Artykuł stanowi próbę oceny – w świetle doświadczeń wybranych państw UE – efektywności rządowego systemu decyzyjnego w Polsce w zakresie projektowania budżetu państwa, a także zarys pożądanych kierunków zmian. Poprzez wskazanie czynników wpływających na proces projektowania budżetu państwa autor przedstawia, co jego zdaniem, należy zrobić dla poprawy efektywności rządowego planowania budżetowego w Polsce. W artykule przedstawiona została analiza tworzenia budżetu państwa w Polsce. Autor podjął także próbę wykazania, że obecny stan rządowego systemu decyzyjnego w zakresie przygotowywania projektu budżetu państwa w Polsce, wykorzystywane procedury planistyczne i narzędzia zwiększania efektywności gospodarowania środkami publicznymi nie sprzyjają racjonalizacji wydatków budżetowych.

W tekście podjęto problem ewentualnego przystąpienia do strefy euro trzech krajów Unii Europejskiej: Danii, Szwecji i Wielkiej Brytanii. Wspólne powody pozostawania tych krajów poza UGW związane są przede wszystkim z czynnikami natury społeczno-politycznej, które są pochodną braku poparcia społecznego dla wspólnej waluty. Wielka Brytania jest raczej zwolenniczką poszerzania integracji europejskiej, a dopiero na drugim planie stawia pogłębianie integracji, a więc tworzenie bliższych więzi politycznych i ekonomicznych. Na gruncie czynników ekonomicznych kwestia przedstawia się tak, iż gospodarka brytyjska jest w większym stopniu związana handlowo z krajami spoza UGW niż ze strefą euro. Abstract This article explores the economic principles and theories underlying loss causation in the context of securities fraud litigation. It explains the difference between “investment loss” and recoverable “inflationary loss” and posits that the latter consists of the difference between inflation in stock prices caused by the fraud at the time of purchase and inflation in the price at the time of sale. It reviews scenarios in which inflationary loss due to fraud may occur and would be recognized as a matter of economic theory as well as a matter of law. It urges that Dura v. A method is provided for detecting or predicting an undesired deviation in variability of at least one parameter being monitored, wherein the variation in the parameter is incrementally recorded. The method comprises establishing the number of subsets of a dataset that have a range of the difference between any two datapoints within the dataset, and computing a control chart for the range based thereon. The method accurately detects changes in variability in real time. The true distribution of the data is reflected, and the desired result is achieved without requiring an inordinate number of computations.

Effect Of Quercetin On Altered Vascular Reactivity In Aortas Isolated From Streptozotocin-Induced Diabetic Rats, Machha Ajay, Francis I. Achike, Ali Mohd Mustafa, Mohd Rais Mustafa

The present work examined ex vivo the acute effect of quercetin on diabetic rat aortic ring reactivity in response to endotheliumdependent (acetylcholine, ACh) and endothelium-independent (sodium nitroprusside, SNP) relaxants, and to the a1-adrenergic agonist phenylephrine (PE). Responses were compared to those of aortic rings from age- and sex-matched euglycemic rats. Compared to euglycemic rat aortic rings, diabetic rings showed less relaxation in response to ACh and SNP, and greater contraction in response to PE. Pretreatment with quercetin (10 mM, 20 min) increased ACh-induced relaxation and decreased PE-induced contraction in diabetic, but did not affect euglycemic rat aortic ring responses. Following …

This is the preliminary analysis of data relating to the impacts of the $8.50 minimum wage mandated by the Living Wage Ordinance on Santa Fe workers, businesses and the Santa Fe economy. This work examines the social practice of blaming, beginning with a prominent view of the moral philosophy of blaming, the semantics of character that support this (and related) views, and the social and cultural biases we bring to the process of attributing blame. Our penchant for blaming is too often manifest in a hyper-willingness to attribute wrongdoing solely to the character of the wrongdoer, often overlooking the salience of the varied situations in which the wrongdoer finds himself. I synthesize the wealth of data, mostly from social psychology, showing that blaming actualizes our own dispositions for over-emphasizing the actor’s wicked …

The purpose of this article is to try to place the debate about Cuno v. DaimlerChrysler in a broader perspective by connecting it with the overall discussion of harmful tax competition. It discusses two hypothetical scenarios under which the city of Toledo, Ohio, is (a) a separate country and (b) a member state of the European Union. Properties Of Stars In The Subaru Deep Field, Michael Richmond

We investigate the properties of objects in the Subaru Deep Field (SDF), using public catalogs constructed from images in several optical passbands. Using a small subset of objects most likely to be stars, we construct a stellar locus in three-dimensional color space. We then compare the position of all objects relative to this locus to create larger samples of stars in the SDF with rough spectral types. The number counts of stars defined in this way are consistent with those of current models of the Galaxy.
