It is well established that cyst-forming phytoplankton species are transported in ships' ballast tanks. However, there is increasing evidence that other phytoplankton species which do not encyst are also capable of surviving ballast transit. These species have alternative modes of nutrition (hetero- or mixotrophy) and/or are able to survive long-term darkness. In our studies of no-ballast-on-board vessels arriving in the Great Lakes, we tested for the presence of the harmful algal bloom species Aureococcus anophagefferens (brown tide) in residual (i.e., unpumpable) ballast water using methods based on the PCR. Although there are a large number of papers on secure routing in mobile ad-hoc networks, only a few consider the anonymity issue. In this paper, we define more strict requirements on the anonymity and security properties of the routing protocol, and notice that previous research works only provide Weak Location Privacy and Route Anonymity, and are vulnerable to specific attacks. Therefore, we propose the Anonymous Secure Routing (ASR) protocol that can provide additional properties on anonymity, i.e. Identity Anonymity and Strong Location Privacy, and at the same time ensure the security of discovered routes against various passive and active attacks. …

Sediments, as a repository for persistent anthropogenic contaminants, have the potential to cause deleterious effects in the aquatic environment. Particular attention to the quality of sediment is, therefore, warranted in the ecotoxicological risk assessment of aquatic systems. An assessment methodology combining chemical, ecotoxicological and ecological evaluations in a hierarchial test strategy, where toxicological significant and complexity increases with the tiers, is recommended for a thorough appraisal of sediment toxicity. Mental Disorder, Subsistence Strategies, And Victimization Among Gay, Lesbian, And Bisexual Homeless And Runaway Adolescents, Les B. Whitbeck, Xiaojin Chen, Dan R. Hoyt, Kimberly A. Tyler, Kurt D. Johnson

This study compares participation in deviant subsistence strategies, street victimization, and lifetime prevalence of five mental disorders (conduct disorder, major depressive disorder, post-traumatic stress disorder, alcohol abuse, and drug abuse) among heterosexual males and females (n = 366) and gay, lesbian, and bisexual (n = 63) homeless and runaway adolescents from the first wave of a longitudinal study of homeless youth in four Midwestern states. The results indicate that gay, lesbian, and bi¬sexual adolescents were more likely to have been physically and sexually abused by caretakers, were more likely to engage in risky survival strategies when on their own (including …

This thesis presents results of research I conducted during Spring 2003 through an internship with a private economic development organization (called here the TBEDO) that markets the strategically branded, seven-county region know as Tampa Bay domestically and internationally. The application of technology makes a lot of things easier, but for individuals with disability, it makes things possible. Rehabilitation robotics aims at providing robotic devices, which can act as functional extensions of the user, while performing basic activities. Providing a well-designed gripper as its end-effector can greatly enhance the performance of a rehabilitation robot. The gripper performs simple tasks like picking up objects and manipulating objects, which help in performing activities of daily living.

In the broadest historical perspective, the Convention laid the groundwork for the modern-day norm of multi-lateralist style and structure for sustainable management of ocean resources. Speaking of a "Pacific Age" is now commonplace. About a hundred years ago, however, it was almost a flight of fancy. In 1890, Manjiro Inagaki, a Cambridge-educated Japanese diplomat, wrote: "Without doubt the Pacific will in the coming century be the platform of commercial and political enterprise. This truth, however, escapes the eyes of ninety-nine out of a hundred, just as did the importance of Eastern Europe in 1790 and of Central Asia in 1857." Marine Ecosystem Management & (And) A Post-Sovereign Transboundary Governance, Bradley Karkkainen

This paper argues that for purposes of managing transboundary environment problems in general, and marine ecosystems in particular, the role of international law as traditionally understood is somewhat overrated. Binding international legal obligations owed by states to other states often turn out to be a good deal less important in environmental problem solving than is commonly supposed by many international lawyers, legal scholars, and environmental NGOs (non-governmental organizations). Specifically, this paper argues that emphasis on binding multilateral environmental agreements among sovereign states is often misplaced and possibly even counterproductive, insofar as it threatens to divert attention from more promising strategies …

I seek to establish here the degree to which multilateralism prevailed in the postwar era, or instead was overcome by unilateralist objectives and methods in pursuit of national interests. The empirical basis and special focus in much of my analysis is the discussion of Canada's role in regard to the diplomacy of the Pacific fisheries and more generally in regard to the process of developing modern ocean law as reflected in Canadian-U.S.-Japanese-British relations.

The Pacific, the world's largest ocean, contains many of the world's smallest countries. Most of these isolated islands were under colonial domination from the mid-19th century (or earlier) until about the 1970s, when they became independent. New Zealand (Aotearoa) and Australia participate in many Pacific regional organizations and activities. They are viewed as partners but play separate and different, while still important, roles because of their larger size and differences in culture and history.

Reflagged vessels and vessels flying flags of convenience (two phenomena that most often coexist) are frequent features in cases brought before the International Tribunal for the Law of the Sea (ITLOS or the Tribunal). Of all the cases decided by the Tribunal, only the Southern Bluefin Tuna cases and the MOX Plant case had nothing to do with this phenomenon; and only the former, which concerns fishing, somehow involves ships.

Quantitative Paleoenvironmental Analysis Of Carbonate Platform Sediments On The Marion Plateau (Ne Australia, Odp Leg 194), Kathryn Sheps

The Marion Plateau is a carbonate-platform complex on the passive northeast Australian margin. During ODP Leg 194, a series of eight sites, on two transects, were drilled through Oligocene to Holocene mixed carbonate and siliciclastic sediments that record the depositional history of the Marion Plateau. Major sediment constituents, including benthic foraminifers, were counted from thin sections made from samples taken from three drilling sites: bryozoan-dominated northern highstand platform site 1193 and northern lowstand ramp site 1194, and coralline red algae-dominated southern platform site 1196.

Quantitative multivariate analysis of benthic foraminiferal assemblages revealed three paleoenvironmentally relevant groups of taxa. The first …
