Analytic expressions for the mutual coherence function (MCF) and the scintillation index of a partially coherent lowest order Gaussian beam wave propagating through the atmosphere (based on Kolmogorov spectrum model) are developed for the pupil plane of a receiving system. Partial coherence of the beam is modeled as a thin (complex) phase screen with Gaussian spectrum (Rytov theory and ABCD ray matrices are applied). The relation between the second- and fourth-order statistics for a beam with any degree of coherence in the atmosphere is introduced with the help of “effective” beam parameters, deduced from the free-space MCF. This essay is a philosophical polemic against the essence of modern technology. The piece does not advance a Luddite's agenda, however, since it describes modern technology's essence as technological thinking, rather than as the manifold of technical instruments and processes. Technological thinking is not just careful planning towards well thought-out ends. Rather, it is an entire orientation to life, and as such it is a monstrosity: it relentlessly and heartlessly transforms the world's beings, including human beings, into measurable units of production and consumption that are constantly being judged for their contributions to "productivity." The mitochondrial DNA (mtDNA) haplogroups of 54 full-blooded modern and 64 ancient Native Americans from northwestern North America were determined. The control regions of 10 modern and 30 ancient individuals were sequenced and compared. Within the Northwest, the frequency distribution for haplogroup A is geographically structured, with haplogroup A decreasing with distance from the Pacific Coast. The haplogroup A distribution suggests that a prehistoric population intrusion from the subarctic and coastal region occurred on the Columbia Plateau in prehistoric times. Overall, the mtDNA pattern in the Northwest suggests significant amounts of gene flow among Northwest Coast, Columbia Plateau, and Great …

The author examines America's options regarding the basing of ground troops in Europe and considers three major options available to the United States--complete withdrawal, annual rotations, and restructuring the Alliance to accommodate a smaller U.S. presence. While weighing the advantages and disadvantages of each option, he does not lose sight of the ultimate objective of NATO--to provide credible land power for the full spectrum of operations. He introduces a NATO 3-3 Force Structure concept that rests on a smaller NATO ground force adaptive to the capabilities and wealth of member states; increases interoperability (technologically and procedurally); and supports the expeditionary …

The author offers a framework for improving the antiterrorist capabilities of the Central Asian militaries, including increased and focused military training with a special emphasis on Special Forces units. The training should take place within a regional train and equip program to increase effectiveness and efficiency. But, he argues, all assistance to the Central Asian states must complement broader diplomatic efforts to promote social, economic, and political reform.

Conflict abroad almost always enhances executive power at home. This expectation has held true at least since the constitutions of antiquity. It holds no less true for modern constitutions, including the Constitution of the United States. Constitutional arguments for executive power likewise escalate with increased perceptions of foreign threat. It is therefore hardly surprising that broad assertions of presidential power have become commonplace after the events of September 11, 2001, and the ensuing war on international terrorism. One perennial weapon in the executive arsenal is the so-called "Vesting Clause" of Article II of the Constitution. This clause, which provides that …
