In the spring of 2005, gaps existed in the first Health and Human Services (HHS) Influenza Pandemic Plan and more guidance was considered desirable on how best to allocate the relatively meager supplies of vaccine likely to be available in the first months of a pandemic. To whom should it be given? To achieve what objectives?

This report describes the convening of a representative group of stakeholders and citizens-at-large, the structure and process of stakeholder and citizen dialogues and deliberations, and the decisions made and recommendations that were developed.

Deer-vehicle accidents (DV As) are a problem in many areas. They cause millions of dollars in property damage, personal injury, and loss of life each year. This thesis examines whether DVAs in Vigo County, Indiana during the year 2000 were spatially autocorrelated; and whether DV As selected by deer habitat were spatially autocorrelated. Specifically using Moran's I to test for spatial autocorrelation this study determined if and to what degree spatial autocorrelation existed among these DVAs. A Moran's I value of .0023 shows that the accidents occurred randomly. These DV A data were then used to plot a map which …

This study assessed the performance of different biomass estimation methods using Advanced Spaceborne Thermal Emission and Reflection Radiometer (ASTER) lll data in a temperate forest. Multiple linear regression statistics of spectral band data and derived indices with biomass values were compared with advanced neural network models created with spectral band data and indices to model biomass values. Biomass for the study area was estimated using both of these methods and the results were discussed. The data were analyzed using multivariate statistical analysis. Often economists are asked to value business. Many times the information provided is minimal and of questionable value. Data may be provided by parties wishing to bias the valuation. The financial statements typically provided are balance sheets and income statements. These sources can be fraught with errors, omissions and even fraud. The cash flow statements derived from these statements can be misleading and any analysis from these spurious statements is sure to be questioned. The purpose of this project was to collect the biological and fishery information necessary to conduct a stock assessment of the sandbar (known locally as ‘thickskin’) shark, Carcharhinus plumbeus and to improve and update the existing stock assessment for the dusky shark, Carcharhinus obscurus. Results from this project have already been used by the Western Australian Department of Fisheries to determine appropriate management arrangements for the State’s shark fisheries to ensure the sustainable exploitation of these species. A workshop was conducted involving input from most jurisdictions. Technical issues including hazard identification and risk management associated with the translocation of live finfish were documented.

A series of recommendations, which resulted from the workshop process, will be progressed through the National Aquatic Animal Health Technical Working group and the Aquatic Animal Health Committee.

Cognitive, Personality, And Demographic Attributes Of Student Change, Jeanne Marie Hemy

This study was an examination as to whether cognitive, personality, and demographic attributes of students have changed over time. Archival data for 10 cohorts of freshman students from a private Midwest engineering institution were used. Data consisted of Myers-Briggs Type Indicator (MBTI) results, Learning Environment Preferences (LEP) results, and demographics. ANOV As were performed for all interval data and Chi-Square analyses for all nominal data. Statistical significance was found for MBTI Thinking-Perceiving and Sensing-Intuition scales, LEP Cognitive Complexity Index scores, and demographic variables including age, parental education level, and SAT scores. The water quality in a karst (limestone) aquifer changes over time, making the application of traditional hydrogeologic principles difficult or impossible. This research’s goal was to advance the understanding of the Barton Springs segment of the Edwards aquifer within and around Austin, Texas. This was accomplished by analyzing time‐series water‐quality data from long, medium, and short time scales. Analysis provided insights into direction of ground‐water flow, sources of spring discharge, and mixing of geochemically distinct waters in the aquifer. We present a visualization tool, which is useful for the illustration of educational concepts using interactive animated concept maps. This system serves as a presentation tool which provides a collection of multimedia elements (images, animations, audios clips and video clips), a collection of animated presentation templates and an interface by using which users can retrieve the multimedia elements from the multimedia database and generate the dynamic animations by placing the selected elements into the placeholders of the templates. Economists and other social scientists often face situations where they have access to two datasets that they can use but one set of data suffers from censoring or truncation. If the censored sample is much bigger than the uncensored sample, it is common for researchers to use the censored sample alone and attempt to deal with the problem of partial observation in some manner. Alternatively, they simply use only the uncensored sample and ignore the censored one so as to avoid biases. The electronic and geometric properties of silicon-carbon fullerene-like nanostructures with two, four, six, twenty and twenty four carbon atoms on the surface of the Si60 cages by substitution, as well as inside the cage at various symmetry orientations have been studied within the generalized gradient approximation to density functional theory (GGA-DFT). The Perdew-Wang 91 (PW91) functional has been used to treat exchange and correlation energies. Full geometry and spin optimizations have been performed using Gaussian 03 suite of programs and the LANL2DZ basis set. A comparative case study focused on six mathematics teachers of all-boy classes in three middle schools. Each school chose to experiment with gendered classes to improve specific, yet somewhat different, outcomes. A purpose of this study was not to compare single-gender schooling with coeducation, but rather, to focus on each school's implementation process and to identify school and classroom factors that seemed to contribute to success of the single-gender program. This paper presents our experience in using cluster computing when teaching Computer and Data Security. The background knowledge together with the topics that fit the best applications of distributed computing and the hardware and software needs are discussed. Several project activities are presented with some analyzed in detail. In this paper we rewrite Wang's Minimal-Connected-Component (MCC) model [7] in 2-D meshes without using global information so that not only the existence of a minimal path can be ensured at the source, but also such a path can be formed by routing decisions at intermediate nodes along the path. We extend this MCC model and the corresponding routing in 2-D meshes to 3-D meshes. It is based on our early work on fault tolerant adaptive and minimal routing [9] and the boundary information model [8] in 3-D meshes. Court Review: Journal of the American Judges Association

The third panel discussion at the National Forum on Judicial Independence explores the tension between setting up specialized, problem-solving courts and maintaining judicial independence for the judges assigned to such courts. The discussion was led by then-AJA president Michael R. McAdam, a judge on the Kansas City (Mo.) Municipal Court. Panelists were Kevin S. Burke, a district judge and past chief judge of the Hennepin County (Minn.) District Court, and Mary Campbell McQueen, president of the National Center for State Courts. The National Forum on Judicial Independence was supported by a generous grant from the Joyce Foundation of Chicago, Illinois.
