Variable Bandwidth Filter For Multibeam Echo-Sounding Bottom Detection, Barbara J. Kraft, Christian De Moustier Nov 2004

Variable Bandwidth Filter For Multibeam Echo-Sounding Bottom Detection, Barbara J. Kraft, Christian De Moustier

Center for Coastal and Ocean Mapping

The accuracy of a seafloor map derived from multibeam swath bathymetry depends first and foremost on the quality of the bottom detection process that yields estimates of the arrival time and angle of bottom echoes received in each beam. Filtering of each beam with a fixed bandwidth filter, with the bandwidth based on the length of the transmitted pulse, reduces the error associated with the time-angle estimates. However, filters of this type can not be optimal over the wide range of operational environments encountered. Better results are obtained with a processing scheme that varies the filter bandwidth across the swath …

Shiga Toxin Binding To Isolated Porcine Tissues And Peripheral Blood Leukocytes, Kellie R. K. Winter, William C. Stoffregen, Evelyn A. Dean-Nystrom Nov 2004

Shiga Toxin Binding To Isolated Porcine Tissues And Peripheral Blood Leukocytes, Kellie R. K. Winter, William C. Stoffregen, Evelyn A. Dean-Nystrom

United States Department of Agriculture-Agricultural Research Service / University of Nebraska-Lincoln: Faculty Publications

Shiga toxin (Stx) binding sites in porcine tissues and leukocytes were identified by the use of Stx overlay and anti-CD77/Gb3 immunoassays. Stx1 and Stx2 bound to similar tissue locations and leukocytes, although some differences were noted. Previously unreported Stx binding sites were identified in kidney tubules, intestinal lymphoid aggregates, sinusoidal liver cells, alveolar macrophages, and peripheral blood leukocytes.

Foreword Symposium: Interdisciplinary Perspectives On Fear And Risk Perception In Times Of Democratic Crisis:, Christina E. Wells, Jennifer K. Robbennolt

Missouri Law Review

The terrorists attacks on September 11, 2001, the implentation of the USA PATRIOT ACT, and the government's indefinite detention of "enemy combatants" have all sparked renewed interest in the balance between security and liberty in times of crisis. Recently, legal scholars have debated topics ranging from the constitutionality and wisdom of the government's responses to terror to the appropriate roles for institutional actors and the public in national security decisions. While these debates have contributed enormously to the public discussion that is the foundation of a democratic society, they have not completely captured the complexities of governmental responses to crisis. …

Fear: A Story In Three Parts, Rachel F. Moran Nov 2004

Fear: A Story In Three Parts, Rachel F. Moran

Missouri Law Review

This article reflects on the story of Army PFC Jesse A. Givens. It is a story of fear in three parts. I hope to gain understanding of emotion as part of a private experience, and interpersonal communication, and a public event. As the story will show, fear can be defined in purely cognitive terms. Fear can also be defined as “cognition plus.” Argued here is that a purely cognitive approach is inadequate for a complete analysis of emotion’s role in collective decision-making. What seems critical is that proponents of both pure cognition and cognition plus move beyond definitions of emotion …

Other Disciplines, Methodologies, And Countries: Studying Courts And Crisis, Tracey E. George Nov 2004

Other Disciplines, Methodologies, And Countries: Studying Courts And Crisis, Tracey E. George

Missouri Law Review

The United States is at war: in Iraq, in Afghanistan, and against terrorism. This symposium asks the timely question: How do governments and their citizens respond to fear and risk in times of crisis? In the essay, I begin by framing the issue very briefly. I then argue that understanding this issue requires scholars to follow Epstein and Wells by looking to other disciplines, methodologies, and countries.

Questioning Deference, Christina E. Wells Nov 2004

Questioning Deference, Christina E. Wells

Missouri Law Review

Part I of this Article discusses executive branch actions in the crises discussed earlier and identifies a pattern of response to certain perceived threated. Part II assesses this historical pattern in light of a psychological understanding of risk assessment, concluding that the pattern is consistent with predictably skewed risk assessment. Part III discusses the psychology of accountability and the possibility that judicial review can serve as a mechanism of accountability and improve executive decision making.

Defending Deference: A Response To Professors Epstein And Wells, Robert J. Pushaw Jr. Nov 2004

Defending Deference: A Response To Professors Epstein And Wells, Robert J. Pushaw Jr.

Missouri Law Review

This Note primarily seeks to challenge Professor Wells’s ideas contributed to the symposium. Specifically, the Constitution creates political and institutional structures that lead to strong executive-branch initiative in military affairs and fairly circumscribed judicial review. Constitutional considerations, as well as precedent, cast doubt on the viability of Wells’s “hard look” proposal and suggest that the Court will—should—continue its pattern of reviewing with deference wartime claims that the President has violated individual rights.

What's Fear Got To Do With It - It's Affect We Need To Worry About, Paul Slovic Nov 2004

What's Fear Got To Do With It - It's Affect We Need To Worry About, Paul Slovic

Missouri Law Review

My objective in this paper is to provide psychological perspective on the challenges to rational decision making in the face of terrorism and other risk crisis. I shall begin with an introduction to the psychology of risk, highlighting the role of affect and its contribution to what may be called “risk as feeling.” I shall then address the need to educate and inform citizens about risks from terrorism and some of the particular challenges this entails.

Eating The Poisonous Fruit: The Eighth Circuit Will Not Exclude Derivative Evidence From A Miranda Violation, Kerry F. Schonwald Nov 2004

Eating The Poisonous Fruit: The Eighth Circuit Will Not Exclude Derivative Evidence From A Miranda Violation, Kerry F. Schonwald

Missouri Law Review

Today almost anyone who has ever turned on a television is familiar with the four Miranda warnings. However, the general public is probably not aware of what happens when those rights are violated. In United States v. Villalba-Alvarado, the Eighth Circuit Court of Appeals joined the Third and Fourth Circuits in holding that the poisonous fruit doctrine does not apply to physical evidence derived from a Miranda violation.

Fear And Risk In Times Of Crisis: The Media's Challenge, Richard C. Reuben Nov 2004

Fear And Risk In Times Of Crisis: The Media's Challenge, Richard C. Reuben

Missouri Law Review

With five to ten minutes to comment at the very end of an intellectually exhilarating two-day symposium, I am quite frankly tempted to say "You know, they've all got a point," and leave it at that. But this has been an important discussion, and in this comment I'd like to at least try to make a small contribution to it.

To Support And Defend The Constitution Of The United States Against All Enemies, Foreign And Domestic: Four Types Of Attorneys General And Wartime Stress, Betty Houchin Winfield Nov 2004

To Support And Defend The Constitution Of The United States Against All Enemies, Foreign And Domestic: Four Types Of Attorneys General And Wartime Stress, Betty Houchin Winfield

Missouri Law Review

War exacerbates the usual tensions between individual freedoms and national security. In such times, the United States frequently sacrifices its tradition of individual autonomy and deliberative debate for the security and unanimity of an autocratic, military-style government. Individual rights are often the first casualties of hastily enacted legal measures that expand executive power without regard to constitutional checks and balances. While the expansions have generated criticism and calls for greater government accountability, it is often difficult to determine who within the executive should be held accountable. As the President’s chief law enforcement officer, the Attorney General of the United States …

The Situational Character: A Critical Realist Perspective On The Human Animal, Jon Hanson, David Yosifon Nov 2004

The Situational Character: A Critical Realist Perspective On The Human Animal, Jon Hanson, David Yosifon

Faculty Publications

This Article is dedicated to retiring the now-dominant "rational actor" model of human agency, together with its numerous "dispositionist" cohorts, and replacing them with a new conception of human agency that the authors call the "situational character." This is a key installment of a larger project recently introduced in an article titled

The Situation: An Introduction to the Situational Character, Critical Realism, Power Economics, and Deep Capture. That introductory article adumbrated, often in broad stroke, the central premises and some basic conclusions of a new approach to legal theory and policy analysis. This Article provides a more complete version of …

Earth Sciences

Peatlands in Europe has formed a significant sink for atmospheric CO2 since the last glacial maximum. Currently they are estimated to hold ca. 42 Gt carbon in the form of peat and are therefore a considerable component in the European carbon budget. Due to the generally wet soil conditions in peatlands they are also significant emitters of the strong greenhouse gas (GHG) methane (CH4) and in some cases also of nitrous oxide (N2O). The EU funded CarboEurope-GHG Concerted Action attempts to develop a reliable and complete greenhouse gas budget for Europe and this report aims to provide a review and …

Japan’S Constitution And Defense Policy: Entering A New Era?, Rust Deming Nov 2004

Japan’S Constitution And Defense Policy: Entering A New Era?, Rust Deming

Strategic Forums

This Strategic Forum policy brief examines the evolving debate in Japan over constitutional revision and defense policy reform in the post–Cold War security environment. Focusing on Article IX of the 1947 constitution, which renounces war and restricts military capabilities, the article analyzes pressures driving reconsideration of Japan’s defense posture, including generational change, North Korea’s missile and nuclear programs, China’s growing power, participation in international peacekeeping operations, ballistic missile defense cooperation with the United States, and the Iraq War. The study outlines competing political perspectives—“alliance nationalists,” “internationalists,” and “neo-nationalists”—and assesses their influence on the revision of Japan’s National Defense Program Outline …

Physical Activity Among Children Attending Preschools, Russell R. Pate, Karin A. Pfeiffer, Stewart G. Trost, Paula Ziegler, Marsha Dowda Nov 2004

Physical Activity Among Children Attending Preschools, Russell R. Pate, Karin A. Pfeiffer, Stewart G. Trost, Paula Ziegler, Marsha Dowda

Faculty Publications

Objectives. Obesity rates are increasing among children of all ages, and reduced physical activity is a likely contributor to this trend. Little is known about the physical activity behavior of preschool-aged children or about the influence of preschool attendance on physical activity. The purpose of this study was to describe the physical activity levels of children while they attend preschools, to identify the demographic factors that might be associated with physical activity among those children, and to determine the extent to which children’s physical activity varies among preschools.

Methods. A total of 281 children from 9 preschools wore an Actigraph …

Light Hadrons With Improved Staggered Quarks: Approaching The Continuum Limit, James E. Hetrick, C. Aubin Nov 2004

Light Hadrons With Improved Staggered Quarks: Approaching The Continuum Limit, James E. Hetrick, C. Aubin

All Faculty Articles - School of Engineering and Computer Science

We have extended our program of QCD simulations with an improved Kogut-Susskind quark action to a smaller lattice spacing, approximately 0.09 fm. Also, the simulations with a ≈ 0.12 fm have been extended to smaller quark masses. In this paper we describe the new simulations and computations of the static quark potential and light hadron spectrum. These results give information about the remaining dependences on the lattice spacing. We examine the dependence of computed quantities on the spatial size of the lattice, on the numerical precision in the computations, and on the step size used in the numerical integrations. We …

Light Pseudoscalar Decay Constants, Quark Masses, And Low Energy Constants From Three Flavor Lattice Qcd, James E. Hetrick, C. Aubin

All Faculty Articles - School of Engineering and Computer Science

As part of our program of lattice simulations of three-flavor QCD with improved staggered quarks, we have calculated pseudoscalar meson masses and decay constants for a range of valence quark masses and sea-quark masses on lattices with lattice spacings of about 0.125 and 0.09 fm. We fit the lattice data to forms computed with “staggered chiral perturbation theory.” Our results provide a sensitive test of the lattice simulations, and especially of the chiral behavior, including the effects of chiral logarithms. We find: fπ = 129.5 ± 0.9 ± 3.5 MeV, fK = 156.6 ± 1.0 ± 3.6 MeV, and fK/ …
