Most native-born, English-speaking Americans – if they understood that developing the native language is good for English and good for longterm academic achievement – would support bilingual education. The problem is, almost none of them have heard the case. They have only heard the disinformation, coming from people who oppose these programs for extraneous (i.e., political) reasons (James Crawford, 1999).

Evaluating The Competing Assumptions Of Gottfredson And Hirschi’S (1990) A General Theory Of Crime And Psychological Explanations Of Agression, Todd A. Armstrong Jan 2005

Evaluating The Competing Assumptions Of Gottfredson And Hirschi’S (1990) A General Theory Of Crime And Psychological Explanations Of Agression, Todd A. Armstrong

Criminology and Criminal Justice Faculty Publications

Gottfredson and Hirschi’s (1990) A General Theory of Crime, argues individual criminal propensity manifests itself as a general tendency to engage in a variety of criminal and delinquent acts. In contrast, Psychological explanations of aggression assume that the causal processes explaining individual variation in aggression are somehow different from those explaining other forms of crime and deviance. The current work assessed the relative strength of the assumptions of these two positions by testing the relationships among hostile attributional bias, selfcontrol, and three indicators of criminal intent. Hostile attributional bias is an individual characteristic important in psychological research on social information …

The State Of American Federalism, 2004: Is Federalism Still A Core Value?, Dale Krane, Heidi Koenig Jan 2005

The State Of American Federalism, 2004: Is Federalism Still A Core Value?, Dale Krane, Heidi Koenig

Public Administration Faculty Publications

Federalism as a political issue was conspicuously absent from the 2004 presidential contest. Unlike many previous campaigns, neither party’s candidate made much mention of problems besetting states and localities. The war against global terrorism and the changing situation in Iraq shaped the election. Progress was made on homeland security, but intergovernmental wrangling over federal grants continued unabated. Federal-state feuds were common in several policy areas, including education, environmental protection, and health care. State finances received a revenue boost as economic growth picked up, but rising costs for Medicaid, education, employee pensions, and prisons clouded states’ financial forecasts. The U.S. Supreme …

Local E-Government In Norway: Current Status And Emerging Issues, Leif Skiftenes Flak, Dag H. Olsen, Peter Wolcott Jan 2005

Local E-Government In Norway: Current Status And Emerging Issues, Leif Skiftenes Flak, Dag H. Olsen, Peter Wolcott

Information Systems and Quantitative Analysis Faculty Publications

Recent studies indicate that e-government initiatives have not held their promise of improving government services. The majority of efforts to benchmark e-government have had central government as the unit of analysis. This study employs the MeGAP-3 (The Municipal E-Government Assessmen Project) assessment tool to assess the status of municipal e-government in the Agder region in southern Norway, an area with high Internet penetration and mature information and communication technology (ICT) use. MeGAP-3 proved effective in providing a relative positioning of these Norwegian municipalities, but we argue that country specific assessment indicators are needed to complement the tool and enable cross-country …

The Vietnamese Judiciary: The Politics Of Appointment And Promotion, Penelope (Pip) Nicholson, Nguyen Hung Quang Jan 2005

The Vietnamese Judiciary: The Politics Of Appointment And Promotion, Penelope (Pip) Nicholson, Nguyen Hung Quang

Washington International Law Journal

This Article contends that while the Vietnamese judiciary and court system have been the subject of not insignificant reforms over the last two years, they remain political institutions. More particularly, our analysis of the manner and criteria for the appointment and dismissal of judicial officers characterizes these officers as having to act within the auspices of the Communist Party of Vietnam, despite reforms having been introduced that cast the courts as more independent.

Devotion To Tibetan Lamas, Self Psychology, And Healing In The United States, Daniel S. Capper Jan 2005

Devotion To Tibetan Lamas, Self Psychology, And Healing In The United States, Daniel S. Capper

Faculty Publications

This essay offers an alternative, self psychological model for understanding the possible healing dynamics of the guru-disciple relationship. Previous psychological studies often have interpreted the devotion of Americans to Eastern gurus as inherently enriching pathology for the disciple, yet this understanding does not helpfully explicate much data derived from more than two years of ethnographic fieldwork at a Tibetan Buddhist center in the United States. Instead, re-exploration of the dynamics of the transference and the vicissitudes of Buddhist practice for disciples reveals positive healing processes for some disciples as a result of guru devotion practice.

Unruly Complexity: Ecology, Interpretation, Engagement, Peter Taylor Jan 2005

Unruly Complexity: Ecology, Interpretation, Engagement, Peter Taylor

Curriculum and Instruction Faculty Publication Series

Ambitiously identifying fresh issues in the study of complex systems, Peter J. Taylor, in a model of interdisciplinary exploration, makes these concerns accessible to scholars in the fields of ecology, environmental science, and science studies. Unruly Complexity explores concepts used to deal with complexity in three realms: ecology and socio-environmental change; the collective constitution of knowledge; and the interpretations of science as they influence subsequent research.

For each realm Taylor shows that unruly complexity-situations that lack definite boundaries, where what goes on "outside" continually restructures what is "inside," and where diverse processes come together to produce change-should not be suppressed …

Reconciling Growth With History: Student Engagement And Research On The Southside Of San Antonio, John Donahue, Christine Drennon Jan 2005

Reconciling Growth With History: Student Engagement And Research On The Southside Of San Antonio, John Donahue, Christine Drennon

Sociology & Anthropology Faculty Research

In September 2004, the San Antonio Express News reported that the Southside Independent School District (SISD) was growing faster than any other school district in San Antonio. The opening of a new Toyota manufacturing plant, the possibility of a new Texas A&M University campus, and the difficulties of further development on the north side of the city have culminated in new opportunities for urban growth on the south side of the city. While population growth is anticipated, the school districts there must prepare well in advance for the new students. Who are they? Where do they live? Where do their …

Patient Perceptions Of Receiving Bad News : Individual Coping Styles And Receiving The Diagnosis Of Cancer , Kyle B. Holsinger Jan 2005

Patient Perceptions Of Receiving Bad News : Individual Coping Styles And Receiving The Diagnosis Of Cancer , Kyle B. Holsinger

PCOM Psychology Dissertations

Cancer is the second leading cause of death in the United States (CDC, 2005). Physicians who disclose the cancer diagnosis to patients are faced with limited professional training and few consensus clinical guidelines for communicating this diagnosis to their patients (Buckman, 1992; Girgis, Sanson-Fisher, & Schofield, 1999). Use of guidelines for delivering bad news and tailoring the bad news message to individual patients is recommended, but it is unclear if this is followed in the medical community (Baile, Lenzi, Parker, Buckman, & Cohen, 2002). The current study was conducted through a mail-in survey, of 186 surveys delivered, 111 were returned, …

Electronic Theses and Dissertations

Total lead release in drinking water in the presence of free chlorine and chloramine residuals was investigated in field, laboratory and fundamental investigations for finished waters produced from ground (GW), surface (SW), saline (RO) and blended (B) sources. Field investigations found more total lead was released in the presence of chloramines than in the presence of free chlorine for RO and blended finished waters; however, there were no statistical differences in total lead release to finished GW and SW. Laboratory measurements of finished waters oxidation-reduction potential (ORP) were equivalent by source and were not affected by the addition of more …

Three Dimensional Modeling Of Wekiva Springshed With Wash123d, Sandeep Paladagu Jan 2005

Three Dimensional Modeling Of Wekiva Springshed With Wash123d, Sandeep Paladagu

Electronic Theses and Dissertations

This thesis presents a three-dimensional groundwater modeling of Wekia springshed in central Florida using a numerical model, WASH123D. Springs have historically played an important role in Florida's history. The Wekiva River is a spring-fed system associated with about 19 springs connected to the Floridan aquifer. With increased urbanization and population growth in this region, there has been an increased strain on the water levels of Floridan aquifer which is a major source of potable water. Maintaining groundwater recharge to the aquifer is a key factor of the viability of the regional water supply as well as Wekiva ecosystem. Hence, the …

In realizing a portable chemical analysis system, adequate partitioning of a reusable component and a disposable is required. For successful implementation of micromachined sensors in an instrument, reliable methods for interconnection and interface are in great demand between these two major parts. This thesis work investigates interconnection methods of micromachined chip devices, a hybrid fluidic interface system, and measurement circuitry for completing instrumentation. The interconnection method based on micromachining and injection molding techniques was developed and an interconnecting microfluidic package was designed, fabricated and tested. Alternatively, a plug-in type design for a large amount of sample flow was designed and …

Evaluation Of Proprietary Stormwater Treatment Devices In Field And Laboratory Conditions, Saheeda Marie Romah Jan 2005

Evaluation Of Proprietary Stormwater Treatment Devices In Field And Laboratory Conditions, Saheeda Marie Romah

Electronic Theses and Dissertations

Proper stormwater management acknowledges both water quantity and water quality. Historically, stormwater quantity and quality have been separately considered; runoff was routed as quickly as possible into the nearest body of water. Although this alleviates potential flooding concerns, water quality is often compromised. Common stormwater quality problems include gross pollutants, sediment, nutrients, and heavy metals. The chronic elevated presence of these pollutants is detrimental to the environment. As a result, the government has passed legislature to protect waterways. The passage of the National Pollution Discharge Elimination System (NPDES) permit requires that municipalities implement stormwater treatment techniques, known as Best Management …

Finite Element Simulation Of Repair Of Delaminated Composite Structures Using Piezoelectric Layers, Kunal Navale Jan 2005

Finite Element Simulation Of Repair Of Delaminated Composite Structures Using Piezoelectric Layers, Kunal Navale

Electronic Theses and Dissertations

Damage in composite material fabricated aerospace, aeronautical, mechanical, civil and offshore structures often results from factors such as fatigue, corrosion and accidents. Such damage when left unattended can grow at an alarming rate due to the singularity of the stress and strain in the vicinity of the damage. It can lead to increase in the vibration level, reduction in the load carrying capacity, deterioration in the normal performance of the component and even catastrophic failure. In most conditions, the service life of damaged components is extended with repair instead of immediate replacement. Effective repair of structural damage is therefore an …
