The United States Congress recently passed the first federal legislation to curb the influx of spam. However, the Controlling the Assault of Non-Solicited Pornography and Marketing Act ("CAN-SPAM Act") left some measures to be enacted by the Federal Trade Commission ("FTC"), and some consumers are calling for the Act to have a broader reach and for the creation of a Do-Not-E-Mail registry. Conversely, the FTC decided to delay the creation of a registry and opted to assist in the development of a new technological authentication system. The Hollman Consent Decree was the negotiated settlement in 1995 of a class action lawsuit, Hollman v Cisneros, filed in the fourth district federal judicial court in 1992 by the Legal Aid Society of Minneapolis and the local chapter of the National Association for the Advancement of Colored People, alleging racial discrimination by the City of Minneapolis and its public housing authority.

Despite the decrees call for the relocation of the public housing residents of the four north-side housing projects to areas of lower race and poverty concentrations, the majority of families relocated to other neighborhoods on the north side …

We have used the EFAR sample of galaxies to investigate the light distributions of early-type galaxies. We decompose the two-dimensional light distribution of the galaxies in a flattened spheroidal component with a Sérsic radial light profile and an inclined disc component with an exponential light profile. We show that if we assume that all galaxies can have a spheroidal and a disc component, then the brightest, bulge-dominated elliptical galaxies have a fairly broad distribution in the Sérsic profile shape parameter nB, with a median of approximately 3.7 and with σ∼ 0.9. Other galaxies have smaller nB values. …

Partitioning Regular Polygons Into Circular Pieces Ii: Nonconvex Partitions, Mirela Damian, Joseph O'Rourke

We explore optimal circular nonconvex partitions of regular k-gons. The circularity of a polygon is measured by its aspect ratio: the ratio of the radii of the smallest circumscribing circle to the largest inscribed disk. An optimal circular partition minimizes the maximum ratio over all pieces in the partition. We show that the equilateral triangle has an optimal 4-piece nonconvex partition, the square an optimal 13-piece nonconvex partition, and the pentagon has an optimal nonconvex partition with more than 20 thousand pieces. For hexagons and beyond, we provide a general algorithm that approaches optimality, but does not achieve it.

Abstract

Retinoids are recognized as important regulators of vertebrate development, cell differentiation, and tissue function. Previous studies, performed both in vivo and in vitro, indicate that retinoids influence several reproductive events, including follicular development, oocyte maturation and early embryonic development. The present study evaluated in vitro effects of retinol addition to media containing maturing bovine oocytes and developing embryos in both a low oxygen atmosphere (7%) and under atmospheric oxygen conditions (20%). In the first experiment, abbatoir collected bovine oocytes were matured in the presence or absence of varying concentrations of retinol. After a 22–24 hour maturation period the oocytes …

In the past 30 years researchers have examined the impact of heightened stress on the fidelity of eyewitness memory. Meta-analyses were conducted on 27 independent tests of the effects of heightened stress on eyewitness identification of the perpetrator or target person and separately on 36 tests of eyewitness recall of details associated with the crime. There was considerable support for the hypothesis that high levels of stress negatively impact both types of eyewitness memory. Meta-analytic Z-scores, whether unweighted or weighted by sample size, ranged from -5.40 to -6.44 (high stress condition–low stress condition). The overall effect sizes were -.31 for …

The characteristics of the principal barotropic diurnal and semidiurnal tides are examined for the South Atlantic Bight (SAB) of the eastern United States coast. We combine recent observations from pressure gauges and ADCPs on fixed platforms and additional short-term deployments off the Georgia and South Carolina coasts together with National Ocean Service coastal tidal elevation harmonics. These data have shed light on the regional tidal propagation, particularly off the Georgia/South Carolina coast, which is perforated by a dense estuary/tidal inlet complex (ETIC). We present an autonomous, mobile, robotics application that requires dynamic adjustments of task execution rates to meet the demands of an unpredictable environment. The Robotic Safety Marker (RSM) system consists of one lead robot, the foreman, and a group of guided robots, called robotic safety markers (a.k.a., barrels). An extensive analysis is conducted of two applications running on the foreman. Both applications require adjusting task periods to achieve desired performance metrics with respect to the speed at which a system task is completed, the accuracy of RSM placement, or the number of RSMs controlled by the foreman. The primary scientific mission of the Black Hole Finder Probe (BHFP), part of the NASA Beyond Einstein program, is to survey the local Universe for black holes over a wide range of mass and accretion rate. One approach to such a survey is a hard X-ray coded-aperture imaging mission operating in the 10-600 keV energy band, a spectral range that is considered to be especially useful in the detection of black hole sources. The MEGA mission would enable a sensitive all-sky survey of the medium-energy γ-ray sky (0.3-50 MeV). This mission will bridge the huge sensitivity gap between the COMPTEL and OSSE experiments on the Compton Gamma Ray Observatory, the SPI and IBIS instruments on INTEGRAL and the visionary ACT mission. It will, among other things, serve to compile a much larger catalog of sources in this energy range, perform far deeper searches for supernovae, better measure the galactic continuum emission as well as identify the components of the cosmic diffuse emission. Scattering Of Low- To Intermediate-Energy Positrons From Molecular Hydrogen, David D. Reid, William B. Klann, J. M. Wadehra

Using a complex model potential, we have calculated the total, integrated elastic, momentum transfer, absorption, and differential cross sections for positrons scattered from molecular hydrogen. The widely available software package GAUSSIAN is used to generate the radial electronic charge density of the molecule which is used to produce the interaction potentials. The quasifree absorption potential, previously developed and used for positron-atom scattering, is extended to positron scattering from molecular targets. It is shown that this model potential approach produces accurate results even into the low-energy regime.

The area of Multiple Input Multiple Output (MIMO) communications systems has received enormous attention recently as they can provide a roughly linear increase in data rate by using Multiple Transmit and Receive antennas. The optimal detection strategy for a MIMO receiver is to perform a Maximum-Likelihood (ML) search over all possible transmitted symbol combinations has an exponential complexity when the constellation size of number of transmit antennas increase. This paper presents Flow-Aware Routing Protocol (FARP), a new routing strategy designed to improve load balancing and scalability in mobile ad hoc networks. FARP is a hop-by-hop routing protocol, which introduces a flow-aware route discovery strategy to reduce the number of control overheads propagating through the network and distributes the flow of data through least congested nodes to balance the network traffic. FARP was implemented in Glomosim and compared with AODV. This paper surveys the security of the message integrity code used in the IEEE802.11 Wireless LANs. To address the security flaws of Wired Equivalent Privacy (WEP), the IEEE802.11i draft defines two data confidentiality and integrity protocols, Temporal Key Integrity Protocol (TKIP) and Counter-Mode-CBC-MAC Protocol (CCMP). TKIP is based on RC4, andCCMP is based on the AES cipher. TKIP includes a keyed hash functions, called Michael, as the messag integrity code. The aim of this paper is to summarise the recent research results of Michael and analyse the practicability of two attacks against Michael.

Fibronectin binding protein F1 (Sfb1) of Streptococcus pyogenes (group A streptococcus [GAS]) is a well-characterized adhesin that has been shown to induce protection in mice against a lethal intranasal GAS challenge after intranasal immunization with cholera toxin B subunit (CTB) as adjuvant. With a murine skin infection model, we have shown that Sfb1/CTB vaccination neither elicits opsonizing antibodies nor prevents systemic bacterial growth and dissemination to internal organs after a subcutaneous GAS challenge. These results indicate that an Sfb1-based vaccine should be complemented with additional protective antigens in order to be used in areas such as the tropical north of …

Magnetoelectric films are proposed as key components for spintronic applications. The net magnetic moment created by an electric field in a magnetoelectric thin film influences the magnetization state of a neighbouring ferromagnetic layer through exchange coupling. Pure electrical control of magnetic confi gurations of giant magnetoresistance spin valves and tunnelling magnetoresistance elements is therefore achievable. Estimates based on documented magnetoelectric tensor values show that exchange fields reaching 100 mT can be obtained. We propose a mechanism alternative to current-induced magnetization switching, providing access to a wide range of device impedance values and opening the possibility of simple logic functions.

The Gundalow Company (a non-profit 501(c)3 organization) sponsors maritime history and environmental educational programs for school groups and the public onboard the replica gundalow Captain Edward Adams from May through November in 12-15 riverfront locations in the Piscataqua region. The project funded by the NHEP in 2004 included the development of an expanded Gundalow Company education program curriculum in order to motivate all gundalow visitors to appreciate the relationship between regional maritime history, contemporary water quality issues and future stewardship responsibilities. Tuberous sclerosis complex (TSC) 1 and TSC2 are thought to be involved in protein translational regulation and cell growth, and loss of their function is a cause of TSC and lymphangioleiomyomatosis (LAM). However, TSC1 also activates Rho and regulates cell adhesion. We found that TSC2 modulates actin dynamics and cell adhesion and the TSC1-binding domain (TSC2-HBD) is essential for this function of TSC2. Expression of TSC2 or TSC2-HBD in TSC2-/- cells promoted Rac1 activation, inhibition of Rho, stress fiber disassembly, and focal adhesion remodeling. In single-molecule transistors, we observe inelastic cotunneling features that correspond energetically to vibrational excitations of the molecule, as determined by Raman and infrared spectroscopy. This is a form of inelastic electron tunneling spectroscopy of single molecules, with the transistor geometry allowing in situ tuning of the electronic states via a gate electrode. The vibrational features shift and change shape as the electronic levels are tuned near resonance, indicating significant modification of the vibrational states. When the molecule contains an unpaired electron, we also observe vibrational satellite features around the Kondo resonance.

The study presented in this paper is that of Universal Mobile Telecommunications Systems (UMTS) Turbo Codes across Space Time Spreading channel with one transmitter antenna, one receiver (m = 1) and two transmitter antennas and one receiver (m = 2) to see to what extent the bit error rate (BER) can be improved. Using the Max-log decoding algorithm and 12 iterations it is shown in the simulation results that an extra 5 dB is achievable.

This paper proposes the minimum power configuration (MPC) approach to energy conservation in wireless sensor networks. In sharp contrast to earlier research that treats topology control, power-aware routing, and sleep management in isolation, MPC integrates them as a joint optimization prob-lem in which the power configurationof a network consists of a set of active nodes and the transmission powers of the nodes. We show through analysis that the minimum power configu-ration of a network is inherently dependent on the data rates of sources. Late-time near-infrared and optical spectra of the normal-bright Type Ia supernova 2003du about 300 days after the explosion are presented. At this late epoch, the emission profiles of well-isolated [Fe II] lines (in particular that of the strong 1.644 μm feature) trace out the global kinematic distribution of radioactive material in the expanding supernova ejecta. In SN 2003du, the 1.644 μm [Fe II] line seems to show a flat-topped profile, indicative of a thick but hollow-centered expanding shell, rather than a strongly peaked profile that would be expected from a "center-filled" distribution. The nicotinic cholinergic system has been widely implicated in mediating learning and/or memory processes in human and nonhuman animals. This chapter highlights various areas of basic research in which stimulation or blockade of nicotinic acetylcholine receptors (nAChRs) has been shown to affect an animals performance in a variety of tasks thought to measure learning and memory. For example, under certain conditions, stimulation of nAChRs by nicotine (or other nAChRs agonists) can enhance working memory of primates as measured in a delayed matching-to-sample task. This study applies qualitative methodology to the study of sociopolitical development (SPD) among community and labor organizers of color. Participant data (open-ended applications) were obtained from a long-standing training institution, span 18 years (n=200), and equally represent Black, Latino/a, and Asian individuals. This study sought to reveal important dimensions of SPD and to identify contributing life experiences. Three SPD themes emerged: (1) social analysis, (2) commitment, and (3) empowerment. An organizer thus exhibits multidimensional insight into social injustice, commitment to taking action, and genuine belief in his/her individual and collective abilities.
