This paper is essentially a history of religion in Mongolia with the purpose of illuminating the present state of religion at a socially, culturally, and politically unique point in Mongolia’s history. It has only been fourteen years since Mongolia experienced a political transition from totalitarianism to democracy, and the country now finds itself in a kind of “Limbo” with respect to not only the political state of the nation, but also the spiritual state of its individuals. In 1996, as the Mongolian delegation entered the Olympic arena in Atlanta, a Russian announcer let his tongue slip and heralded the country as a true independent nation, because nobody depends on them. The comment triggered a scandal which was suppressed under a deluge of meaningless public apologies, yet merely eight years later, the Russian announcer’s insult seems to barely even apply anymore. This research project seeks to combine a Russian Language component with a look at Russian foreign politics by performing a discourse analytical study of the Russian mass media reaction to the November 2004 United States Presidential elections. Discourse analysis is a method by which a language or speech sample is analyzed to discover the greater social and societal meanings and implications hidden within those words. Arenaviruses comprise a diverse family of rodent-borne viruses that are responsible for recurring and emerging outbreaks of viral hemorrhagic fevers worldwide. The Junin virus, a member of the New World arenaviruses, is endemic to the pampas grasslands of Argentina and is the etiologic agent of Argentine hemorrhagic fever. In this study, we have analyzed the assembly and function of the Junin virus envelope glycoproteins. The mature envelope glycoprotein complex is proteolytically processed from the GP-C precursor polypeptide and consists of three noncovalently associated subunits, G1, G2, and a stable 58-amino-acid signal peptide. Faculty Publications

This article examines the accepted axiom that courts should defer to the government's actions during national security crises even when such actions potentially violate citizens' constitutional rights. The paper questions two assumptions underlying that axiom - first, that executive officials are best equipped to determine when security needs justify liberty infringements and, second, that judges are particularly unqualified to meddle in security issues, even when civil liberties are involved. Relying on psychological theories regarding the role that fear plays in skewing risk assessment and historical analyses of past crises, the paper argues that times of crisis lend themselves to unnecessary …

Punishing The Innocent Along With The Guilty: The Economics Of Individual Versus Group Punishment, Thomas J. Miceli, Kathleen Segerson

Economics Working Papers

Standard models of law enforcement involve the apprehension and punishment of a single suspect, but in many contexts, punishment is actually imposed on an entire group known to contain the offender. The advantages of .group punishment. are that the offender is punished with certainty and detection costs are saved. The disadvantage is that innocent individuals are punished. We compare individual and group punishment when social welfare depends on fairness, and when it depends on deterrence. We show that group punishment may dominate in the former case if the detection technology is ineffective but never in the latter case. We discuss …
