Conflict Resolution, Nation-Building & Constitution-Making., Nicholas Haysom

New England Journal of Public Policy

Most of the current and intractable armed conflicts in the world today are intra-state conflicts in societies divided along the fault lines of race, religion, ethnicity, language, and region. These conflicts are overwhelmingly animated by identity. Even where such conflicts do not take on a violent form, they serve to prevent the emergence of interest-based politics in multi-cultural societies. The political systems in such nation-states -- and their national constitutions -- are required to address the way in which multiple identities can coexist within an inclusive national polity and alongside a national identity. This challenge faces both new democracies and …

Winning Wirzburger And Defeating The Blaine Amendments: Arguing Present Efficacy Instead Of Past Intent, Brendan Michael Groves Dec 2005

Winning Wirzburger And Defeating The Blaine Amendments: Arguing Present Efficacy Instead Of Past Intent, Brendan Michael Groves

ExpressO

The case of Wirzburger v. Galvin, currently on a writ of certiorari to the Supreme Court, may set the tone for all religious discrimination cases in the future. Massachusetts’ constitutional amendments that proscribe any citizen initiatives from either dealing with religion in general or attempting to repeal the states Blaine Amendment are at issue in the case. Petitioner’s counsel, the Becket Fund, rightly views this case as paramount in the long-march to victory over the anti-Catholic Blaine Amendments still codified in 37 state constitutions. However, they have lost almost every stage of the case.

This article argues that Wirzburger and …

Delayed Versus Immediate Feedback In An Independent Study High School Setting, Duane C. Lemley Dec 2005

Delayed Versus Immediate Feedback In An Independent Study High School Setting, Duane C. Lemley

Theses and Dissertations

Although there is general agreement that feedback plays an important role in student performance, the majority of the studies found in the research literature explore the impact of different types of feedback in a traditional and university-level setting. In order to explore the impact of different feedback types in a non-traditional distance learning setting, 352 high school students enrolled in courses offered through BYU's Independent Study (IS) department received either delayed feedback or immediate feedback generated by Speedback™, BYU's automated grading and feedback program, depending on whether they had opted to submit end of unit assignments by mail or …

Size-Fractionation And Characterization Of Cryoturbated Soil Organic Matter In Arctic Tundra, Alaska, Chunhao Xu Dec 2005

Size-Fractionation And Characterization Of Cryoturbated Soil Organic Matter In Arctic Tundra, Alaska, Chunhao Xu

Plant, Animal and Soil Sciences

Recent studies indicated a second layer of organic matter often accumulates in the lower active layer and upper permafrost in arctic tundra soils due to cryoturbation. The objective of this study is to characterize cryoturbated organic matter by the combination of physical size-fractionation approaches with modern analytical techniques. The results of elemental composition (C, N), stable isotope (¹³C, ¹⁵N), radiocarbon age (¹⁴C), and molecular fingerprints (Py-GC/MS) analysis indicated cryoturbated organic matters are little humified and highly bioavailable. SOM (soil organic matter) associated with fine sand size particles was considered to be the organic carbon pool most sensitive to the changing …

Changing Strategies In Seward Peninsula Reindeer (Rangifer Tarandus Tarandus) Management, Heather J. Oleson Dec 2005

Changing Strategies In Seward Peninsula Reindeer (Rangifer Tarandus Tarandus) Management, Heather J. Oleson

Natural Resources

Reindeer (Rangifer tarandus tarandus) management techniques have changed since the founding of the reindeer industry on the Seward Peninsula in 1891. From 1891-1915, herds were small and management was intensive. Between 1915 and 1944, community herds and joint stock companies were formed. Herd management was extensive and herds were large and relatively free roaming. A period of re-privatization followed from 1944 to 1960, during which a limited number of moderately stocked ranges were established. The era after 1960 saw the introduction of several new forms of technology, some of which became catalysts for broad changes in reindeer management. Snow machines …

Development And Characterization Of A Capillary Electrophoresis Instrument With Laser-Induced Fluorescence Detection For On-Line Monitoring Of Glutamate In Vivo Via Microdialysis, Kristian Edward Swearingen Dec 2005

Development And Characterization Of A Capillary Electrophoresis Instrument With Laser-Induced Fluorescence Detection For On-Line Monitoring Of Glutamate In Vivo Via Microdialysis, Kristian Edward Swearingen

Chemistry and Biochemistry

To elucidate the roles of key neurochemicals in the metabolic suppression of Arctic ground squirrels, a technique is required that is capable of on-line, in vivo, high temporal resolution, quantitative detection of neurotransmitters. A capillary electrophoresis instrument has been built that is coupled to microdialysis by flow-gated injection. Primary amines recovered in vivo via microdialysis are derivatized on-column by cyanide-catalyzed formation of fluorescent isoindoles with naphthalene-2,3-dialdehyde for laser-induced fluorescence detection. The system is capable of detecting base-line glutamate in vivo in 15-second intervals.

Addressing Feasibility Of Using Microdialysis To Monitor Adenosine In Arctic Ground Squirrel (Spermophilus Parryii), Bongchu Chi Dec 2005

Addressing Feasibility Of Using Microdialysis To Monitor Adenosine In Arctic Ground Squirrel (Spermophilus Parryii), Bongchu Chi

Chemistry and Biochemistry

Both hibernation and anapyrexia are important physiological adaptations. In addition, there is a strong relationship between survival rate and hypothermia during metabolic trauma. Evidence shows that adenosine might be one of the mediators, both of hibernation and anapyrexia. Adenosine is an inhibitory neuromodulator that suppresses neuronal activity when energy stores are low. This inhibitory activity makes adenosine a good candidate for neuroprotection via the suppression of neural activity during metabolic trauma. The main objective of this study was to investigate the feasibility of using microdialysis to monitor extracellular adenosine in the brains of Arctic ground squirrels (AGS), Spermophilus parryii, throughout …

Distribution And Movement Of Juvenile Tanner Crabs Chionoecetes Bairdi In Glacier Bay National Park, Julie Kristine Nielsen Dec 2005

Distribution And Movement Of Juvenile Tanner Crabs Chionoecetes Bairdi In Glacier Bay National Park, Julie Kristine Nielsen

Fisheries

Spatial segregation of adult and juvenile Tanner crabs was observed in conjunction with glacial landscape features during a comprehensive systematic survey of Glacier Bay National Park, Alaska, in 2002. Hot spots (clusters of high values) of catch per unit effort for juveniles occurred mainly in two narrow glacial inlets, whereas most adult hot spots occurred in the central portion of the bay. Overall, juveniles were associated with shallower depths and warmer temperatures than adults. However, in juvenile hot spot areas, where adults were rare, juveniles were associated with greater depths and colder temperatures than adults. Glaciated landscapes may provide spatial …

Effects Of Outbreeding Depression On Meristics And Bilateral Asymmetry In Hybrids Of Spatially Separated Populations Of Pink Salmon (Oncorhynchus Gorbuscha), Carrie L. Hoover Dec 2005

Effects Of Outbreeding Depression On Meristics And Bilateral Asymmetry In Hybrids Of Spatially Separated Populations Of Pink Salmon (Oncorhynchus Gorbuscha), Carrie L. Hoover

Fisheries

Different populations of a species distributed over diverse conditions adapt to their local environments to improve their ability to survive or reproduce. Intraspecific hybridization can alter the locally adapted population, resulting in reduced fitness, causing outbreeding depression. Manifestations of outbreeding depression in Pacific salmon include decreases in survival, fitness, and/or fitness-related traits. Many animals have paired morphological structures, resulting from canalization during development, which promote the animal's fitness; more symmetrical individuals often have faster growth, higher fecundity, or better survival. Meristic traits, such as the number of gill rakers in fish, can be easily determined. This study examined the potential …

Negotiating The Languages Of Landscape: Place Naming And Language Shift In An Inupiaq Community, Elizabeth K. Marino Dec 2005

Negotiating The Languages Of Landscape: Place Naming And Language Shift In An Inupiaq Community, Elizabeth K. Marino

Anthropology

This thesis examines the correlations between language shift, language death, and cultural change through the use of place names in White Mountain, Alaska. Traditionally Inupiaq place names have served as descriptive tools for navigating the landscape and as memory markers for oral histories, taboos, and places of harvest. Local Inupiaq place names have been inscribed in social memory for generations and, according to Inupiaq elders in White Mountain, none are without significance. As English replaces the Inupiaq language, these traditional place names fall out of use, as well as the local histories and other information associated with them. English place …

Regulation Of Ecdysteroid And Vitellogenin Levels During The Molt And Reproductive Cycles Of Female Dungeness Crab, Cancer Magister, Jamie David Thomton Dec 2005

Regulation Of Ecdysteroid And Vitellogenin Levels During The Molt And Reproductive Cycles Of Female Dungeness Crab, Cancer Magister, Jamie David Thomton

Marine Biology

The reproductive cycle of Dungeness crabs is complicated by the requirement for molting prior to mating. The temporal requirements for molting and ovarian maturation may prohibit an annual reproductive cycle in a proportion of crabs. The goal of this study was to quantify temporal concentrations of circulating ecdysteroids and vitellogenins in female crabs during an annual cycle. Hemolymph in laboratory maintained crabs was sampled to assess physiological state (molting or reproduction). In laboratory crabs, ecdysteroid concentrations were low during intermolt (20.3 ng/ml), increased to maximal levels 15 days before ecdysis (1,886.5 ng/ml), and declined to low concentrations (<90 ng/ml) 5 days before ecdysis. Premolt duration was 150 days, with peak molting in November. Vitellogenin concentrations increased 6-fold during induced (via eyestalk ablation) ovarian maturation over a 90 ± 7.4 day vitellogenic period, and 4-fold for natural ovarian maturation over a 75 to 100 day period. The capability to predict ecdysis 150 days before molt and spawning 100 days before egg extrusion through hemolymph analysis is useful in molt and reproductive assessment of Dungeness crab populations. Additionally, in a preliminary study, reproductive failure and shell-disease were induced by physiological stress due to captive environmental conditions

Multiple Stable Isotopic Analyses ([Delta]¹³C, [Delta]¹⁵N, [Delta]¹⁸O, And [Delta]D) Of The Boulder Patch, A High Arctic Kelp Community: Trophic And Temporal Perspectives, Casey William Debenham Dec 2005

Multiple Stable Isotopic Analyses ([Delta]¹³C, [Delta]¹⁵N, [Delta]¹⁸O, And [Delta]D) Of The Boulder Patch, A High Arctic Kelp Community: Trophic And Temporal Perspectives, Casey William Debenham

Marine Biology

The Boulder Patch, a high Arctic kelp community, is a rarity in the Alaskan Beaufort Sea. Considered a biodiversity oasis, this area provides habitat for many organisms. Trophic relationships, spatial patterns, and isotopic changes over time were examined within the Boulder Patch using stable carbon and nitrogen isotopes. 394 samples, representing over 55 species were analyzed. Isotope values showed considerable variability in the food web base, particularly for the kelp Laminaria solidungula. Isotopic values for most animals fit their known feeding strategies. Little spatial variation was observed in isotope values, however temporal differences were found in L. solidungula isotope values …
