A Brief History Of Bioperl, Colin Crossman, Arti K. Rai Jan 2005

A Brief History Of Bioperl, Colin Crossman, Arti K. Rai

Faculty Scholarship

Large-scale open-source projects face a litany of pitfalls and difficulties. Problems of contribution quality, credit for contributions, project coordination, funding, and mission-creep are ever-present. Of these, long-term funding and project coordination can interact to form a particularly difficult problem for open-source projects in an academic environment.

BioPerl was chosen as an example of a successful academic open-source project. Several of the roadblocks and hurdles encountered and overcome in the development of BioPerl are examined through the telling of the history of the project. Along the way, key points of open-source law are explained, such as license choice and copyright.

Tripoint Issues In Maritime Boundary Delimitation, Coalter G. Lathrop Jan 2005

Tripoint Issues In Maritime Boundary Delimitation, Coalter G. Lathrop

Faculty Scholarship

Tripoint issues arise in maritime boundary delimitation where the maritime areas of three coastal states converge and overlap. Where this trilateral geographic relationship exists, so to does the potential for a tripoint at which three bilateral maritime boundaries could intersect. How should the endpoint(s) of the bilateral boundary be defined in light of possible third party interests? The goal of this report is to provide boundary practitioners with some answers to that question based on the maritime boundary delimitation practice of states, the International Court of Justice, and maritime boundary tribunals.

Underlying Representations In Children's Speech, Jessica Kay Wert Jan 2005

Underlying Representations In Children's Speech, Jessica Kay Wert

Honors Capstones

Knowledge of a child's underlying phonemic categories would be extremely helpful when working with children with speech-language impairments. Morris (1999) analyzed the speech productions and perceptions of 15 preschool children and grouped them based on their performance on the production and perception tasks. Three groups emerged. The current study reports on acoustic analysis of 8 children's productions of lsi and lei. The concept that was expanded upon was that children listen differently to sounds than adults (Nittrouer, Studdert-Kennedy, McGowan, 1989). If the specific acoustic characteristic that children weight so heavily can be determined, that characteristic can be found in the …

The Influence Of Globalisation On The National Education Policies Of Developing Countries, Sajid Ali Jan 2005

The Influence Of Globalisation On The National Education Policies Of Developing Countries, Sajid Ali

Institute for Educational Development, Karachi

Globalisation as the most powerful phenomenon of the present time is widely contested for its positive and negative outcomes. This article distinguishes between political, economic and cultural globalisation and argues that globalisation as a process is mostly led and appreciated by the developed countries to meet their desired objectives, whereby underdeveloped countries are hurled into this process. Less equipped and less informed, these underdeveloped countries often stand in q disadvantaged position. The article maintains that several supra national economic, cultural and political organisations are the manifestation of the process of globalisation, which has made the policy making, process a complex …

The Pedagogical And Practical Issues Of Using Ict In Post-Primary Schools, Kay O'Sullivan Mc Carty Jan 2005

The Pedagogical And Practical Issues Of Using Ict In Post-Primary Schools, Kay O'Sullivan Mc Carty

Theses

This study was an investigation into some of the pedagogical and practical issues that need to be considered when using ICT, with particular reference to post-primary schools. This investigation was prompted by the introduction of broadband into Irish schools in the next twelve months. Resources need to be developed that are subject specific and relevant to the Irish curriculum. The principle learning theories were examined and their pedagogical implications for post-primary teachers were discussed. The definition of learning styles was explored, different measurements were looked at and several internet based inventories were examined. The VARK questionnaire was administered to a …

Is The Concept Of The Person Necessary For Human Rights?, Jens David Ohlin Jan 2005

Is The Concept Of The Person Necessary For Human Rights?, Jens David Ohlin

Cornell Law Faculty Publications

The concept of the person is widely assumed to be indispensable for making a rights claim. But a survey of the concept's appearance in legal discourse reveals that the concept is stretched to the breaking point. Personhood stands at the center of debates as diverse as the legal status of embryos and animals to the rights and responsibilities of corporations and nations. This Note analyzes the evidence and argues that personhood is a cluster concept with distinct components: the biological concept of the human being, the notion of a rational agent, and unity of consciousness. This suggests that it is …

Good Data, Bad News, Good Policy Making ..., Gabrielle Matters

2005 - Using data to support learning

The New Basics Trial in Queensland (2000 –04) was about improving educational outcomes. At its heart was the idea that, to do this, there must be an orchestration of the message systems of curriculum, teaching and assessment – and that these changes must be in practices, not merely in statements of intention or expectation. This paper spans the trial period (2000 –04) and the immediate post-trial period (2005), showing how research evidence informed policy-making. The New Basics approach (which introduced three suites of Rich Tasks covering three 3-year spans from Year 1 to Year 9) to curriculum, teaching, assessment, reporting, …

The Polymorphic Principle And The Judicial Role In Statutory Interpretation, Jonathan R. Siegel Jan 2005

The Polymorphic Principle And The Judicial Role In Statutory Interpretation, Jonathan R. Siegel

GW Law Faculty Publications & Other Works

The Supreme Court's statutory interpretation cases present an ongoing clash between mechanical, textualist, rule-based interpretive methods that seek to limit the role of judicial choice and more flexible methods that call upon courts to exercise intelligent judgment. In the recent case of Clark v. Martinez, 125 S. Ct. 716 (2005), the mechanical view of judging prevailed. The Court applied a purported canon of statutory construction that requires that a single phrase in a single statutory provision must always have a single meaning. The Court said that any other interpretive approach would be novel and dangerous. The Court is wrong on …

A Constructionist Analysis Of Same-Sex Marriage, Sandra Kay Nead Jan 2005

A Constructionist Analysis Of Same-Sex Marriage, Sandra Kay Nead

Electronic Theses and Dissertations

Same-sex marriage has been heavily debated in academics and in the public sphere. During the 2004 Presidential election same-sex marriage became an issue that polarized the candidates. It has become a lightning rod for public debate. Due to the increasing attention to the controversy of legalizing same-sex marriage, it is an important topic for research. This paper seeks to contribute to the research of same-sex marriage by providing insight into claims-making efforts to define same-sex marriage as a social problem. My findings shed light on this topic from a social constructionist perspective by examining the use of rhetorical idioms of …

'Listen, Rama’S Wife!’: Maithil Women’S Perspectives And Practices In The Festival Of Sāmā-Cakevā, Coralynn V. Davis Jan 2005

'Listen, Rama’S Wife!’: Maithil Women’S Perspectives And Practices In The Festival Of Sāmā-Cakevā, Coralynn V. Davis

Faculty Journal Articles

As a female-only festival in a significantly gender-segregated society, sāmā cakevā provides a window into Maithil women’s understandings of their society and the sacred, cultural subjectivities, moral frameworks, and projects of self-construction. The festival reminds us that to read male-female relations under patriarchal social formations as a dichotomy between the empowered and the disempowered ignores the porous boundaries between the two in which negotiations and tradeoffs create a symbiotic reliance. Specifically, the festival names two oppositional camps—the male world of law and the female world of relationships—and then creates a male character, the brother, who moves between the two, loyal …

Fuzzy And Neutrosophic Analysis Of Women With Hiv/Aids, Florentin Smarandache, W.B. Vasantha Kandasamy Jan 2005

Fuzzy And Neutrosophic Analysis Of Women With Hiv/Aids, Florentin Smarandache, W.B. Vasantha Kandasamy

Branch Mathematics and Statistics Faculty and Staff Publications

Fuzzy theory is one of the best tools to analyze data, when the data under study is an unsupervised one, involving uncertainty coupled with imprecision. However, fuzzy theory cannot cater to analyzing the data involved with indeterminacy. The only tool that can involve itself with indeterminacy is the neutrosophic model. Neutrosophic models are used in the analysis of the socio-economic problems of HIV/AIDS infected women patients living in rural Tamil Nadu. Most of these women are uneducated and live in utter poverty. Till they became seriously ill they worked as daily wagers. When these women got admitted in the hospital …

What Is New In The New Toefl-Ibt 2006 Test Format?, Alla Zareva Jan 2005

What Is New In The New Toefl-Ibt 2006 Test Format?, Alla Zareva

English Faculty Publications

In recent years TOEFL has become one of the most popular high-stakes tests affecting not only what and how English language teachers teach but also what and how students learn (e.g. Johnson, Jordan, & Poehner, 2005; Alderson & Wall, 1993). The new 2006 TOEFL–iBT exam is on its way; yet, until now, information about the new test format and test preparation materials is scarce. Above and beyond interest in the test alone, the burning question is what demanded the revision of the current test, given that the latest computer-based TOEFL was introduced fairly recently worldwide. The paper elaborates on some …
