Fixed-Connectivity Membranes, Mark Bowick

The statistical mechanics of flexible surfaces with internal elasticity and shape fluctuations is summarized. Phantom and self-avoiding isotropic and anisotropic membranes are discussed, with emphasis on the universal negative Poisson ratio common to the low-temperature phase of phantom membranes and all strictly self-avoiding membranes in the absence of attractive interactions. The study of crystalline order on the frozen surface of spherical membranes is also treated.

A compound for use in an electro luminescent (EL) device. The compound includes a first substance in combination with a second substance. The first substance includes nanostructures in combination with an equal weight percentage of PPV derivative, whereas the second substance is a PPV derivative. The first substance makes up from greater than 0 wt % to about 3 wt % of the compound, whereas the second substance makes up the remainder. Also, an EL device made from the compound, and a method of making the EL device, are disclosed.

The Hollman Consent Decree was the negotiated settlement in 1995 of a class action lawsuit, Hollman v Cisneros, filed in the fourth district federal judicial court in 1992 by the Legal Aid Society of Minneapolis and the local chapter of the National Association for the Advancement of Colored People, alleging racial discrimination by the City of Minneapolis and its public housing authority.

Despite the decrees call for the relocation of the public housing residents of the four north-side housing projects to areas of lower race and poverty concentrations, the majority of families relocated to other neighborhoods on the north side …

A Meta-Analytic Review Of The Effects Of High Stress On Eyewitness Memory, Kenneth A. Deffenbacher, Brian H. Bornstein, Steven D. Penrod, E. Kiernan Mcgorty

In the past 30 years researchers have examined the impact of heightened stress on the fidelity of eyewitness memory. Meta-analyses were conducted on 27 independent tests of the effects of heightened stress on eyewitness identification of the perpetrator or target person and separately on 36 tests of eyewitness recall of details associated with the crime. There was considerable support for the hypothesis that high levels of stress negatively impact both types of eyewitness memory. Meta-analytic Z-scores, whether unweighted or weighted by sample size, ranged from -5.40 to -6.44 (high stress condition–low stress condition). The overall effect sizes were -.31 for …

Loop Quantum Gravity Effects On Inflation And The Cmb, Shinji Tsujikawa, Parampreet Singh, Roy Maartens

In loop quantum cosmology, the universe avoids a big bang singularity and undergoes an early and short super-inflation phase. During super-inflation, non-perturbative quantum corrections to the dynamics drive an inflaton field up its potential hill, thus setting the initial conditions for standard inflation. We show that this effect can raise the inflaton high enough to achieve sufficient e-foldings in the standard inflation era. We analyse the cosmological perturbations generated when slow-roll is violated after super-inflation and show that loop quantum effects can in principle leave an indirect signature on the largest scales in the CMB, with some loss of power …

There is a recent trend toward rule-based authorization systems to achieve flexible security policies. Also, new sensing technologies in pervasive computing make it possible to define context-sensitive rules, such as ``allow database access only to staff who are currently located in the main office.'' However, these rules, or the facts that are needed to verify authority, often involve sensitive context information. This paper presents a secure context-sensitive authorization system that protects confidential information in facts or rules. Partitioning Regular Polygons Into Circular Pieces Ii: Nonconvex Partitions, Mirela Damian, Joseph O'Rourke

We explore optimal circular nonconvex partitions of regular k-gons. The circularity of a polygon is measured by its aspect ratio: the ratio of the radii of the smallest circumscribing circle to the largest inscribed disk. An optimal circular partition minimizes the maximum ratio over all pieces in the partition. We show that the equilateral triangle has an optimal 4-piece nonconvex partition, the square an optimal 13-piece nonconvex partition, and the pentagon has an optimal nonconvex partition with more than 20 thousand pieces. For hexagons and beyond, we provide a general algorithm that approaches optimality, but does not achieve it.

Structural Properties Of Discs And Bulges Of Early-Type Galaxies, Roelof S. De Jong, Luc Simard, Roger L. Davies, R. P. Saglia, David Burstein, Matthew Colless, Robert Mcmahan, Gary Wegner

We have used the EFAR sample of galaxies to investigate the light distributions of early-type galaxies. We decompose the two-dimensional light distribution of the galaxies in a flattened spheroidal component with a Sérsic radial light profile and an inclined disc component with an exponential light profile. We show that if we assume that all galaxies can have a spheroidal and a disc component, then the brightest, bulge-dominated elliptical galaxies have a fairly broad distribution in the Sérsic profile shape parameter nB, with a median of approximately 3.7 and with σ∼ 0.9. Other galaxies have smaller nB values. …

The article offers a description of characteristics of a local governmental model of health care. According to the author, these characteristics are: the domination of public sources of financing (especially local governments' budgets), the distribution of money on health care by the local government and administration, local government's ownership of most health-care units, availability of health-care services to every citizen. The article describes local governmental health care in the Scandinavian countries and Spain, presenting similarities and differences between particular systems and the reforms they have gone through.
