Refocusing On Women: A New Direction For Policy And Research On Intimate Partner Violence, Lisa A. Goodman, Deborah Epstein

A key question facing researchers of intimate partner violence is how the real-life contexts of victims’ lives should affect state policy. The bulk of recently adopted and much touted criminal justice reforms have taken the form of relatively inflexible, one-size-fits-all mandatory responses focused on counseling, restraining, and punishing batterers. Even the protection order system relies far more heavily on batterer treatment programs than on victim support to prevent future violence. Together, these reforms have largely sacrificed the contextualized, woman-centered focus from which the anti-domestic violence movement originated. Torture used to be incompatible with American values. Our Bill of Rights forbids cruel and unusual punishment, and that has come to include all forms of corporal punishment except prison and death by methods purported to be painless. Americans and our government have historically condemned states that torture; we have granted asylum or refuge to those who fear it. The Senate ratified the Convention Against Torture, Congress enacted antitorture legislation, and judicial opinions spoke of "the dastardly and totally inhuman act of torture.” Then came September 11.

Two types of single-firm overbuying are analyzed in this article. Predatory overbuying consists of overbuying inputs as a predatory strategy to cause buyer-side competitors in the input market to exit from the market or permanently shrink their capacity in order to gain monopsony power in the input market. Raising Rivals' Costs (RRC) overbuying consists of overbuying inputs as an exclusionary strategy to raise rivals' input costs and thereby gain market power in the output market. In this Essay, I will discuss the "cycle of violence”, that transforms victims into perpetrators, focusing on the Aileen Wuornos case. I will examine the odd lack of support for Wuomos and others like her as soon as they become perpetrators. I will then talk about men and boys who have been sexually abused and become perpetrators. I will conclude by arguing that the prevailing feminist approach to crime and violence has been too narrowly focused on victims, and has - witting or not - contributed to the nation's extraordinary and exclusive turn to punishment over the past three decades.

This paper advocates controlling crime through a greater emphasis on precautions taken not by individuals, but by communities. The dominant battles in the literature today posit two central competing models of crime control. In one, the standard policing model, the government is responsible for the variety of acts that are necessary to deter and prosecute criminal acts. In the other, private self-help, public law enforcement is largely supplanted by providing incentives to individuals to self-protect against crime. There are any number of nuances and complications in each of these competing stories, but the literature buys into this binary matrix.

This Article seeks to identify an attorney-child framework that will (1) give substantive meaning to the child's constitutional right to counsel in delinquency cases, (2) satisfy the ethical mandates of the Model Rules of Professional Conduct, (3) have the flexibility to accommodate cognitive limitations while enhancing the decisionmaking capacity of children and adolescents, and (4) engage parents in various aspects of the delinquency case without compromising the sanctity of the attorney-client relationship or sacrificing the fundamental rights, dignity, and autonomy of the child client.

Geographic indications, as defined by the Agreement on Trade-Related Aspects of Intellectual Property Rights ("TRIPS Agreement"), are "indications which identify a good as originating in the territory of a member or region or locality in that territory where a given quality, reputation or other characteristic of the good is essentially attributable to its geographical origin."

While the general concept of protecting geographically-significant products from competition has existed for centuries, the protection provided to geographic indications varies significantly, both between countries and according to the product being protected.

Significant differences in growth and prespawning body morphology were detected among three stocks of Atlantic salmon reared in a common marine environment. Smolts originating from river-specific broodstock of the Machias, East Machias, and Dennys populations were reared at two marine net-pen facilities for 25 months. Significant differences in stock-specific growth were observed among two stocks at both sites, suggesting a genetic basis for the observed phenotypic variation. There was a significant stock effect to the total measured phenotypic variation based on collected truss network analyses. In September 1918, the EEF concluded its campaign in Palestine by routing the Turkish forces at the battle of Megiddo. Under command of British general Allenby, the EEF successfully executed one of the most decisive engagements in any theater of World War I. Ably employing and synchronizing infantry, cavalry, and air forces, Allenby provided future military professionals and historians with a shining illustration of the efficacy of combined arms operations. In terms of surprise, concentration, and operational balance of forces, the culmination of the Palestine campaign was a foreshadowing of the German blitzkrieg used in World War II.

This dissertation research addressed the fundamental question of what the general microbial flora within the oyster is and what influence depuration and relay have on bacterial communities in the oyster. Comparisons of bacterial community profiles were made using culture-dependent and culture-independent isolation techniques and a nested PCR-DGGE (Denaturing Gradient Gel Electrophoresis) approach. Differences in the composition of the bacterial community between culture-dependent and culture-independent profiles were detected. The effect of culture-based techniques is significant and results in a biased representation of community structure. A concept called phase space warping (PSW) has been introduced to describe small drifts (caused by damage) in the phase space of a system. In previous research, a multidimensional damage identification approach has been developed based on this concept and validated using numerical model simulation. Further experimental validation and extension will be main focus of this dissertation. At first, an updated version of a well-known two-well magneto-elastic oscillator is used to validate the damage identification approach experimentally. Governments in developing countries recognize the need for appropriate technology for the treatment of emergencies from incomplete abortion or miscarriage. Numerous studies have investigated the appropriateness of an integrated model of postabortion care (PAC) that includes three essential elements: emergency treatment for spontaneous or induced abortion; counseling and family planning services; and links to other reproductive health services. Many integrated PAC services include replacement of the conventional clinical treatment, sharp curettage (SC), with manual vacuum aspiration (MVA). Consistent and correct use of the male condom is a critical measure for preventing STI-related morbidity and mortality, yet condom use remains low worldwide and researchers have made limited progress in identifying positive factors that facilitate regular condom use. From 2001 to 2003 the Population Council explored the behavior of individuals who use condoms successfully. Findings on factors that facilitate or impede successful use could be used to develop more effective condom promotion strategies in family planning and STI prevention programs. From 2000 to 2003, FRONTIERS supported a study by the Center for Research on Environment, Health, and Population Activities to test communication-based models for improving young couples’ access to and use of reproductive health (RH) information and services in the Udaypur district of eastern Nepal. The 14-month intervention, undertaken as part of an RH project implemented by the Nepal Red Cross Society and the Center for Development and Population Activities, sought to improve social norms that leave young women vulnerable to health risks related to early marriage and childbearing and limited access to RH services. While adolescents in India face a rapidly changing economic environment, the choices available to unmarried girls are very different from those available to boys. Girls are much less likely than boys to remain unmarried into their twenties, complete middle school, or generate income. Due to social norms, they have limited control over their life choices, and are less likely than boys to be allowed mobility within or beyond their immediate community. From 2000 to 2003, FRONTIERS collaborated with the Senegalese nongovernmental organization Tostan to evaluate the effects of a community-based education program on awareness, attitudes, and behavior regarding reproductive health and female genital cutting. The Tostan program provides modules in local languages on hygiene, problem solving, women’s health, and human rights. It was designed to improve women’s health and promote social change by enabling participants, mainly women, to analyze and find solutions to community problems. The government of Burkina Faso is committed to the improvement of women’s reproductive health. Within this context, the Population Council’s FRONTIERS Program collaborated with two nongovernmental organizations, Tostan in Senegal and Mwangaza Action in Burkina Faso, to replicate the Tostan community-based education program. Originally developed in Senegal, this program provides modules in local languages on hygiene, problem solving, women’s health, and human rights as a means of promoting community empowerment to facilitate social change. A woman’s fertility can return quickly following an abortion or miscarriage, yet recent data show high levels of unmet need for family planning (FP) among women who have been treated for incomplete abortion. This leaves many women at risk of another unintended pregnancy and in some cases subsequent repeated abortions and abortion-related complications.
