Purpose: This project produced a viable and sustainable plan for the implementation of regional health information exchange.
Scope: The project comprised partners within established networks of rural hospitals, clinics, public health providers, behavioral health providers, and others across a 14,000 square mile remote area.
Methods: The planning process included participation from all levels of leadership from participating partners, and worked within existing collaborative and information channels to ensure scalability and extensibility to other key health care providers.
Results: The process produced a viable plan and collaborative network poised to move forward into implementation

An Earthy Enigma: The Role Of Localism In The Political, Cultural And Economic Dimensions Of Media Ownership Regulation, Paul Cowling
An Earthy Enigma: The Role Of Localism In The Political, Cultural And Economic Dimensions Of Media Ownership Regulation, Paul Cowling
UC Law SF Communications and Entertainment Journal
This article examines the Federal Communications Commission's public interest principle of localism and its role in media ownership regulation, particularly the National Television Station Ownership rule. The article explains the enigmatic concept of localism by approaching it from several angles, including other regulatory spheres, such as banking and antitrust; Canadian nationalism; historical broadcast regulation; federalism; and contemporary debates on media ownership. While * explaining what localism means, the article identifies the territorial impulse behind media ownership regulation and its link with territorial reference points in the self-determination of national and local communities. In doing so, the article constructs a simple …

Whooping Crane Titers To Eastern Equine Encephalitis Vaccinations, Glenn H. Olsen, Erin Kolski, Jeff S. Hatfield, Douglas E. Docherty
Proceedings of the North American Crane Workshop
In 1984 an epizootic of eastern equine encephalitis (EEE) virus killed 7 of 39 (18%) whooping cranes in captivity at the Patuxent Wildlife Research Center in Laurel, Maryland, USA. Since that time whooping cranes have been vaccinated with a human EEE vaccine. This vaccine was unavailable for several years, necessitating use of an equine vaccine in the cranes. This study compared the antibody titers measured for three years using the human vaccine with those measured for two years using the equine form. Whooping cranes developed similarly elevated titers in one year using the human vaccine and both years using the …

First Cohort Of Migratory Whooping Cranes Reintroduced To Eastern North America: The First Year After Release, Richard P. Urbanek, Lara E. A. Fondow, Colleen D. Satyshur, Anne E. Lacy, Sara E. Zimorski, Marianne Wellington
Proceedings of the North American Crane Workshop
We describe the post-release movements and survival of the first cohort in the eastern migratory whooping crane (Grus americana) reintroduction from release the first winter through return the second winter. Six cranes were led behind ultralight aircraft from Necedah National Wildlife Refuge (NWR), Central Wisconsin, to Chassahowitzka NWR, Gulf Coast of Florida. After release in Florida, 1 of these cranes and another transported there by truck were killed by bobcats (Lynx rufus). The winter management protocol was modified and no further predation occurred. The 5 remaining cranes migrated unassisted back to Necedah NWR in spring, left …

Testing A West Nile Virus Vaccine In Sandhill Cranes (Grus Canadensis), Glenn H. Olsen, Kimberli Miller, Douglas Docherty, Louis Sileo
Proceedings of the North American Crane Workshop
Eight sandhill cranes (Grus canadensis) were vaccinated with a commercial equine West Nile virus vaccine (Fort Dodge Animal Health, Fort Dodge, Iowa, USA) at the USGS Patuxent Wildlife Research Center, Laurel, Maryland, USA. Three doses of the vaccine were given, the first dose (day 0) was followed by a second 21 days later and the third dose 7 days after the second day 28 after the first dose). All doses were 0.50 ml. In addition, 5 sandhill cranes were given injections of similar amounts of sterile water on the same schedule. Blood for complete blood counts, serum chemistries, …

Evidence Of A Decline In Fat Storage By Midcontinental Sandhill Cranes In Nebraska During Spring: A Preliminary Assessment, Gary L. Krapua, David A. Brandt, Deborah A. Buhl, Gary W. Lingle
Proceedings of the North American Crane Workshop
When an ice storm killed an estimated 2,000 sandhill cranes (Grus canadensis) in the Central Platte River Valley (CPRV) in Nebraska on 24 March 1996, we retrieved the fresh carcasses of 118 adults to test for a decline in the condition of spring-staging cranes from that date in 1978 and 1979. We first conducted a principle component analysis on 3 morphological variables (tarsus, exposed culmen, and wing chord [flattened]) and used the first principal component (PC1) as an index of body size. Then, to account for variation in body mass due to size, we regressed body mass on …

Oxford Avenue Sewer Extension Project In The City Of Portsmouth, Natalie Landry, Peter Rice
PREP Reports & Publications
Financial support provided by the New Hampshire Estuaries Project (NHEP) to the City of Portsmouth helped with the cost of installing a new sewer line at Oxford Avenue that replaced the on-site subsurface disposal systems (septic systems) for fourteen homes. The homes border the Great Bog and Pickering Creek watersheds. The construction occurred during the autumn of 2004.

United States Army: Publications
A miniaturized lead sensor has been developed by combining a lead-specific DNAzyme with a microfabricated device containing a network of microfluidic channels that are fluidically coupled via a nanocapillary array interconnect. A DNAzyme construct, selective for cleavage in the presence of Pb2+ and derivatized with fluorophore (quencher) at the 5’ (3’) end of the substrate and enzyme strands, respectively, forms a molecular beacon that is used as the recognition element. The nanocapillary array membrane interconnect is used to manipulate fluid flows and deliver the small-volume sample to the beacon in a spatially confined detection window where the DNAzyme is …

Coronary Calcium Independently Predicts Incident Premature Coronary Heart Disease Over Measured Cardiovascular Risk Factors, Allen J. Taylor, Jody Bindeman, Irwin Feuerstein, Felix Cao, Michael Brazaitis, Patrick G. O'Malley
United States Army: Publications
OBJECTIVES - We sought to examine the independent predictive value of coronary artery calcium detection for coronary outcomes in a non-referred cohort of healthy men and women ages 40 to 50 years.
BACKGROUND - Existing studies have suggested that coronary calcium might have incremental predictive value for coronary outcomes above standard coronary risk factors. However, additional data from non-referred and younger populations are needed.
METHODS - Participants (n = 2,000; mean age 43 years) were evaluated with measured coronary risk variables and coronary calcium detected with electron beam tomography. Incident acute coronary syndromes and sudden cardiac death were ascertained via …

This report is a culmination of five years of evaluating the implementation of the Integrated County Planning (ICP) initiative, a multi-county demonstration project designed to coordinate planning within the human service delivery system across New York State. At the State level, ICP is funded and administered by the Office of Children and Family Services (OCFS) but also involves the partnership of a number of State agencies – Office of Mental Health, Council on Children and Families, Division of Probation and Correctional Alternatives, Department of Health, Education Department, Office on Mental Retardation and Developmental Disabilities, and the Office of Alcoholism and …
