Modelling The Dynamics Of Public Attention Towards Environmental Issues, Jens Newig, Julia Hesselmann Jul 2004

Modelling The Dynamics Of Public Attention Towards Environmental Issues, Jens Newig, Julia Hesselmann

International Congress on Environmental Modelling and Software

Public attention, traced over time, often displays seemingly paradox behaviour: Contrary towhat one might expect, public concern is seldom highest when the environmental conditions are the worst.Rather, concern most often rises when conditions have already become better. Furthermore, public attentiondynamics frequently shows self-reinforcing behaviour resulting in distinct cycles, e.g. due to sometrigger event. In this paper, public attention is viewed as a social macro-level phenomenon that is soughtto be explained by the interaction of a multitude of single actors, namely individual citizens, the press, andpoliticians. First, a causal model based on rational choice theory is constructed in order to elucidate …

Financial Planning For Postsecondary Education In Canada: A Comparison Of Savings And Savings Instruments Employed Across Aspiration Groups, Paul Anisef, Robert Sweet, Peggy Ng Jul 2004

Financial Planning For Postsecondary Education In Canada: A Comparison Of Savings And Savings Instruments Employed Across Aspiration Groups, Paul Anisef, Robert Sweet, Peggy Ng

Journal of Student Financial Aid

Canadians have experienced a reduction in government funding toward postsecondary education over the past ten years, as well as a shift in student-support policies. Historically, paying the costs of postsecondary education in Canada has been a responsibility shared by the state, and students and parents. Changes in government policy have forced families to assume a greater share of their children’s postsecondary costs and have required a shift in their educational planning priorities. There is a corresponding need on the part of policy researchers to better understand this reorientation. The purpose of this paper is to document how parents save for …

Published by the Center for Applied Rural Innovation, University of Nebraska-Lincoln. Copyright © 2003 by J. Allen, R. Vogt, S. Cordes, and R. Cantrell. Many rural communities are experiencing population decline. However, rural residents have continued to show a strong attachment to their communities. How do rural Nebraskans feel about their community? Are they satisfied with the services provided? Have they served their community or county by holding a public office? Why or why not?

This report details 2,915 responses to the 2004 Nebraska Rural Poll, the ninth annual effort to understand rural Nebraskans’ perceptions. Respondents were asked a series …

The City As Refuge: Constructing Urban Blackness In Paul Laurence Dunbar’S 'The Sport Of The Gods' And James Weldon Johnson’S 'Autobiography Of An Ex-Colored Man.', Thomas Lewis Morgan

English Faculty Publications

This essay analyzes the narrative strategies that Paul Laurence Dunbar and James Weldon Johnson used to represent black characters in The Sport of the Gods and The Autobiography of an Ex-Colored Man as a means of examining the authors' construction of the city as an alternative space for depicting African Americans. In late nineteenth- and early twentieth-century fiction, the majority of African American images in popular fiction were confined to Southern-based pastoral depictions that restricted black identity to stereotypically limited and historically regressive ideas, exemplified in such characters as Zip Coon, Sambo, Uncle Tom, Jim Crow, and Mammy Jane. The …

A Conceptual Model About The Application Of Adaptive Management For Sustainable Development, Markus Knoflacher, U. Gigler Jul 2004

A Conceptual Model About The Application Of Adaptive Management For Sustainable Development, Markus Knoflacher, U. Gigler

International Congress on Environmental Modelling and Software

This conceptual model is based on theoretical implications and analyses of empirical examples, and focuses on how functional processes in the environmental system affect decisions taken in the social system. Complex functional relationships at several temporal and spatial scales such as climate conditions or pollutant emissions characterise functional processes in the environmental system. Actions of humans in the environmental system are crucially constrained by limited information about system conditions, and limited predictability of system development. Both constraints are not equally valid for all functional processes, and all interactions between humans and the environmental system, because diverse human activities and interests …

Heuristics To Characterise Human Behaviour In Agent Based Models, Claudia Pahl-Wostl, Eva Ebenhöh Jul 2004

Heuristics To Characterise Human Behaviour In Agent Based Models, Claudia Pahl-Wostl, Eva Ebenhöh

International Congress on Environmental Modelling and Software

Human behaviour is one of the key factors to understand the causes for common pool resourceproblems and to develop policies to promote more sustainable resource management regimes. Agent basedmodels can help to investigate the role of important processes in this respect such as factors determining thedegree of trust and cooperation in a group. We have chosen a pragmatic approach to represent humanbehaviour by assuming that agents can be characterised by a set of attributes and their behaviour can bedescribed by a set of simple decision heuristics. Individual agents differ in their importance of attributes (e.g.fairness, cooperativeness, trust), in their rules …

Tools To Think With? Towards Understanding The Use And Impact Of Model-Based Support Tools, Brian Mcintosh, R. A. F. Seaton, P. Jeffrey Jul 2004

Tools To Think With? Towards Understanding The Use And Impact Of Model-Based Support Tools, Brian Mcintosh, R. A. F. Seaton, P. Jeffrey

International Congress on Environmental Modelling and Software

Formal models are an established technology for research in the environmental sciences. For several years now there has been an effort to enhance the re-usability of computer models for research purposes and to transfer the perceived benefits of formal modelling to environmental planning and policymaking. These efforts have resulted in the creation of a variety of support tools including DSS and modelling frameworks. However, there are a number of issues which may pose barriers to the uptake and use of such tools. We contend that new technologies and new techniques for exploring and manipulating them have to be translated into …

Simulating Global Feedbacks Between Sea Level Rise, Water For Agriculture And The Complex Socio-Economic Development Of The Ipcc Scenarios, Saskia Werners, Roelof Boumans, Laurens Bouwer

International Congress on Environmental Modelling and Software

The Global Unified Meta-model of the BiOsphere (GUMBO) was used to simulate how the socioeconomicconditions specified in the Special Report on Emission Scenarios (SRES) of the IPCC(Intergovernmental Panel on Climate Change) influence vulnerability to climate change. Input parametersare the consumer preferences, investment strategies, natural resources management and technologicaldevelopment associated with the SRES scenarios. From this input the characteristic SRES driving forcespopulation growth, economic development and fossil fuel use were reproduced in GUMBO with thecorresponding climate scenarios (temperature change, sea level rise and rainfall patterns). This articleshows alternative pathways of development exist that yield the same SRES driving forces but that …

Intellectual Freedom And The Bible College Library, Gregory A. Smith

Faculty Publications and Presentations

A number of evangelical Christian authors have grappled with the subject of intellectual freedom--few, though, in the context of Bible college libraries. The secular concept of intellectual freedom is incompatible with Bible colleges in that it is absolutist and shuns any standard of morality. Theological, educational, and pragmatic factors indicate that Bible college libraries should provide access to a broad range of information resources, irrespective of the positions they espouse, except to the extent that such openness poses a serious threat to the fulfillment of their sponsoring institutions’ mission. To this end, Bible college libraries should take positive action to …

Social Identity And Manipulative Interhousehold Transfers Among East African Pastoralists, Marieke Huysentruyt, Christopher B. Barrett, John G. Mcpeak Jul 2004

Social Identity And Manipulative Interhousehold Transfers Among East African Pastoralists, Marieke Huysentruyt, Christopher B. Barrett, John G. Mcpeak

Economics - All Scholarship

We model interhousehold transfers between nomadic livestock herders as the state-dependent consequence of individuals' strategic interdependence resulting from the existence of multiple, opposing externalities. A public good security externality among individuals sharing a social
(e.g., ethnic) identity in a potentially hostile environment creates incentives to band together. Self-interested interhousehold wealth transfers from wealthier herders to poorer ones may emerge endogenously within a limited wealth space as a means to motivate accompanying migration by the recipient. The distributional reach and size of the transfer are limited, however, by a resource appropriation externality related to the use of common property grazing lands. …
