Women’S Representation And Status In Law Enforcement: Does Calea Involvement Make A Difference?, David Burlingame, Agnes L. Baro

This study’s objective was to determine if involvement in the Commission on Accreditation for Law Enforcement Agencies (CALEA) accreditation process will have a significant, positive effect on the representation of sworn women in large police agencies at all organizational levels and on the representation of women of color as a percentage of the total workforce. This study compared 193 large (100 or more sworn personnel) non-CALEA agencies with 201 large CALEA agencies. Results of this research suggest that there are significant differences between CALEA and non-CALEA agencies and that involvement in the CALEA accreditation process appears to encourage and facilitate …

The Food Safety And Inspection Service's Lack Of Statutory Authority To Suspend Inspection For Failure To Comply With Haccp Regulations, Dennis R. Johnson, Jolyda O. Swaim

Since the implementation of the Mega-Reg, the agency has had mixed success with its new enforcement procedures. Although most establishments have chosen to work with FSIS to modify their procedures to allay any concerns the agency had, on a few occasions, no compromise was reached. In these cases, the establishment filed suit in federal district court challenging the agency's authority to remove inspectors for failure to comply with the Mega-Reg. In the three cases where the agency's authority was challenged, the establishment was successful and inspection was restored.

This article will use the Kriefall decision to examine USDA rulemaking and its still-evolving E. coli 0157:H7 policy. Part II of the article will briefly describe the development and implementation of the USDA E. coli 0157:H7 policy as a reaction to an enormous and widely-publicized outbreak of E. coli infections that occurred in 1993-the so-called Jack in the Box outbreak. Following the outbreak, E. coli 0157:H7 was declared by USDA to be an adulterant per se according to FMIA. Simulating Discriminatory Profiling, Oscar Neal

There is a concern that racial profiling is being used to invoke searches and stops in spite of its violation of the fourth amendment. Simulation methods are used to study the correlation test of stops, searches and citations with race, age, and gender. The design uses sensitivity analysis of inputs to determine their relationship to outputs statistics of a police department's citations and stops. Experimental results are than used to verify and predict departmental bias. A simulation program written in Visual Basic is used as a tool to explore simulation techniques. Incorporation of radio controller units into heavy equipment used in the electricity industry provides numerous advantages including: improved electrical isolation between plant and operator, ability to incorporate an additional remote operator, and reductions in vehicle wiring and hydraulic hoses for equipment control. However, secure operation of vehicles and plant incorporating radio control rely on establishing suitable levels of immunity to possible radio frequency interference. Interference levels in close proximity to high voltage power lines are of special concern to the electricity industry. Localization in wireless networks refers to a collection of tasks that, collectively, determines the location of a mobile user, striving to hide the effects of mobility from the user and/or application. Localization has become an important issue and has drawn considerable attention, as many applications including E-911, cargo tracking, locating patients, location-sensitive billing, etc., require knowledge of the location of user/objects. It was realized, quite a while back, that extending emergency 911-like services (E-911) to continually growing mobile population is one of the extremely important localization applications. The Meskwaka Tree Project: Ten Years Of Community Forestry Volunteer Development, Robert M. Ricard

Connecticut is highly urbanized, with dense tree cover, and this produces tree-versus-people conflicts that include public safety issues. Yet communities lack sufficient resources to develop community forestry programs. This article reports on the development, implementation, and outcomes of the Meskwaka Tree Project, an outreach education program for community forestry volunteers developed based on Roger's Diffusion of Innovations communications model. In 1992, the Meskwaka Tree Project began to equip community volunteers with the knowledge, skills, and contacts needed to create or improve community forestry programs and address public tree issues. Data shows that Meskwaka-trained volunteers helped conserve public trees and improved …
