The recovery of iodine released during the processing of used nuclear fuel poses a significant challenge to the transmutation of nuclear waste. Iodine-129, a long-lived fission product formed by both commercial nuclear power generation and nuclear weapons production, is released when reprocessing nuclear fuel. Since iodine can be concentrated in the human thyroid, any uncontrolled release of iodine may result in an increased rate of thyroid cancer in the exposed population. For this reason, recovery of iodine is important for implementing any nuclear transmutation strategy.

This study reviews Clark County's non-conforming zone change process from 1990 to 2002. A non-conforming zone change, sometimes known as a non-conforming zone boundary amendment is a proposed request that is not within the range of residential densities and/or non-residential intensities indicated on the applicable land use plan map, master plan, or concept plan. This research explores and examines two questions raised by the Clark County's new implementation plan, which was approved in April 2003 to amend the non-conforming zone change process. Environmental decision making seems predisposed to conflict and impasses because it involves complex technical issues and attracts multiple stakeholders. Overcoming an impasse requires a look beyond entrenched positions to identify, clarify, and communicate stakeholders' underlying interests. Problem-definition theory offers one way to clarify those interests. It integrates stakeholder perspectives on problem causes, evidence, harms to affected populations, and solutions; This study proposed an analytic framework for clarifying stakeholders' interests and tested it at Zion National Park. The organizational structure of federal land management agencies is designed to function in a static state for long periods of time. Policies in these bureaucracies tend to follow a punctuated equilibrium pattern of evolution. These policies are accompanied by reinforcing institutional arrangements and networks that resist changes. In order for change to occur, a catalyst is needed to cause a drastic change in policy. Following this change, new institutional arrangements will be created to support the new policy. This thesis investigates the policy context of U.S. cultural resource management legislation and the ethical values that underlie it. The actions taken by the Bureau of Land Management (BLM) to preserve and protect cultural resources within Red Rock Canyon National Conservation Area (NCA), Las Vegas, Nevada, from 1964 to 2004, are studied to identify the values embodied within the laws and policies. Environmental engineers and scientists often encounter trace level concentrations of contaminants that fall below the detection limit (DL) are reported as 'less than DL'. The common method of dealing with non-detects in a multivariate sample is the substitution method in which each observation 'less than DL' is replaced by a suitable value (0, DL/2 or DL) with DL/2 being the recommended method; In this thesis, the applicability of Kaplan-Meier method, which was developed for estimating the survival function in the presence of right censored data, is investigated. Vascular plant endemism to gypsum soils in arid environments is fairly rare; in southern Nevada few plant species are known to exist solely on gypsum soils and the explanation for why they exist on these soils is even less understood. One such species, commonly known as Las Vegas Bearpoppy (Arctomecon californica), is believed to be a gypsophile endemic occurring on substrates derived from the Moenkopi and Horse springs geological formations in southeastern Nevada and northwestern Arizona. Since the early 1990s social scientists have highlighted the involvement of immigrants in homeland development projects. In particular we have seen a reassessment of the importance of immigrant remittances, and related to this, an interest in transnationalism; the idea that immigrants create dense social, economic and political networks that transcend source and host nations. In this paper I argue that rather than a recent development, such activity has in fact been ongoing in parts of Punjab since the early twentieth century, and affects many elements of society, not just emigrants and their families. The review of current research found that six components are necessary for a small learning academy to be successful when breaking down large comprehensive high schools into small learning communities. It is evident when the resilience of a system has been exceeded and the system qualitatively changed. However, it is not clear how to measure resilience in a system prior to the demonstration that the capacity for resilient response has been exceeded. We argue that self-organizing human and natural systems are structured by a relatively small set of processes operating across scales in time and space. These structuring processes should generate a discontinuous distribution of structures and frequencies, where discontinuities mark the transition from one scale to another. The subspecies composition of migratory sandhill cranes (Grus canadensis) which stage and winter along the Lower Columbia River in northwest Oregon and southwest Washington is uncertain, but may include all 3 using the Pacific Flyway: lesser (G. c. canadensis), Canadian (G. c. rowani), and greater (G. c. tabida). However, the status of rowani has been debated. During 2001-02, we captured and marked 8 cranes using a noose line trapping technique, and attached Platform Transmitter Terminals (PTTs) to 6 to ascertain locations of their breeding areas, migration corridors and winter sites. Hazards, both natural and technological occur on a fairly regular basis. Timely and accurate communication of information before, during and after a disaster is essential for saving lives and property. This theme is the focus of this Master's thesis, in which the August 14th, 2003 blackout is used as a case study to assess how information is provided to the public during disaster events. More specifically, the thesis evaluates how agencies within the City of Toronto communicated risk information to the public. Although examination of the relationship between the media and crime has received considerable attention in the academic literature, only a few studies have examined news media coverage of environmental crimes. The present study examines print news media coverage of federal penalties assessed against the petroleum refining industry from 1997 to 2003. The Environmental Protection Agency initiated and/or settled 162 cases involving seventy-eight petroleum refining companies from 1997 to 2003. While a news search of the nation’s twenty-five largest newspapers produced seventy-four articles related to petroleum refining industry violations, only seventeen articles matched the EPA cases analyzed in the present study. …

This article tests the proposition that, beginning in the 1970s, historic growth of public environmental concern and opposition to waste facilities, as well as changes in the policy environment increasingly encouraged hazardous waste facilities siting to follow the path of least (political) resistance and resulted in environmental inequities. Our longitudinal analysis of sitings in the State of Michigan from 1950 to 1990 reveals a distinct temporal pattern supporting our hypotheses. Whereas significant racial, socioeconomic, and housing disparities at the time of siting were not in evidence for facilities sited prior to 1970, patterns of disparate siting were found for facilities …

Objective: To explore connections between environmental education, public concern for environmental health, and service learning. Methods: A 20-item survey was administered to same students at the beginning and end of a 15-week Environmental Health course. Qualitative data were collected from reflective papers based on students involved in community based learning. Results: The findings of the study revealed that students grew in their sense of environmental responsibility; significantly increased their "level of concern" for 18 of the 20 environmental variables measured; and viewed community action as empowering. A new structure-activity relationship (SAR) approach to modeling was utilized to study mammary gland carcinogens. A set of chemicals tested for mammary tumorigenesis that have been analyzed in the Carcinogenic Potency Database (CPDB) were subjected to several computational analyses in an attempt to predict each chemical’s carcinogenic potential. A total of six learning sets (rat and mouse mammary gland carcinogen, CPDB rat and mouse, and female-specific rodent models) were developed and validated using a SAR modeling algorithm called categorical-SAR (cat-SAR). The predictive cat-SAR program evaluates active and inactive compounds of known biological activity and predicts their biological activity from this …
