REDISTRICTING. INITIATIVE CONSTITUTIONAL AMENDMENT. Amends state constitutional provisions governing redistricting of California's Senate, Assembly, Congressional and Board of Equalization districts. Requires panel of three retired judges, selected by legislative leaders, to adopt new redistricting plan if this measure passes and again after each national census. Panel must consider legislative and voter proposals and hold public hearings. Redistricting plan effective upon unanimous adoption by judges' panel and filing with Secretary of State. If plan subsequently disapproved by voters, process repeats. Specifies time for judicial review of adopted redistricting plan; if plan fails to conform to requirements, court may order new plan. …

Microarray technology is a powerful tool able to measure RNA expression for thousands of genes at once. Various studies have been published comparing competing platforms with mixed results: some find agreement, others do not. As the number of researchers starting to use microarrays and the number of crossplatform meta-analysis studies rapidly increase, appropriate platform assessments become more important.

Here we present results from a comparison study that offers important improvements over those previously described in the literature. In particular, we notice that none of the previously published papers consider differences between labs. For this paper, a consortium of ten labs …

Mass spectrometry has been used extensively in recent years as a valuable tool in the study of proteomics. However, the data thus produced exhibits hyper-dimensionality. Reducing the dimensionality of the data often requires the imposition of many assumptions which can be harmful to subsequent analysis. The IP algorithm is a dimension reduction algorithm, similar in purpose to latent variable analysis. It is based on the principle of maximum entropy and therefore imposes a minimum number of assumptions on the data. During the past three-months, the focus of the university’s efforts has been 1) making progress on the hiring of permanent project managers for the Education in the Environment Strategy and the Forever Earth / Wonderful Outdoor World on the Water (WOW) projects; 2) completing legal review of the cooperative agreement and standard operating procedures required for the university to assume operations of the Forever Earth vessel; and 3) writing curriculum for the WOW and Forever Earth projects.

Brown rice is used as a bait-carrier for the avicide DRC-1339 (3-chloro-4-methyladhe) when baiting blackbirds (Icteridae). In March and April 1996 and 1997, we assessed non-target granivorous bird use of rice-baited plots placed in harvested corn and soybean fields in eastern South Dakota for 168 observation hours. In both years combined, we identified 10 and 14 granivorous species in corn and soybean fields, respectively. In 1996 (X = 0.2, SE = 0.04) and 1997 (X = 1.2, SE = 0.38), total numbers of granivores min^-1 were similar between crops (P ≥ 0.322). In 1996, bird numbers …

BACKGROUND: Inward rectifier potassium channels (IRK) contribute to the normal function of skeletal and cardiac muscle cells. The chick inward rectifier K+ channel cIRK1/Kir2.1 is expressed in skeletal muscle, heart, brain, but not in liver; a distribution similar but not identical to that of mouse Kir2.1. We set out to explore regulatory domains of the cIRK1 promoter that enhance or inhibit expression of the gene in different cell types. RESULTS: We cloned and characterized the 5'-flanking region of cIRK1. cIRK1 contains two exons with splice sites in the 5'-untranslated region, a structure similar to mouse and human orthologs. cIRK1 has …

Ephemeroptera (mayflies) is a monophyletic group of semi-aquatic pterygote insects, comprising 3083 species, 376 genera, and 37 described families and are present on all continents, excluding Antarctica, being associated with freshwater and brackish water habitats. The order is unique among pterygote insects in possessing functional wings at the penultimate molt (subimago stage), prior to the full development of genitalia; in all other insects the presence of functional wings occurs only after the final molt. Density-dependence is considered one of the most important regulators of population growth, and it has been documented across a wide variety of species. Typically, population growth rate and components thereof decline with increasing density (i.e., negative density-dependence); however, in species that exhibit high population densities and social behavior, positive density-dependence (i.e., Allee effect) may occur at low density. June sucker, a federally endangered lake sucker endemic to Utah Lake, Utah, USA, occurred historically at high density, and it exhibits coordinated feeding behavior. Considering the turmoil and vast changes in the classification of the superfamily Scarabaeoidea during the last 20 years, particularly in North America, we were asked to provide an update for the readers of Scarabs wherein we offer our perspectives. Much of what follows is extracted from our scarabaeoid introduction in American Beetles (Jameson and Ratcliffe 2002). By the time this overview is printed, there may have been more changes in the classification because of the rapidly accumulating evidence supporting new hypotheses.

Although correct tRNA 3′ ends are crucial for protein biosynthesis, generation of mature tRNA 3′ ends in eukaryotes is poorly understood and has so far only been investigated in vitro. We report here for the first time that eukaryotic tRNA 3′ end maturation is catalysed by the endonuclease RNase Z in vivo. Silencing of the JhI‐1 gene (RNase Z homolog) in vivo with RNAi in Drosophila S2 cultured cells causes accumulation of nuclear and mitochondrial pre‐tRNAs, suggesting that JhI‐1 encodes both forms of the tRNA 3′ endonuclease RNase Z, and establishing its biological role in endonucleolytic tRNA 3′ …

In primate genomes more than 40% of CpG islands are found within repetitive elements. With more than one million copies in the human genome, the Alu family of retrotransposons represents the most successful short interspersed element (SINE) in primates and CpG dinucleotides make up about 20% of Alu sequences. It is generally thought that CpG dinucleotides mutate approximately ten times faster than other dinucleotides due to cytosine methylation and the subsequent deamination and conversion of C→T. However, the disparity of Alu subfamily age estimations based upon CpG or non-CpG substitution density indicates a more complex relationship between CpG and non-CpG …

A goal of radiation therapy is to deliver maximum dose to the target tumor while minimizing complications due to irradiation of critical organs. Technological advances in 3D conformal radiation therapy has allowed great strides in realizing this goal, however complications may still arise. Critical organs may be adjacent to tumors or in the path of the radiation beam. Several mathematical models have been proposed that describe a relationship between dose and observed functional complication, however only a few published studies have successfully fit these models to data using modern statistical methods which make efficient use of the data. Ring-labeled [¹⁴C]-3-chloro-4-methylaniline hydrochloride (250 μg per bird) was delivered to 21 red-winged blackbirds (Agelaius phoeniceus) and 21 dark-eyed juncos (Junco hyemalis) via oral gavage, and the distribution and excretion of radioactivity were determined at 15 and 30 min and 1, 4, 8, 12, and 24 h (n = 3 per time point). Direct measurement of radioactivity as well as measurement following combustion was accomplished using a liquid scintillation counter. Elimination from most tissues followed a two-compartment model, with very rapid elimination occurring between time 0 and 4 h and a much slower elimination …

Closing The Racial Achievement Gap: The Role Of Reforming Instructional Practices, Harold Wenglinsky

Education Policy Analysis Archives (EPAA)

No Child Left Behind calls for schools to close the achievement gap between races in math and reading. One possible way for schools to do so is to encourage their teachers to engage in practices that disproportionately benefit their minority students. The current study applies the technique of Hierarchical Linear Modeling to a nationally representative sample of 13,000 fourth graders who took the 2000 National Assessment of Educational Progress in mathematics to identify instructional practices that reduce the achievement gap. It finds that, even when taking student background into account, various instructional practices can make a substantial difference.
