Iraq And The Future Of United States Foreign Policy : Failures Of Legitmacy, Henry H. Perritt Jr.

Syracuse Journal of International Law and Commerce

This article evaluates the political trusteeship in Iraq, and concludes that the United States failed to apply many lessons that the international community learned from preceding political trusteeships, and that the result is likely to be a serious unraveling of important, though intangible, sources of leverage for U. S. foreign policy and national security. The Iraq intervention has distracted attention from more important foreign policy objectives, including the urgent effort to understand the genesis of terrorism and to mobilize American resources to reduce the terrorist threat, while working through multilateral frameworks. The goal of this article is to determine how the international community can prevent piracy and terrorism. The irony is that perhaps piracy may subside at last, but only as a result of the increased efforts of the international community to prevent terrorism. The purpose of this article, therefore, is to explore the parameters of the problems and trends toward serious destruction connected to these acts and to suggest that if regional approaches fail, certain unilateral actions against the perpetrators may be necessary in order to avoid massive human and environmental destruction. This article looks at customary and statutory laws, such as polygamy, widow inheritance, and other cultural practices that have contributed to the entrenchment of the disease in Africa, particularly sub-Saharan Africa. 7 It also provides a discussion of the African dilemma with recommendations. The article further looks at how weak human rights laws are and how the stigmatization associated with HIV/AIDS has contributed to the multi-faceted and complex nature of this disease in Africa. Do We Invest Less Time In Children? Trends In Parental Time In Selected Industrialized Countries Since The 1960'S, Anne H. Gauthier, Timothy M. Smeeding, Frank F. Furstenberg

Center for Policy Research

This paper examines trends in parental time in selected industrialized countries since the 1960s using time-use survey data. Despite the time pressures to which today’s families are confronted, parents appear to be devoting more time to children than they did some 40 years ago. Results also suggest a decrease in the differences between fathers and mothers in time devoted to children. Mothers continue to devote more time to childcare than fathers, but the gender gap has been reduced. These results are observed in several countries and therefore suggest a large global trend towards an increase in parental time investment with …

Assisted reproductive technologies developed in domestic cattle serve as a starting point in similar studies on nondomestic bovids. The common eland is a useful model species for studies on rare tragelaphine antelopes. In Chapter 3 of the present study, effects of components/attributes of protein-free embryo culture media on the in vitro development of in vitro-derived bovine embryos were evaluated. A 2 x 2 factorial study comparing effects of groups of amino acids (20aa or 11aa) in two base media (modified KSOM or BM-3) demonstrated that amino acids and base medium affected embryonic development. Artificial Reef Matrix Structures (Arms): An Inexpensive And Effective Method For Collecting Coral Reef-Associated Invertebrates, Todd L. Zimmerman, Joel W. Martin

Collecting reef-associated invertebrates usually involves disturbance of the reef area, often damaging the habitat and sometimes damaging live corals. We introduce a nondestructive, inexpensive, and effective method for collecting coral reef-associated invertebrates using approximations of small coral heads constructed of concrete, PVC pipes, nylon cleaning pads, and other materials easily obtainable in most tropical (coral-rich) countries. An example showing the effectiveness of the method is presented based on fieldwork in the eastern Caribbean.

Hawksbill turtles, Eretmochelys imbricata (Linnaeus, 1766), from Cuban waters of the Caribbean were analyzed to determine the relationships between straight carapace length (SCL) and either straight carapace width (SCW) or body weight (Wt). The regression equations were SCW = 0.9136(SCL)^0.951 (R² = 0.923, n = 315) and Wt = 4.17 x 10^–4(SCL)^2.68 (R² = 0.798, n = 289), respectively. Fishes are important hosts of helminths with aquatic life stages, yet little information is available on host-parasite relationships in tropical low salinity ecosystems. In this paper we report helminth parasites of the fat sleeper, Dormitator maculatus, in the Alvarado lagoon system, Veracruz. Mexico. Four parasite species were recorded from D. maculatus, including trematode metacercariae of Clinostomum complanatum, as well as nematode larvae of Spyroxis sp. and Camallanus sp. and adults of Neochinorhynchus golvani. In addition, we obtained adult C. complanatum from the esophagus of the little blue heron, Egretta caerulea. Dormitator maculatus is a new …

We mapped bottom types and shelf zones of 1600 km² or about one fourth of Puerto Rico’s insular shelf from the shoreline to the shelf edge. Overall map accuracy for these bottom types is estimated as 93.6% correct. Maps were produced through visual interpretation of benthic features using orthorectified aerial photographs within a Geographic Information System with customizable software. The maps are one component of an integrated mapping and monitoring program underway by NOAA and its partners in the US Coral Reef Task Force to assess all US reef ecosystems. Overland flow from cropland areas often contains nutrients and residue materials can either contribute to runoff nutrient load through leaching or remove nutrients by sorption. Measurements were made of leaching and sorption of nitrogen and phosphorus from corn (Zea mays L.), soybean (Glycine max (L.) Merr.) and winter wheat (Triticum aestivum L. cv. Pastiche) residues placed in solutions containing inorganic nutrients. Variables used were type of residue material, nutrient constituent, solution concentration, and residue / solution contact time. Intelligent systems based on first-order logic on the one hand, and on artificial neural networks (also called connectionist systems) on the other, differ substantially. It would be very desirable to combine the robust neural networking machinery with symbolic knowledge representation and reasoning paradigms like logic programming in such a way that the strengths of either paradigm will be retained. In this study, students’ views on the nature of science (NOS) were investigated with the use of a large-scale survey. An empirically derived multiple-choice format questionnaire was administered to 1,702 Korean 6th, 8th, and 10th graders. The questionnaire consisted of five items that respectively examined students’ views on five constructs concerning the NOS: purpose of science, definition of scientific theory, nature of models, tentativeness of scientific theory, and origin of scientific theory. Researchers who study IT innovations aim to understand the relationship between two different loci of adoption1 – individual adoption and organizational adoption. A first step is diagnosis of the current state of empirical research on IT innovation adoption. We analyzed 486 relationships between independent variables (IVs) and dependent variables (DVs) found in 89 empirical studies of which 45 studied individual adoption and 44 studied organizational adoption. The process and nature of change in our family formation seems unlikely to be derailed. The policy question for those concerned with the institution of the family in today's world should not be how we can resuscitate marriage and thus save society, but rather how we can support all individuals who create intimate, caring relationships, regardless of the form of those relationships. Continued inattention to the social and economic dislocations and the emerging family needs produced in the wake of changes in family formation can be disastrous, not only to individual families, but also to society.

I will argue that the natural-law understanding of sexuality, and its application to the law, is deeply flawed, in regards to homosexuality and sodomy. I begin by laying out some of the foundations of the natural law position. Central to the position is an account of human goods that are seen as good in themselves, and hence as rational bases for choice and human action. In regards to sexuality, the two most important goods, at least from the natural law perspective, are those of marriage and personal integration. The test data contained in this report are a tabulation of the results of a series of tests. Due to the restricted format of these pages, only a limited amount of data and not all of the tractor specifications are included. The full OECD report contains usually about 30 pages of data and specifications. The test data were obtained for each tractor under similar conditions and therefore, provide a means of comparison of performance based on a limited set of reported data.
