with the protections provided by the NLRA. This Article explores the consequences for violating the Act and addresses what employers should consider when attempting to limit employee blogging.
Electronic Case Filing: Is Failure To Check Email Related To An Electronically Filed Case Malpractice?, Jessica Bekskis
Electronic Case Filing: Is Failure To Check Email Related To An Electronically Filed Case Malpractice?, Jessica Bekskis
Washington Journal of Law, Technology & Arts
This article explores electronic case filing and the duties of lawyers with regard to electronic filing. A recent federal district court case held that an attorney’s failure affirmatively to check the status of his case via email or the court’s PACER system, which resulted in dismissal of the case, did not constitute excusable neglect under Rule 60(b)(1) of the Federal Rules of Civil Procedure. This holding imputes a professional duty on lawyers who use the electronic filing system to check email and the status of their case, suggesting that breaching of such duty may constitute malpractice.

American And French Perspectives On Trademark Keying: The Courts Leave Businesses Searching For Answers, Terrance J. Keenan
Washington Journal of Law, Technology & Arts
Trademark owners in America and Europe are attacking the lucrative practice of selling search results and advertising linked to searches based on product names and trademarks, which is known as trademark keying. From makers of luxury products to travel companies, and insurance companies to home décor vendors, companies have sued Internet search providers to stop this practice that they believe amounts to trademark infringement. Recent cases against search engine companies in American and French courts reflect divergent views on the legality of the practice at this early stage of the debate. This Article evaluates recent rulings in both jurisdictions which …

Using Prospect Theory To Investigate Decision-Making Bias Within An Information Security Context, Neil J. Schroeder
Using Prospect Theory To Investigate Decision-Making Bias Within An Information Security Context, Neil J. Schroeder
Theses and Dissertations
Information security is an issue that has increased in importance over the past decade. In this time both practitioner and academic circles have researched and developed practices and process to more effectively handle information security. Even with growth in these areas there has been little research conducted into how decision makers actually behave. This is problematic because decision makers in the Department of Defense have been observed exhibiting risk seeking behavior when making information security decisions that seemingly violate accepted norms. There are presently no models in the literature that provide sufficient insight into this phenomenon. This study used Prospect …
Help Wanted: The Constitutional Case Against Gerrymandering To Protect Congressional Incumbents, Walter M. Frank
Help Wanted: The Constitutional Case Against Gerrymandering To Protect Congressional Incumbents, Walter M. Frank
ExpressO
This article argues that the Supreme Court has been incorrect in treating incumbent protection gerrymanders as a traditional and acceptable redistricting principle. Part I of the article sets out 3 separate lines of attack on excessive incumbent protection gerrymanders. Part II makes the case for judicial regulation of such gerrymanders and proposes a standard that would create a presumption of unconstitutionality that could be rebutted. A process oriented remedy is proposed and potential obstacles to a suit are also addressed.
Emotional Intelligence In Academic Library Leadership, Rosita E. Hopper
Emotional Intelligence In Academic Library Leadership, Rosita E. Hopper
Library Staff Publications
Recent research by Peter Hernon and Nancy Rossiter (in press) analyzed the extent to which desired traits listed in current job advertisements for library directors correspond with the five components of emotional intelligence (EI) identified by psychologist Daniel Goleman (i.e. self-awareness, self-regulation, motivation, empathy, and social skill.) The research of Hernon and Rossiter also examined the level of importance that current library directors themselves ascribed to those traits found in the ads. This study quantifies the extent to which the ninety-six traits listed by Hernon and Rossiter are likewise described as desirable by the authors represented in five published collections …

Health-Exposure Modelling And The Ecological Fallacy, Jon Wakefield, Gavin Shaddick
Health-Exposure Modelling And The Ecological Fallacy, Jon Wakefield, Gavin Shaddick
UW Biostatistics Working Paper Series
Recently there has been increased interest in modelling the association between aggregate disease counts and environmental exposures measured, for example via air pollution monitors, at point locations. This paper has two aims: first we develop a model for such data in order to avoid ecological bias; second we illustrate that modelling the exposure surface and estimating exposures may lead to bias in estimation of health effects. Design issues are also briefly considered, in particular the loss of information in moving from individual to ecological data, and the at-risk populations to consider in relation to the pollution monitor locations. The approach …

Low quality of Polish administration is an increasingly urgent issue. Any attempts made hitherto to introduce modifications do not bring required effects, and sometimes even make the situation worse. Introduction of administrative division into poviats resulted in increased bureaucracy, noticeable in particular in a sudden rise of employment in the public sector. At the same time a range of reforms have been carried out in many countries which increase effectiveness and quality of the work of administration. These countries include Great Britain, Australia, New Zealand, Canada and the USA. Particularly interesting and worth following are the solutions adopted in Ireland, …

Contemporary states are trying to reach their assumed social and economic objectives for the purpose of solving a range of economic problems. They must apply various methods, tools and ways to realize the task. In general, these ways are called instruments and are used to influence national economy. The main objectives of the policy are: to develop economy; to achieve economic balance; to influence the inflation and public debts limits; to limit the level of unemployment; and to redistribute incomes. Rządowa Polityka Naukowo-Technologiczna I Jej Konsekwencje Dla Polskiej Gospodarki, Krzysztof Klincewicz
European Management Studies
The article analyzes effectiveness of science and technology policy of Polish government as compared to other European countries, with regard to the model of endogenous economic growth, evolutionary economics and the concept of the National Innovation System. Based on the experiences of Western economies and the analysis of economic and bibliometric data, the author points to limited effects of local public investments on applied research and commercialization of scientific achievements, calling for institutional changes instead of further expansion of expenses by the government.
