War is inherently damaging to the environment. Though these deleterious actions are often attributed to "states" during times of armed conflict, they are normally the result of military operations conducted by members of the military who are carrying out orders from military superiors. While many have proposed systemic changes that affect how states can or should be held responsible, few have commented on the process of holding individual military personnel or commanders responsible for battlefield acts of environmental damage. US Secretary of Defense Donald Rumsfeld dismissed the looting of the Iraqi National Museum in April 2003 by remarking, “stuff happens.” In doing so, he gave an early indication that in planning to invade Iraq, the Bush Administration failed to take seriously the legal obligations of an occupying power. Occupying powers have a variety of binding legal obligations, including obligations to stop looting, protect cultural property, and protect persons in detention. Yet, the Administration sent a wholly inadequate force to fulfill those obligations, and, more seriously, the force received no direct and imperative orders to do so. As a result, …

This thesis is the culmination of my work as a graphic artist thus far. I chose to investigate the use of type and image in the production of social protest art, as it relates to historical and contemporary art as well as my own. Methods used in gathering the data include references from books, periodicals, websites, and hands-on application of the artistic process. Conclusions found within this paper suggest that using type and image within a multimedia process, serves to communicate important messages and attempts to educate the viewer on important political and social matters. The Red Scare of the late 1940s and 1950s was fueled by claims of governmental espionage from former members of the communist underground. Harry Dexter White, Assistant Secretary of the Treasury was accused of being a Soviet agent of influence. This paper will analyze the current issues in the discussion of Soviet espionage and focus on White's activities in this regard. The evidence on White is clear enough to show that he did pass sensitive information to the Soviets. He also succeeded in subverting American policy to favor Soviet interests over U.S. interests. During Mine Warfare (MIW) operations, MIW analysts perform change detection by visually comparing historical sidescan sonar imagery (SSI) collected by a sidescan sonar with recently collected SSI in an attempt to identify objects (which might be explosive mines) placed at sea since the last time the area was surveyed. This dissertation presents a data structure and three algorithms, developed by the author, that are part of an automated change detection and classification (ACDC) system. Environmental pollution has been a serious concern worldwide. Many degradation methods have been developed to clean sites contaminated with pollutants. More knowledge and better understanding in this field will help to protect our environment. The goal of the research in this thesis is to gain a better understanding of the mechanism of organic pollutant degradation in Fenton reactions and sonochemical reactions. Fenton degradation uses hydroxyl radical to oxidize organic compounds. The radical is produced by catalytic decomposition of hydrogen peroxide with Fe(II). Further research has found that addition of cyclodextrins can enhance degradation efficiency of hydrophobic organic pollutants. To study …

Investigation Of Inductively Coupled Plasma As An Atomization Source For Analytical And Fundamental Measurements Using Cavity Ringdown Spectroscopy, Fabio Jerome Mazzotti

Analytical as well as fundamental measurements were performed with an inductively coupled plasma (ICP) using the novel technique of cavity ringdown spectroscopy. A newly designed ICP torch was presented. Limits of detection were measured for elemental mercury, both in an ICP as well as in a cold mercury chemical generator. The efficiency of the technique was compared with laser-induced fluorescence (LIF) in the ICP. Isotopically resolved spectra of uranium were collected with this technique and results were compared to previous studies using LIF. Gas temperature and electron density estimations were done by lineshape measurements on lead atoms in the ICP. …

Non-experts easily observe that the competitive Northern Europe electricity market2 reflects far less market manipulation (gaming) than in the Western U.S.3 Joseph Stiglitz presents a stark view of U.S. competition, particularly of deregulation gone amok: Basic laws of economics say that competition is supposed to result in zero profits; if the lobbyists really believed their proposals would result in intense competition, why were they investing so much in trying to convince the government to adopt these proposals that would, presumably, wipe away their profits? The Article explores ways to ensure the future economic viability and the territorial integrity of Kosovo, whether as an independent state or as an entity with autonomous powers under the sovereignty of Serbia. The Article discusses the experiences of the European Union and MERCOSUR economic integration projects that have led to permanent peaceful relations among the participating countries, and contributed to overcoming historically bitter rivalries and conflicts. In November 2003, the Council on Anthropology and Education honored John Ogbu with the George and Louise Spindler Award, for exemplary and long-term contributions to educational anthropology. But in March 2003, a noted economist condemned Ogbu’s work as serving an “oppressive function.” In this paper, such contradictory instances are cited as the author recounts his encounters with Ogbu’s scholarship. Disparate assessments of Ogbu’s ideas and legacy raise important questions. What responsibility do educational anthropologists have for how their research is understood? Which aspects of Ogbu’s legacy should we hold onto as his work is interpreted in politicized and polarized ways?

The American Institute of Certified Public Accountants (AICPA) and the Association to Advance Collegiate Schools of Business (AACSB International) either intentionally or because of shortsightedness or ignorance have diminished the importance of the study of law. By choosing to ignore the news headlines and the illegal and unethical behavior of some executives, these organizations fail to realize the connection between a knowledge of the law and the quality of business leaders. The marginalization of legal studies ill-serves our students. The new computerized CPA Exam is the latest manifestation of this trend.

This paper presents a real time state estimation algorithm for control and security maintenance of multi-converter MES power electronic systems. Estimation of the state variables of the system includes the effects of ripples and converter switching actions. the proposed state estimator is based on the Weighted Least Squares (WLS) approach. This study examines how managers make strategic decisions efficiently and simultaneously build the consensus often required to implement decisions successfully. The findings suggest that groups employed 2 critical processes - one substantive/cognitive and the other symbolic/political - to achieve high levels of efficiency and consensus. On the substantive dimension, they gradually structured complex problems by making a series of intermediate choices about particular elements of the decision. On the symbolic dimension, they took steps to preserve the legitimacy of the decision-making process. The examination of Kentucky during the crisis of 1860-1 provides a unique understanding of the secession crisis because ofKentuckians political, economic, and social ties with both the North and the South. The most populated county in Kentucky was Jefferson County, which was home to the largest city, Louisville. By investigating Jefferson County it allows for an overall synthesis of what Kentuckians believed and considered at the onset of the American Civil War. Colonisation in Australia entailed the establishment of legal institutions, but very often lagging the extension of the boundaries of settlement. As a common-law institution of ancient lineage the inquest was an important means of exploring reasons for unexplained deaths, even leading to prosecutions. Yet the protections afforded by rule of law institutions were nugatory where they affected Aboriginal people in conflict with settler society, as shown in this study of the many inquiries in which deaths were attributed to the actions of the police in colonial Queensland.

Professor Viet Dinh, a major drafter of and architectural influence upon the USA PATRIOT Act, provides an indirect scholarly justification for the far-reaching powers of the act in his article, Nationalism in the Age of Terror. Part II of this Commentary begins by exploring the ostensible underpinnings of Dinh's article by examining his understanding of nationalism. Part III explains why crony nationalism is not the best defense against global terrorism. Part IV then analyzes some significant United States foreign policy undertakings that have arguably negatively affected United States national security. Tinners And The Stannaries: Law, Life, And Labor In Fourteenth-Century Cornwall, Michael Kurt Deen

Based on extensive archival research, this thesis analyzes the socio-economic position occupied by fourteenth-century tinners in Cornwall, England. The tinners represented a privileged group of laborers in the later Middle Ages, and the records of their stannary courts provide a unique glimpse into their lives. the evidence from these records show that the stannaries of Cornwall experienced a transformation of the structure of labor after the Black Death out of tin production and into agriculture. The result was a shift from a system overwhelmingly dominated by independent prospectors, dependant on credit for survival, to one which included large-scale operations owned …
