Is 10% Good Enough? Cooperative Extension Work In Indian Country, Joseph G. Hiller

Journal of Extension

The Cooperative Extension system delivers local programs in virtually all of America's counties. Extension's intergovernmental model capitalizes on resources of counties, states, and the federal government and provides an institutional framework for county Extension work. The Extension system and model is not as applicable, however, for members of America's 562 Indian tribes, particularly those living on 314 major Indian reservations. This 90 year-old template is woefully inadequate for Indian Country Extension work. This article presents background on how this situation evolved and suggests that national-scale dialogue to develop program equity for this underserved and place-bound audience is needed.

A national Extension initiative on Financial Security in Later Life was established to strengthen the Cooperative Extension System's capacity to deliver personal finance education leading to financial security in later life. The initiative articulates the research that provides the foundation for Extension programs and models the use of the Internet for program design, delivery, and evaluation. The contributions of the initiative are enhanced capacity of Extension educators, shared resources, and aggregated evaluations. The development of the initiative provides insights for eXtension.

This article contains drinking water information from a region-wide survey designed to collect base line data about water issues in the Pacific Northwest. The major findings were: (1) over 90% of survey respondents feel that their home drinking water is safe for consumption, (2) minerals were the most often cited pollutants in drinking water supplies, (3) approximately 25% of residents have installed filters on their sink faucets to improve water quality, and (4) over 25% of residents use bottled water for drinking purposes. Attitudes And Practices Of Virginia Efnep And Fsne Educators Toward Teaching About Childhood Overweight, Elena Serrano, Ruby Cox

The main objective of the study reported here was to assess the attitudes, practices, and needs of Virginia EFNEP and FSNE educators toward addressing childhood overweight. Written questionnaires were administered to 40 educators. Nearly 80% considered childhood overweight a "growing problem"; however, only 12 indicated they had taught classes on childhood overweight and nearly one-third were considered in pre-contemplation or contemplation (based on Stages of Change). The biggest perceived barrier was lack of resources and information, followed by lack of interest of class participants. The findings demonstrate the need for curricula and a stage-based training on childhood overweight for Extension.

Connecticut is highly urbanized, with dense tree cover, and this produces tree-versus-people conflicts that include public safety issues. Yet communities lack sufficient resources to develop community forestry programs. This article reports on the development, implementation, and outcomes of the Meskwaka Tree Project, an outreach education program for community forestry volunteers developed based on Roger's Diffusion of Innovations communications model. In 1992, the Meskwaka Tree Project began to equip community volunteers with the knowledge, skills, and contacts needed to create or improve community forestry programs and address public tree issues. Using Electrofishing Demonstrations To Increase Water Quality Awareness, Jp Lieser, Chris Zoller, Renee Clark

OSU Extension has developed a new program that utilizes electrofishing demonstrations to increase water quality awareness. Since 2001, over 2,000 participants have attended 72 demonstrations. Participants learn about water quality indicators and the electrofishing process, view aquatic wildlife and stream habitat, and discuss conservation measures that can protect and restore streams. An Extension professional does not need to be an expert on electrofishing or have any equipment to organize a demonstration. An interest and a dedicated fisheries resource person is all that is needed. Electrofishing demonstrations provide a fun, non-confrontational way to discuss water quality topics that can be controversial.

Although rank ordering of issues for needs assessment provides some information, this method does not capture the intensity of respondents concerns. This article presents a method of going beyond rank ordering to study both the intensity of response and uncover priorities for more than a few aggregated issues. Results from a survey of attendees of the Indiana State fair are utilized to illustrate the methodology.

Roads Scholar Tours are a marketing tool guaranteed to build strong campus/community relationships for any land-grant university. The tours give campus-bound colleagues an opportunity to actively engage with Extension faculty and staff, volunteers, learners, and community leaders. Over the years, the tours have earned prestige through the selective nature of the invitation and the high quality experience. Scholars report 1) increased understanding of Extension's vision, mission and values, and 2) incorporation of what they learned about Extension into their campus assignments.

A search for lepton-flavor-violating interactions ep → μX and ep → τX has been performed with the ZEUS detector using the entire HERA I data sample, corresponding to an integrated luminosity of 130 pb-1. The data were taken at center-of-mass energies, √s, of 300 and 318 GeV. No evidence of lepton-flavor violation was found, and constraints were derived on leptoquarks (LQs) that could mediate such interactions. For LQ masses below √s, limits were set on λeq1 √β ℓq, where λeq1 is the coupling of the LQ to an electron and a first-generation quark q1, and βℓq is the branching ratio …

To what extent has the Internet strengthened civil society? In which ways have civil society organizations (CSOs) used the internet to communicate their missions, enhance the discussion of public issues, extend networks and mobilize collective actions? This article seeks to answer these and related questions by reporting on an empirical study in Hong Kong. The study involves an analysis of the web pages launched by 14 environmental groups and 22 labour organizations on the one hand, and in-depth interviews with representatives of five of these organizations on the other. A macroscopic study revealed that a double cranial vena cava was present in fifteen, adult, Lylei’s flying foxes, of both sexes. It consisted of right and left branches, without forming a left brachiocephalic vein. However, both of them drained blood into the right atrium. The right cranial vena cava drained blood directly into the right atrium. The left cranial vena cava drained blood into the coronary sinus before returning blood into the right atrium. An Immunolohistochemical Study Of Anti-Apoptotic Bcl-2 In The Pig’S Oviduct During The Oestrous Cycle, Paisan Tienthai

The purpose of this study was to determine the localization of Bcl-2 protein in porcine oviducts. Anti-human Bcl-2 monoclonal antibody was used to localize Bcl-2 protein immunohistochemically in the uterotubal junction (UTJ), isthmus and ampulla of pre-ovulatory (n=10) and post-ovulatory (n=10) sows. The Bcl-2 protein was detected in quantity in the intracytoplasm of the epithelial cells, some types of leukocytes in the epithelial layer and in the subepithelial connective tissue, in fibroblasts, as well as smooth muscle cells of the UTJ, isthmus and ampulla in the pre-ovulatory period. Pubic Symphysiodesis For The Optional Treatment Of Canine Hip Dysplasia, Kanyada Mangklapruk, Kumpanart Soontornvipart, Atichat Brahmasa

The Thai Journal of Veterinary Medicine

Pubic symphysiodesis (PS) using a bone plate and screws was performed in 10 hip dysplastic dogs, diagnosed following clinical and radiographic evaluation. After resection of the cranial third of the pubic symphysis, the rest of the symphysis was fixed by a dynamic compression plate and screws. Animal gait, Norberg angle (NA), dorsal acetabular rim slope (DARS) and dorsal acetabular rim angle (DARA) were radiographically evaluated before, immedimtely after, and at 1 and 3 months after surgery. NA and DAR of all dogs were significantly (p<0.05) greater than the preoperative values, while DARS was less than the preoperative value. After surgery, 75% of the hip joints had no Ortolani signs, while all dogs regained normal gait within one week of the operation.

The effect of epidural ketamine was studied in 20 experimental dogs premedicated with 0.04 mg/kg atropine and 2 mg/kg xylazine, given intramuscularly along with 0.2 mg/kg acepromazine given intravenously. All dogs received, epidurally, 2 mg/kg ketamine diluted in 0.9% normal saline (NSS) in a volume of 1 ml/ 4.5 kg and, one week or more before, or later, 1 ml/ 4.5 kg NSS without ketamine as a control. Animal response to pain stimulation was evaluated before, and during a surgical approach on the medial aspect of the tibia. A survey on mosquito species was conducted once a month in a PRRS positive pig farm in Nakorn Pathom province from May 2004 to April 2005. The mosquito larvae were collected over an area within 1 km of the farm and adult females were captured while feeding on the pigs between 6 to 10 p.m. using oral aspirators. Out of a total of 91,840 mosquitoes, 3 genera and 6 species were identified Culex tritaeniorhynchus, Cx. gelidus, Mansonia uniformis, Ma. annulifera, Anopheles vagus and An. peditaeniatus with Culex tritaeniorhynchus (60-95.75%) predominant with Ma. annulifera found the least (0.02-0.05%). Ninety six, fourteen day-old, broiler chickens were randomly divided into four groups of 24 birds. Groups 1 and 2 were orally vaccinated with live commercial intermediate-plus and intermediate infectious bursal disease (IBD) vaccines, respectively. Groups 3 and 4 served as a positive and negative non-vaccinated controls, respectively. Blood samples were collected at 14, 28 and 38 days of age for determining IBD antibody titers by an ELISA test. This study was performed to evaluate the use of preserved human amniotic membrane to repair corneal ulcers in 5 eyes of experimental dogs. A 0.45 centimetre, in diameter, trephine was used to create a corneal stroma wound which was later covered with human amniotic membrane and the third eyelid flap for 7 days. After one week, each dog had complete corneal epithelization. Corneal vascularization, photophobia and conjunctivitis and were observed in 1, 4 and 5 dogs, respectively. However, all dogs regained their normal vision.

Abstract

OBJECTIVE:

To present the early results of pelvic osteotomies performed for repair of exstrophy bladder.

METHODS:

Five cases of exstrophy bladder were treated with closure following bilateral iliac osteotomies. Three patients underwent closure of pubic symphysis diastasis by use of external fixator, one by screws and cerclage wires, and one by use of K-wires and suture. The patients were followed up by the pediatric urologist and orthopedic surgeon.

RESULTS:

All patients achieved a closure of diastasis and a tension free repair after the index surgery. The average follow-up was 3.6 years with range of 4 months to 6 years. …

The name-calling, rumors, exclusion, eye-rolling, and whispers work to undermine relationships between and amongst girls. Fun And Friendship In The Natural World: The Impact Of Oregon 4-H Residential Camping Programs On Girl And Boy Campers, Mary E. Arnold, Virginia D. Bourdeau, Janet Nagele

This article presents the results of a multi-site evaluation of Oregon's 4-H Camps. The evaluation assessed 3 main areas: 1) personal growth, 2) life skill development, and 3) camper satisfaction. Questionnaires were administered at the end of each camp, with the data aggregated and analyzed across camps. Results revealed significant changes in personal growth and the development of selected life skills. Results also indicated that the campers enjoyed camp and their camp counselors. The results are confirming of what we know about the impact of camp and are important for sustaining investments currently made in camp programs.

The North Dakota Breast and Cervical Cancer Early Detection Program, Women's Way, is a state program funded by the Centers for Disease Control and Prevention (CDC). The goal of the program is to reduce morbidity and mortality from breast and cervical cancer by increasing education, promoting early detection and providing screening among low-income, underserved, high-risk and minority women in North Dakota. Mammography and Pap tests have been underused by women who are low-income, have no health insurance, have no regular source of healthcare, have no access to the screening tests, who are of ethnic minority, and who are recent immigrants. …

A study of the influence of interdecadal, decadal, and interannual oceanic-atmospheric influences on streamflow in the United States is presented. Unimpaired streamflow was identified for 639 stations in the United States for the period 1951–2002. The phases (cold/negative or warm/positive) of Pacific Ocean (El Niño–Southern Oscillation (ENSO) and Pacific Decadal Oscillation (PDO)) and Atlantic Ocean (Atlantic Multidecadal Oscillation (AMO) and North Atlantic Oscillation (NAO)) oceanic-atmospheric influences were identified for the year prior to the streamflow year (i.e., long lead time). This study examined the effectiveness of using aquatic therapy (AT) as a technique in the treatment of cerebral vascular accidents (CVA). The unique properties of the aquatic environment were manipulated to determine change in range of motion, muscle tone, balance, functional ambulation, and psychological functioning particularly social relationship and positive and negative feelings.

This pilot study was intended to explore caregivers' perceptions of the mental health services available in the community for children with mental health diagnoses. A study-specific survey was developed to look at demographic characteristics, service accessibility, and service quality. This survey was distributed to caregivers through Michigan support groups. Returned surveys were analyzed for themes that could assist in the development of further research to improve community services for children with mental health diagnoses.
