Matrix isolation infrared spectroscopy has been combined with theoretical calculations for the characterization of the 1:1 hydrogen-bonded complex between H₂O and dimethyl methylphosphonate (DMMP). The symmetric O-H stretching mode was observed to shift 203 cm^-1 to lower energy upon hydrogen bond formation, while a 32 cm^-1 blue shift was noted for the H-O-H bending mode of the H₂O subunit in the complex. These values compare extremely well with the (unscaled) shifts of -203 and +32 cm^-1, respectively, that were calculated theoretically at the MP2/6-31+G** level. Polyester/TiO2 nanocomposites have been fabricated using an in-situ polymerization technique coupled with ultrasonics, and an investigation has been conducted to characterize their mechanical and fracture behavior under quasi-static and dynamic loading conditions. The presence of the particles had the greatest effect on fracture toughness; negligible particle influence was observed in the remaining mechanical properties obtained using quasi-static loading. Scanning electron microscopy analysis of fracture surfaces was carried out to identify toughening mechanisms. Dynamic fracture toughness testing was carried out, and an increase in dynamic fracture toughness relative to quasi-static fracture toughness was observed. This dissertation presents a study of the effect of humidity on the static and dynamic strength of adhesive composite lap joints and an electrochemical study of coatings on metals and galvanic couples. The effect of humidity on the static and impact strength of composite lap joints was studied by bonding steel to carbon fiber using a commercially available two-part epoxy. The quasi-static strength of the joints was measured using an INSTRON machine and the dynamic strength was determined with a Split-Hopkinson Pressure Bar Apparatus. At a conference in Rome, nations from around the globe created the International Criminal Court to hold accountable and punish those responsible for genocide, war crimes and crimes against humanity. When the moment of truth arrived for the United States, the United States opposed the formation of the International Criminal Court. Moreover, in response to the existence of the Court, the United States took measures to insulate itself from the jurisdiction of the Court by enacting the American Servicemembers' Protection Act. Wavelength tuning is demonstrated in an antenna-coupled infrared microbolometer. With a 300-mV control voltage, we observed a tuning range of 0.15 mum near 10 mum. A metal-oxide-semiconductor capacitor underneath the antenna arms causes the shift of resonance wavelength with applied voltage. We develop a device model that agrees with measured results.

The degenerate and nondegenerate two-photon absorption (2PA) spectra for a symmetric and an asymmetric fluorene derivative were experimentally measured in order to determine the effect of intermediate state resonance enhancement (ISRE) on the 2PA cross section delta. The ability to tune the individual photon energies in the nondegenerate 2PA (ND-2PA) process afforded a quantitative study of the ISRE without modifying the chemical structure of the investigated chromophores. Both molecules exhibited resonant enhancement of the nonlinearity with the asymmetric compound showing as much as a twentyfold increase in delta.
