Have Public Finance Principles Been Shut Out In Financing New Sports Stadiums For The Nfl In The United States?, Victor Matheson, Robert Baade

Economics Department Working Papers

Over the past 15 years, new stadiums in the National Football League have been built at an unprecedented rate, and most new facilities have utilized significant public funds. This paper looks at whether the methods used to finance these new facilities honored public finance principles regarding equity, efficiency, and transparency. An examination of the 20 NFL stadiums constructed or refurbished since 1992 reveals a trend towards more voter referendums and an increase reliance on taxation of visitors through hotel and rental car taxes. Although taxation of persons living outside one’s own metropolitan area is appealing, this paper suggests that the …

Regis University Student Publications (comprehensive collection)

This professional project examines the growing focus on organizational evaluation and the use of assessment tools that contribute to organizational development and capacity-building. An extensive literature review addresses the background, framework and various approaches to organizational assessment. Three assessment tools reviewed in this project provided the basis for an organizational assessment of Teen Challenge of The Rocky Mountains. Substance dependence and treatment have been the focus of research for a number of years. Recently more attention has been directed toward identifying the most appropriate treatments for people with more complicated substance disorders, those with substance dependence and mental illness. The current study examined three aspects of group cohesion, a necessary condition for effective outcomes, in 64 substance abusers with a comorbid mental illness. The rated aspects of group cohesion included overall group climate, individual group members' self-worth, and each member's perception of the relationship with the group leader. Groups were divided according to profiles based on results from …

In The Beginning, Mack Hines Iii

Academic Leadership: The Online Journal (2003-2012)

Volumes of research have documented the implementation of peer assessment in higher education (Falchikov, 1986; Huba & Freed, 2000). The literature doesn’t denote the impact of peer assessment on teacher education students. This study filled that void by investigating first-year teacher education students’ views of peer assessment.

Role Expectations Of The District Superintendent: Implications For Deregulating Preparation And Licensing, Theodore J. Kowalski, Lars G. Björk Jul 2005

Role Expectations Of The District Superintendent: Implications For Deregulating Preparation And Licensing, Theodore J. Kowalski, Lars G. Björk

Educational Leadership Faculty Publications

At this juncture when policymakers are being asked to choose between deregulation and reform, problems affecting the superintendency need to be framed appropriately and policy decisions need to be based on evidence and not raw politics or emotion. Deregulating a profession clearly is a serious matter that is prudent either when the need for the state to protect the public from practitioners is no longer valid or when the underlying knowledge has been found to be fraudulent or irrelevant (Kowalski, 2004). This paper identifies role expectations and position requirements that have evolved for school district superintendents over the past 100 …
