Facts: Over a period of two weeks, the appellants deposited a total of approximately 390,000 dollars into their bank account. They did this by means of ten separate deposits on ten different days, and each individual deposit was slightly less than the amount which at that time required reporting under the Prohibition of Money Laundering Law, 5760-2000 (‘the law’). Since the appellants lived abroad, the respondent applied in a civil proceeding to the District Court for forfeiture of the amount deposited. Under s. 22 of the law, forfeiture in a civil proceeding requires the state to prove that an offence …

On The Green Vol. 35 No. 9 February 18, 2005, Gallaudet University
2001-2010
On the Green is an internal publication of Gallaudet College, which later became Gallaudet University. It notified employees of updates around the campus and in the broader community, including new construction and the establishment of new academic programs. Running until 2010, it was supplanted by various forms of online mass communications across multiple audiences.

Item Analysis Of The Interpreter Competency Exam- Mental Health (Ice-Mh), Melinda Pearson
Item Analysis Of The Interpreter Competency Exam- Mental Health (Ice-Mh), Melinda Pearson
Doctor of Psychology (PsyD)
Interpreter services are becoming increasingly prevalent in mental health settings. The competence of mental health interpreters can be assessed using a new tool, the Interpreter Competency Exam- Mental Health (ICE-MH). Unfortunately, the current form of the ICE-MH is long. This study used archival data from the ICE-MH to assess (a) the ability of the items to discriminate the examinees' level of knowledge in mental health areas, (b) the difficulty of each item, measured by percentage of correct answers, (c) the internal consistency of each part of the test to verify the uniformity of the subtest constructs being measured, and (d) …

Generalized Phase Space Projection For Nonlinear Noise Reduction, Michael T. Johnson, Richard J. Povinelli
Generalized Phase Space Projection For Nonlinear Noise Reduction, Michael T. Johnson, Richard J. Povinelli
Electrical and Computer Engineering Faculty Research and Publications
Improved phase space projection methods, adapted from related work in the linear signal processing field based on subspace decomposition, are presented for application to the problem of additive noise reduction in the context of phase space analysis. These methods improve upon existing methods such as Broomhead–King singular spectrum analysis projection by minimizing overall signal distortion subject to constraints on the residual error, rather than using a direct least-squares fit. This results in a range of weighted projections which estimate and compensate for the portion of the principal component's singular values corresponding to noise rather than signal energy, and which include …

Policymaking In Education: Understanding Influences On The Reading Excellence Act, Jacqueline Edmondson
Policymaking In Education: Understanding Influences On The Reading Excellence Act, Jacqueline Edmondson
Education Policy Analysis Archives (EPAA)
Educators and researchers are being called to participate in language and literacy policy making (Roller & Long, 2001). In order to do so, however, there needs to be an understanding of how policy is made. Although policymaking often appears to be an irrational process, there are theories that exist to explain the influences and mechanisms that work to shape policies. In what follows, I adapt Theodoulou and Cahn’s (1995) typology on policymaking in order to discuss how policy is made.

History Of Research On The Book Of Micah Chapters 4-5, Jun Kim
History Of Research On The Book Of Micah Chapters 4-5, Jun Kim
Master of Art Theology Thesis
The primary approach of this study is to examine the history of the applicable research and to analyze the various methods (approaches). We have divided selected scholars into two categories (diachronic and synchronic) according to their methods. As we examine each method, this thesis will investigate the authors' treatment of the Hebrew text. Rigorous comparison is difficult, because scholars read some verses as a group, usually following the biblical order of the text, but they do not all group texts in the same way.
As previously stated, synchronic approaches are relatively new; therefore, in this category, fewer scholars will be …

Preaching In The 'Hear' And Now: Justification, Development, And Assessment Of 'Parabolic Engagement' Pedogogy In French-Speaking Missionary Settings, Daniel Sheard
Faculty Dissertations
This thesis argues the utility of ‘parabolic engagement’ method for preachers and listeners in the French Antillean context. The opening chapter defines key terms and clarifies how this imaged sermonic style addresses the listening habits of targeted audiences. It explains that figured delivery is often context-interpretive, involving a more personal, experiential decoding by the listener. Engagement technique increases auditor involvement and creates unique communicative rapport. The chapter points out that the entire experimental process validates the usefulness of the pedagogy. Part One addresses the theological rationale for ‘parabolic engagement’ method. Chapter Two reviews appropriate literature with respect to engagement. Chapter …
