Estimation Of Columbia River Virgin Flow: 1879 To 1928, Pradeep K. Naik, David A. Jay Jan 2005

Estimation Of Columbia River Virgin Flow: 1879 To 1928, Pradeep K. Naik, David A. Jay

Civil and Environmental Engineering Faculty Publications and Presentations

The Columbia River has historically been a major source of economic activity for the Pacific Northwest, and is one of the more heavily modified rivers in the United States today. Understanding human and climate-induced changes in its hydrologic properties is, therefore, a topic of considerable interest. Long streamflow records are essential to determining how runoff has changed over time. Daily streamflow records of the Columbia River at The Dalles dates back to June 1978. However, the observed daily flow does not alone provide enough information to understand or separate anthropogenic and climate effects. It is necessary also to have an …

Denial Of Service Attack Techniques: Analysis, Implementation And Comparison, Khaled M. Elleithy, Drazen Blagovic, Wang K. Cheng, Paul Sideleau

School of Computer Science & Engineering Faculty Publications

A denial of service attack (DOS) is any type of attack on a networking structure to disable a server from servicing its clients. Attacks range from sending millions of requests to a server in an attempt to slow it down, flooding a server with large packets of invalid data, to sending requests with an invalid or spoofed IP address. In this paper we show the implementation and analysis of three main types of attack: Ping of Death, TCP SYN Flood, and Distributed DOS. The Ping of Death attack will be simulated against a Microsoft Windows 95 computer. The TCP SYN …

Irony And Organizations: Epistemological Claims And Supporting Field Stories, Ulla Johansson, Ed., Jill Woodilla, Ed.

WCBT Faculty Publications

"Irony, in the writings of these scholars from different parts of the world, demonstrates once again that ""what"" we know is tenuous and at the same time closely intertwined with ""how"" we know and represent that knowledge. And while each chapter approaches irony from a slightly different angle, they share a common assumption - that irony can be used to enhance practice."

Social Marketing Applications And Transportation Demand Management: An Information Instrument For The 21st Century, Enda Mcgovern Jan 2005

Social Marketing Applications And Transportation Demand Management: An Information Instrument For The 21st Century, Enda Mcgovern

WCBT Faculty Publications

Concern has been expressed by planners and policy-makers that the “add capacity” strategy used in building more roads to resolve traffic-induced problems is no longer a feasible option. This article explores private transport behavior in understanding how users can be persuaded to adopt a more blended approach (i.e., integrating car, public transportation, and alternative modes on a daily basis). The research methodology adopted focus groups and travel diaries in presenting a number of social marketing message appeals aimed at inducing a change in participants’ travel behaviors. While weaknesses are identified in the social marketing materials, this research concludes that social …

Faculty Perceptions Of Academic Freedom At A Metropolitan University: A Case Study, Zachary Grant Goodell Jan 2005

Faculty Perceptions Of Academic Freedom At A Metropolitan University: A Case Study, Zachary Grant Goodell

Theses and Dissertations

This research study examines how faculty perceive academic freedom at a metropolitan university. Thirty structured interviews were conducted with social science faculty, who have been tenured for 10 years or more, at Virginia Commonwealth University (VCU). These faculty came from the departments of Sociology, Psychology, Anthropology, Political Science, Urban Studies, Criminal Justice, Women’s Studies, and African-American Studies. The following five questions were the central research questions: (a) how do core faculty in the social sciences at VCU define academic freedom; (b) do these same faculty perceive academic freedom to be a significant feature of a career in higher education; (c) …

Informal Rules, Transaction Costs, And The Failure Of The “Takings” Law In China, Chenglin Liu Jan 2005

Informal Rules, Transaction Costs, And The Failure Of The “Takings” Law In China, Chenglin Liu

Faculty Articles

The enforcement of China’s new takings law has failed. In the unbalanced tug-of-war between individual homeowners and deep pocketed developers, the government sided with the latter by changing zoning plans to fit commercial development, authorizing forced evictions, deploying judicial police to execute eviction orders, lowering compensation standards, instructing courts not to hear cases involving demolitions, blocking class actions, and more. Many Chinese scholars argue that lackluster enforcement can be remedied by a well-drafted property code. However, applying the New Institutional Economics’ (NIE) theory on institutions to the enforcement failure associated with the takings law draws attention to informal complaints, which …

Digital Signature Law Of The United Nations, European Union, United Kingdom And United States: Promotion Of Growth In E-Commerce With Enhanced Security, Stephen E. Blythe

Richmond Journal of Law & Technology

Digital signatures enhance the ability of contracting parties to authenticate electronic communication. Sophisticated encryption and decryption technology is used to verify the identity of the other party to the electronic transaction. Digital signature law, necessary for adjudication of disputes between parties in e-commerce, is still in its infancy. This article covers basic digital signature law of the United Nations, the European Union, the United Kingdom, and the United States.

The United Nations’ Model Law of Electronic Commerce of 1996 (“MLEC”) had many implications. The MLEC approved the utilization of electronic signatures, stated that electronic signatures would have the same legal …

The Domination Of The English Language In The Global Village: Efforts To Further Develop The Internet By Populating It With Non-Latin-Based Languages, Molly Torsen Jan 2005

The Domination Of The English Language In The Global Village: Efforts To Further Develop The Internet By Populating It With Non-Latin-Based Languages, Molly Torsen

Richmond Journal of Law & Technology

At the top of the homepage of the Internet Corporation for Assigned Names and Numbers (ICANN) is a choice of nine different languages in which to read information about the organization; four of them are languages written in non-Latin script (Arabic, Chinese, Japanese and Russian). Clicking upon any of the language options brings the reader to a new website in that language and, presuming the reader has a computer and screen that can handle non-Latin script, the webpage reads legibly and clearly. The Uniform Resource Locator (URL), however, still reads in Latin script despite the webpage’s content being in a …

Ready, Set, Mark Your Patented Software!, John Labarre, Xavier Gómez-Velasco Jan 2005

Ready, Set, Mark Your Patented Software!, John Labarre, Xavier Gómez-Velasco

Richmond Journal of Law & Technology

The question of whether software programs embodying patented processes need to be marked in accordance with the marking requirement as set forth under 35 U.S.C. § 287 is an unanswered issue. This article first analyzes the marking requirement in the United States patent system and then goes on to survey the rocky history of patents on software innovations. After noting that neither the Supreme Court nor the Federal Circuit has directly decided the issue of the applicability of the Marking Statute to software programs, the article analyzes recent federal district court and Federal Circuit cases, ultimately reasoning that the Federal …

Quality Laboratory Services – Is It Related To Personal Credentials?, Maria Dannessa Delost Jan 2005

Quality Laboratory Services – Is It Related To Personal Credentials?, Maria Dannessa Delost

Theses and Dissertations

Performance on proficiency test (PT) surveys provides an objective and consistent evaluation of laboratory quality. The goal of the study, a retrospective review of existing PT results (2003) from six clinical laboratories in northeastern Ohio and western Pennsylvania was to determine the relationship of PT performance to the personnel credentials of the laboratory testing personnel. Predictor variables included the practitioner's major area of study, degree, certification and years of laboratory experience.

The study group consisted of 174 testing personnel and 11,689 proficiency-testing results, of which 11,233 were valid and included in the study. Of the 11,233 results, there were 11,120 …
