The Supreme Court Law Review: Osgoode’s Annual Constitutional Cases Conference

The author considers the Harper v. Canada case concerning spending limits on individuals and groups other than candidates and political parties in the context of the larger landscape of Canadian campaign finance jurisprudence. The paper begins by reviewing the vibrant academic debate over law of the democratic process issues and noting the Canadian legal academy's surprising lack of attention to this subject area. The Supreme Court Law Review: Osgoode’s Annual Constitutional Cases Conference

On November 18, 2004 the Supreme Court of Canada ("the Court") released its two landmark decisions on aboriginal consultation. Haida Nation v. British Columbia (Minister of Forests) and Weyerhaeuser Company Limited, and Taku River Tlingit First Nation v. British Columbia (Project Assessment Director), together, provide the most significant discussion to date by the Court on Aboriginal consultation. The main issue before the Court was very narrow: did the governments have an obligation to consult Aboriginal peoples over government authorized activities in instances where the Aboriginal rights were unknown, uncertain, or in dispute, and if so the extent of that obligation. …

The paper discusses the applications of satellite remote sensing and GIS on characterization and spatial modeling of runoff and soil erosion of Birantiya Kalan, an arid watershed in the district of Pali, western Rajasthan. The watershed, with plains on the west and low to medium hills on the east, is among the watersheds selected under the National Watershed Development Project for Rainfed Areas by the Government of India in 1988. Selenoproteins are a diverse group of proteins that contain selenocysteine (Sec), the 21st amino acid. In the genetic code, UGA serves as a termination signal and a Sec codon. This dual role has precluded the automatic annotation of selenoproteins. Recent advances in the computational identification of selenoprotein genes have provided a first glimpse of the size, functions, and phylogenetic diversity of eukaryotic selenoproteomes. Here, we describe the identification of a selenoprotein family named SelJ. In contrast to known selenoproteins, SelJ appears to be restricted to actinopterygian fishes and sea urchin, with Cys homologues only found in cnidarians. SelJ shows significant …

Functional Implication Of The Trna Genes Encoded In The Chlorella Virus Pbcv-L Genome, Da Young Lee, Michael V. Graves, James L. Van Etten, Tae-Jin Choi

The prototype Chlorella virus PBCV-l encodes 11 tRNA genes and over 350 protein-encoding genes in its 330 kbp genome. Initial attempts to overexpress the recombinant A189/192R protein, a putative virus attachment protein, in E. coli strain BL21(DE3) SI were unsuccessful, and multiple protein bands were detected on Western blots. However, the full-length A189/192R recombinant protein or fragments derived from it were detected when they were expressed in E. coli BL21 CodonPlus (DE3) RIL, which contains extra tRNAs. Codon usage analysis of the a1891192r gene showed highly biased usage of the AGA and AUA codons compared to genes encoded by E. …

This map is not intended to be used for selecting individual sites. Its purpose is to inform land-use planners, government officials, and the public in a general way about geologic bedrock conditions that affect the selection of sites for various purposes. The properties of thick soils may supercede those of the underlying bedrock and should be considered on a site-to-site basis. At any site, it is important to understand the characteristics of both the soils and the underlying rock.

The 3-dimensional (3D) animated cartoon entitled Hanuman Chansamon is a presentation of the Ramakian in popular culture style. Cultural hybridity and dynamics make this cartoon appealing for closer investigation. The analysis reveals that hybrid features in Hanuman Chansamon can be categorized into two groups--"omnipresent hybrid feature" and "fractional hybrid feature." Omnipresent hybrid features are those that can be perceived throughout the show while fractional hybrid features exist in some specific components. The sole yet prominent omnipresent hybrid feature is the blend of traditional story and modern presentation technology. In recent years llamas have attracted great national and international interest for their qualities of human food production, fiber production for high-quality textiles, and for being an ecological animal. These qualities have allowed a resurgence of cultivating them for commercial ends. One of the principal limits is secure food for allowing a constant, sustainable growth. Determinants Of Poverty In Kenya: A Household Level Analysis, Alemayehu Geda, Niek De Jong, Mwangi S. Kimenyi, Germano Mwabu

Economics Working Papers

Strategies aimed at poverty reduction need to identify factors that are strongly associated with poverty and that are amenable to modification by policy. This article uses household level data collected in 1994 to examine probable determinants of poverty status, employing both binomial and polychotomous logit models. The study shows that poverty status is strongly associated with the level of education, household size and engagement in agricultural activity, both in rural and urban areas. In general, those factors that are closely associated with overall poverty according to the binomial model are also important in the ordered-logit model, but they appear to …
