New Governance And Soft Law In Health Care Reform, Louise G. Trubek Jul 2005

New Governance And Soft Law In Health Care Reform, Louise G. Trubek

ExpressO

A contemporary health care reform is underway, associated with a set of reformers who are active nationally and locally at the doctor/patient level, the health care institution level, and the policy level. This reformist energy is associated with processes in law and policy that can be called new governance and soft law. These processes are different from previous understandings of how health care can be governed, such as self-regulation, market forces, and new deal command and control regulation. These processes are taking hold and are visible in the public and private sectors and through out the health care industry. The …

Variation In Lewisia Kelloggii (Portulacaceae) With Description Of A New Species Endemic To Idaho, Barbara L. Wilson, Valerie D. Hipkins, Edna Rey-Vizgirdas, Thomas N. Kaye

Western North American Naturalist

Lewisia kelloggii has been understood as a rare plant with a disjunct range in California and Idaho. Examination of herbarium specimens and analysis of isozymes in 6 Idaho and 7 California populations revealed consistent differences between plants of the 2 states. Fixed differences in alleles at 2 loci (AAT2 and PGI1) distinguished Idaho from California plants. Genetic identities based on isozymes between Idaho and California populations averaged 0.58, lower than the average for congeneric plant species. Idaho plants were smaller than most California plants, but California plants were variable. The most consistent morphological difference between Idaho and California specimens was …

Reshaping The Fredericksburg City Public Schools Secondary Choral Music Curriculum, Heidi Ribel Jul 2005

Reshaping The Fredericksburg City Public Schools Secondary Choral Music Curriculum, Heidi Ribel

Education 590 Projects

As new music educators enter the work force today, many struggle to find instructional resources that align correctly with the National Standards for music. The purpose of my study is to examine the Fredericksburg City Public School’s secondary choral curriculum to see how it aligns with the Virginia Standards of Learning for Music Education. An updated curriculum is an essential teaching resource for all new music educators; however, the Fredericksburg City School System’s music curriculum was last updated in 1985 (Fredericksburg City Public Schools, 1985). Since then, there has been an adoption of National Standards for music (National Standards, 1994) …

Land Grabbers, Toadstool Worshippers, And The Sagebrush Rebellion In Utah, 1979-1981, Jedediah S. Rogers Jul 2005

Land Grabbers, Toadstool Worshippers, And The Sagebrush Rebellion In Utah, 1979-1981, Jedediah S. Rogers

Theses and Dissertations

In 1979, a handful of Nevada state officials sparked a movement to transfer the large unappropriated domain to the western states. For two years what became known as the Sagebrush Rebellion swept across the American West like brushfire, engaging westerners of all stripes in a heated dispute over the question of the public lands. In Utah, as elsewhere in the West, public officials, rural ranchers, miners, developers, academics, environmentalists, and concerned citizens joined the debate and staked sides. This episode underscored western relationships between people and nature and featured contests over competing ideologies in the West. But it probably did …

Mathematics, Meaning, And Identity: A Study Of The Practice Of Mathematics Education In A Rural High School, Rick Anderson Jul 2005

Mathematics, Meaning, And Identity: A Study Of The Practice Of Mathematics Education In A Rural High School, Rick Anderson

Dissertations and Theses

The purposes of this study were (1) to explore the relationship between mathematics education and the rural context and (2) to determine the usefulness of a social theory of learning (Wenger, 1998) to account for students' participation in advanced high school mathematics courses. Qualitative methods were used to gather data in a small, rural high school in the Pacific Northwest. Data gathered included a student survey, interviews with students and mathematics teachers, observations in mathematics classes, and documents related to the curriculum, the school, and the community.

The findings suggest that high school mathematics education is related to the rural …

An Energy-Efficient Media Access Control Protocol For Chain-Type Wireless Sensor Networks, Yu Wang, Chang Wen Chen Jul 2005

An Energy-Efficient Media Access Control Protocol For Chain-Type Wireless Sensor Networks, Yu Wang, Chang Wen Chen

Electrical Engineering and Computer Science Faculty Publications

We present in this paper an energy efficient media access control (MAC) protocol for chain-type wireless sensor networks. The chain-type sensor networks are fundamentally different from traditional sensor networks in that the sensor nodes in this class of networks are deployed along narrow and elongated geographical areas and form a chain-type topology. Recently, we have successfully developed hierarchical network architecture, sensor deployment strategy, and corresponding network initialization and operation protocols for this class of sensor networks. In this paper, we present a novel TDMA scheduling protocol that takes full advantages of the available channel reuse inherent in the chain-type sensor …

Bats Of Jamaica, Hugh H. Genoways, John W. Bickham, Robert J. Baker, Carleton J. Phillips

University of Nebraska State Museum: Mammalogy Papers

The modern history of Jamaica is entwined with European exploration of the New World beginning with the landing of Columbus at Discovery Bay on May 4, 1494, during his second voyage to the Americas. Since that time the word Jamaica has conjured thoughts of tropical beaches, trade winds, pleasant tropical nights, Spaniards, British navy, Empire, sugar, rum, plantations, slavery, revolt, maroons, pirates, Port Royal, disasters, hurricanes, and in more recent years independence, tourism, Reggae, and welcoming and happy residents. Our knowledge of Jamaican natural history begins with Browne (1789). He and other early naturalists displayed a broad interest in plants …

Opportunity, Democracy And Political Violence: A Sub-National Analysis Of Conflict In Nepal, Alok K. Bohara, Neil J. Mitchell, Mani Nepal Jul 2005

Opportunity, Democracy And Political Violence: A Sub-National Analysis Of Conflict In Nepal, Alok K. Bohara, Neil J. Mitchell, Mani Nepal

Himalayan Research Papers Archive

With more than 8000 deaths in eight years, a Maoist insurgency, reinforced by ethnic cleavages, has resulted in substantial levels of political violence in Nepal. With fresh district-level data, and drawing on theoretical insights from both the conflict and human rights literatures, research that has relied primarily on cross-national comparisons, we develop and test hypotheses using a sub-national research design. We find support for ""opportunistic"" strategic interaction between government and opposition. Opportunity is conceived geographically, politically, and internationally, and our findings contribute new evidence for the importance of geography but also of democracy in their effects on the levels of …

On Reduction Of Risks In Uxo And Mine Detection Using Remote Sensing Systems And Related Synthetic Image Simulation, Charles R. Bostater Jul 2005

On Reduction Of Risks In Uxo And Mine Detection Using Remote Sensing Systems And Related Synthetic Image Simulation, Charles R. Bostater

Ocean Engineering and Marine Sciences Faculty Publications

It is important to understand remote sensing systems and associated platforms in the context of autonomous or semi-autonomous designs for (robotic & mechatronics) that may be affect the motion control or stabilization aspects of the imagery, scan lines or fixed points scanned. This need can be most easily conceived as being related to the reduction of risks associated with false detection as well as the risks associated with hardware and software failure and risks associated with the actual operation of sensor and platform in dangerous environments. Thus safety is ultimately our concern when it comes to risk assessment. This paper …

Real-Time Power Aware Routing In Wireless Sensor Networks, Octav Chipara, Zhimin He, Guoliang Xing, Qin Chen, Xiaorui Wang, Chenyang Lu, John Stankovic, Tarek Abdelzaher

All Computer Science and Engineering Research

Many mission-critical wireless sensor network applications must resolve the inherent conflict between the tight resource constraints on each sensor node, particularly in terms of energy, with the need to achieve desired quality of service such as end-to-end real-time performance. To address this challenge we propose the Real-time Power-Aware Routing (RPAR) protocol. RPAR achieves required communication delays at minimum energy cost by dynamically adapting the transmission power and routing decisions based on packet deadlines. RPAR integrates a geographic forwarding policy cognizant of deadlines, power, and link quality with new algorithms for on-demand power adaptation and efficient neighborhood discovery. Simulations based on …

Towards A Cosmopolitan Vision Of Conflict Of Laws: Redefining Governmental Interests In A Global Era, Paul Schiff Berman Jul 2005

Towards A Cosmopolitan Vision Of Conflict Of Laws: Redefining Governmental Interests In A Global Era, Paul Schiff Berman

ExpressO

It has now been ten years since the idea of global online communication first entered the popular consciousness. And while the internet has undoubtedly opened up new worlds of interaction and cooperation across borders, this increased transnational activity has also at times inspired parochialism, at least among the legislatures and courts of nation-states around the globe. Thus, we have seen a slew of national laws and court decisions purporting to regulate a wide variety of online activities, from gambling to chat rooms to auction sites, and seeking to enforce territorially based rules regarding trademarks, contractual relations, privacy norms, “indecent” content, …

The July 2003 Dakota Hailswaths: Creation, Characteristics, And Possible Impacts, Matthew D. Parker, Ian Ratcliffe, Geoffrey M. Henebry Jul 2005

The July 2003 Dakota Hailswaths: Creation, Characteristics, And Possible Impacts, Matthew D. Parker, Ian Ratcliffe, Geoffrey M. Henebry

School of Natural Resources: Faculty Publications

The authors investigate the meteorology associated with two elongated swaths of crop damage produced by severe hailstorms that crossed North Dakota and South Dakota on 4 July and 20 July 2003. These hailswaths, which were observed in a Moderate Resolution Imaging Spectroradiometer (MODIS) Normalized Difference Vegetation Index (NDVI) image time series, each persisted for more than a month and were associated with local temperature increases, presumably owing to the enhanced Bowen ratio over dry, crop-free ground. This paper documents the creation and evolution of the convective storms that produced the hailswaths, and then presents evidence that devegetated hailswaths may impact …

Fire-Induced Albedo Change And Its Radative Forcing At The Surface In Northern Austrailia, Y. Jin, David P. Roy Jul 2005

Fire-Induced Albedo Change And Its Radative Forcing At The Surface In Northern Austrailia, Y. Jin, David P. Roy

GSCE Faculty Publications

This paper investigates the impact of fire on surface albedo and the associated radiative forcing over 56% of continental Australia encompassing the fire-prone northern tropical savanna. Fire-affected areas and albedos are derived for the 2003 fire season using daily Moderate Resolution Imaging Spectroradiometer (MODIS) surface reflectance data. Near-infrared and total shortwave albedos are observed to generally decrease after fire occurrence. Regionally, the total shortwave albedo drops by an average of 0.024, with increasing reductions as the dry season progresses and larger reductions in grasslands than woody savannas. These fire-induced albedo changes exert a positive forcing at the surface that increases …
