The Road From Nowhere? Punitive Damage Ratios After Bmw V. Gore And State Farm Mutual Automobile Insurance Co. V. Campbell, Andrew C. W. Lund Jan 2005

The Road From Nowhere? Punitive Damage Ratios After Bmw V. Gore And State Farm Mutual Automobile Insurance Co. V. Campbell, Andrew C. W. Lund

Elisabeth Haub School of Law Faculty Publications

This article offers a brief introduction to BMW and its immediate aftermath. After the decision was handed down in 1996, scholars found that punitive damage award ratios were still arbitrary. In Part III, one hypothesis given to explain this result--that not enough time had elapsed since BMW to allow lower courts to come to grips with its lessons--is examined and dismissed after observing how post-BMW courts continued to give shape to the guideposts well beyond 1996. Part IV offers a different hypothesis, which better explains why punitive damage awards behaved arbitrarily. The cause of ratios' weakness lay in the BMW …

Unpredictable Binary Strings, Richard Low, Mark Stamp, R. Craigen, G. Faucher Jan 2005

Unpredictable Binary Strings, Richard Low, Mark Stamp, R. Craigen, G. Faucher

Faculty Publications, Computer Science

We examine a class of binary strings arising from considerations about stream cipher encryption: to what degree can one guarantee that the number of pairs of entries distance k apart that disagree is equal to the number that agree, for all small k? In a certain sense, a keystream with such a property achieves a degree of unpredictability. The problem is also restated combinatorially in terms of seating arrangements. We examine sequences s of length 2n in which this property holds for all k ≤ Mn, where Mn is the largest number for which this is possible among strings of …

Disjunctive Answer Set Programming Via Satisfiability, Yuliya Lierler Jan 2005

Disjunctive Answer Set Programming Via Satisfiability, Yuliya Lierler

Computer Science Faculty Proceedings & Presentations

Using SAT solvers as inference engines in answer set programming systems showed to be a promising approach in building efficient systems. Nowadays SAT based answer set programming systems successfully work with nondisjunctive programs. This paper proposes a way to use SAT solvers for finding answer sets for disjunctive logic programs. We implement two different ways of SAT solver invocation used in nondisjunctive answer set programming. The algorithms are based on the definition of completion for disjunctive programs and the extension of loop formula to the disjunctive case. We propose the necessary modifications to the algorithms known for nondisjunctive programs in …

The Interior Of A Pig's Heart: A Museum Exhibit, Thomas Wischgoll, Joerg Meyer

Computer Science and Engineering Faculty Publications

Coronary heart diseases (CHD) are one of the primary causes of deaths in the United States. It is commonly accepted that certain factors, such as a cholesterol high diet, increase the risk of coronary heart diseases. As a consequence, people should be educated to adhere a diet low in low-density lipoprotein (LDL or bad cholesterol). ln order for children to become familiar with these facts, educational computer games can be employed to raise some awareness. This poster describes an educational museum exhibit that serves this purpose. ln a game-like environment, children can practice their navigation skills, while learning about the …

Intellectual Property Implications In A Virtual Reality Environment, 4 J. Marshall Rev. Intell. Prop. L. 483 (2005), Timir Chheda Jan 2005

Intellectual Property Implications In A Virtual Reality Environment, 4 J. Marshall Rev. Intell. Prop. L. 483 (2005), Timir Chheda

UIC Review of Intellectual Property Law

What will become of intellectual property interests in a world where virtual reality is a fact of life? To ponder this question we must step back from the sophisticated judicially created tests built around a framework of policy suited for modern reality and first consider whether such policy is viable given a virtual reality environment. Only then may we consider if the tests appropriately further such policy, and if not, modify the tests accordingly. This comment considers the policy and tests implicated when copyright, trademark, and patent law pass through the looking-glass and enter the realm of virtual reality.

Investigation Of Current Transport In Ito/Cdte/Polymer/Al Devices Using Nano-Structured Cdte, Vignesh Ramachandran Jan 2005

Investigation Of Current Transport In Ito/Cdte/Polymer/Al Devices Using Nano-Structured Cdte, Vignesh Ramachandran

University of Kentucky Master's Theses

In this thesis, photo luminescent diodes with the device structure of ITO/PEI/(CdTe/PDDA)*n/Al were fabricated using the method of layer-by-layer self assembly. The film thicknesses were varied from 150 nm to 380 nm. The films were characterized through X-ray diffraction (XRD), optical absorption and photoluminescence (PL) measurements. The XRD results on the film indicated a cubic crystalline structure (111) for the nano-CdTe particles. The band gap of the nano-particles were evaluated to be 2.1 eV in solution and 2 eV in films, which was further confirmed by the PL measurements as the solution exhibited a yellow luminescence while the film exhibited …

Power Spectral Density Analysis Of Printer Defect, Il-Won Shin Jan 2005

Power Spectral Density Analysis Of Printer Defect, Il-Won Shin

University of Kentucky Master's Theses

A potential characterization tool for printer quality is the power spectral density (PSD) analysis of flat-field printer outputs. This thesis explains the relationship between the PSD and characteristics of printer defects using examples of scanned printer outputs. In addition, a protocol is also presented for scanning flat fields and performing a PSD analysis. The protocol considers sampling and windowing issues to best focus on defects or quality issues of interest. The main objective of this work is to determine the interactive relationships of print defect patterns such as graininess, streaking, and banding under flat-field hardcopy outputs. The additive and multiplicative …

Technical Risk Information: Decision Tool Or Rhetorical Ammunition? Undisputed Facts In The Yucca Mountain Debate, David M. Hassenzahl, Denise Tillery, Paulette Laidler

Public Policy and Leadership Faculty Research

This paper examines how both opponents and proponents of the proposed high-level nuclear waste repository at Yucca mountain Nevada claim that uncontroversial information supports their conflicting positions. Four pieces of information in particular are claimed by both sides: the distance of the proposed site from Las Vegas, the volume of waste that has been produced, the threat of terrorism since 9/11/01, and the occurrence of an earthquake in early 2002. Possible explanations for the difference include naive positivism, social constructionism, persistent beliefs and implicit warrants. The latter two models better explain observed knowledge/preference states. If so, more or better information …

Microwave Backscatter Modeling Of Erg Surfaces In The Sahara Desert, Haroon Stephen, David G. Long Jan 2005

Microwave Backscatter Modeling Of Erg Surfaces In The Sahara Desert, Haroon Stephen, David G. Long

Public Policy and Leadership Faculty Research

The Sahara Desert includes large expanses of sand dunes called ergs. These dunes are formed and constantly reshaped by prevailing winds. Previous study shows that Saharan ergs exhibit significant radar backscatter (σ°) modulation with azimuth angle (f). We use σ° measurements observed at various incidence angles and f from the NASA Scatterometer (NSCAT), the SeaWinds scatterometer, the ERS scatterometer (ESCAT), and the Tropical Rainfall Measuring Mission's Precipitation Radar to model the σ° response from sand dunes. Observations reveal a characteristic relationship between the backscatter modulation and the dune type, i.e., the number and orientation of the dune slopes. Sand dunes …

Modeling Microwave Emissions Of Erg Surfaces In The Sahara Desert, Haroon Stephen, David G. Long Jan 2005

Modeling Microwave Emissions Of Erg Surfaces In The Sahara Desert, Haroon Stephen, David G. Long

Public Policy and Leadership Faculty Research

Sand seas (ergs) of the Sahara are the most dynamic parts of the desert. Aeolian erosion, transportation, and deposition continue to reshape the surface of the ergs. The large-scale features (dunes) of these bedforms reflect the characteristics of the sand and the long-term wind. Radiometric emissions from the ergs have strong dependence on the surface geometry. We model the erg surface as composed of tilted rough facets. Each facet is characterized by a tilt distribution dependent upon the surface roughness of the facet. The radiometric temperature (T(b)) of ergs is then the weighted sum of the T(b) from all the …
