The Economic Importance Of The Arts And Cultural Industries In Santa Fe County, Lee A. Reynis, Jeffrey Mitchell Nov 2004

The Economic Importance Of The Arts And Cultural Industries In Santa Fe County, Lee A. Reynis, Jeffrey Mitchell

BBER Publications

The McCune Charitable Foundation commissioned the UNM Bureau of Business and Economic Research (BBER) to conduct a three-part study of the arts and cultural industries (ACI) of Santa Fe, New Mexico. Part 1 of the study is a quantitative analysis of the ACI's impact on the economy of Santa Fe County; BBER researchers input county employment and wage data into a model using Implan Pro 2.0. The second part is a qualitative analysis of the relationships between the ACI and the various other sectors of the community. To investigate these dynamics, BBER interviewed nearly 100 ACI and community members. The …

Identifying State Actors In Constitutional Litigation: Reviving The Role Of Substantive Context, Michael L. Wells Nov 2004

Identifying State Actors In Constitutional Litigation: Reviving The Role Of Substantive Context, Michael L. Wells

Scholarly Works

While most section 1983 suits are brought against local governments and officials, an increasing number of plaintiffs target private persons and businesses who have collaborated with government in one way or another. In such cases, plaintiffs claim that private entities have acted "under color of state law" in violation of the plaintiffs' rights. They must establish that the defendants are nonetheless "state actors" in order to prevail on the constitutional claims they raise. The broad range of cases includes, among others, efforts to obtain relief against creditors who use self-help remedies, litigation directed at persons who have cooperated with state …

School Funding Litigation: Who's Winning The War?, John Dayton, Anne Proffitt Dupre

Scholarly Works

This Article examines how the landscape of school funding litigation has changed over the three decades since Serrano and Rodriguez. The first part of the Article sets forth the history of school funding litigation since Serrano and Rodriguez and unravels the legal theories that have driven the school financing cases, explaining past dispositions and point out likely future trends. At first blush it would appear that the attorneys seeking social change through greater equity in school funding are litigating similar issues in each state. Yet judges have approached these matters from different directions with results that vary significantly from state …

Communicating Hands: Erps Elicited By Meaningful Symbolic Hand Postures, Tc Gunter, P Bach Nov 2004

Communicating Hands: Erps Elicited By Meaningful Symbolic Hand Postures, Tc Gunter, P Bach

School of Psychology

Meaningful and meaningless hand postures were presented to subjects who had to carry out a semantic discrimination task while electrical brain responses were recorded. Both meaningful and control sets of hand postures were matched as closely as possible. The ERPs elicited by meaningless hand postures showed an anteriorly distributed N300 and a centro-posteriorly distributed N400 component. The N300 probably reflects picture-specific processes, whereas the N400-effect probably reflects processing in an amodal semantic network. The scalp-distribution of the N400-effect, which is more posterior than usually reported in picture processing, suggests that the semantic representations of the concepts expressed by meaningful hand …

Creating A Distributed Field Robot Architecture For Multiple Robots, Matthew T. Long Nov 2004

Creating A Distributed Field Robot Architecture For Multiple Robots, Matthew T. Long

USF Tampa Graduate Theses and Dissertations

This thesis describes the design and implementation of a distributed robot architecture, Distributed Field Robot Architecture. The approach taken in this thesis is threefold. First, the distributed architecture builds on existing hybrid deliberative/reactive architectures used for individual robots rather than creating a distributed architecture that requires re-engineering of existing robots. Second, the distributed layer of the architecture incorporates concepts from artificial intelligence and software agents. Third, the architecture is designed around Suns Jini middleware layer, rather than creating a middleware layer from scratch or attempting to adapt a software agent architecture. This thesis makes three primary contributions, both theoretical and …

Corporate Governance In The Era Of Sarbanes-Oxley, Larry W. Ettner Nov 2004

Corporate Governance In The Era Of Sarbanes-Oxley, Larry W. Ettner

Student Scholarship

In July 2002, Congress passed the Sarbanes-Oxley Act, which mandated that public corporations substantially change their corporate governance practices. Sarbanes-Oxley was the result of egregious practice of corporations, directors, officers, and advisors, which resulted in billions of investor dollars being misappropriated and lost. Substantial corporate resources are being expended to comply with the intended (statutory) consequences of the Act. Within the framework of stockholder theory, the historic CEO-centric model of governance is being replaced by the independent director-centric model (post Sarbanes-Oxley). As a consequence of Sarbanes-Oxley, its foundational requirement of agency theory application advances an adversarial model of distrust. The …

Low Entrepreneurship Activities Among The African-Americans Who Live In The Cleveland Inner City, Daniel Musungu Oruoch

Student Scholarship

The paper discusses business activities in the inner city of Cleveland Ohio, with specific emphasis on business creation and ownership of the African Americans in this location. The paper enables the reader to understand why there has been a lag in the establishment of African American business in comparison to their population in the inner city. In the whole of Cuyahoga County there are 33,000 businesses which have paid employees but only 932 of these are owned by African Americans who constitute 51 per cent of the population, a paltry 2.8 per cent. In the Cleveland inner city, which is …

Physical Activity Among Children Attending Preschools, Russell R. Pate, Karin A. Pfeiffer, Stewart G. Trost, Paula Ziegler, Marsha Dowda Nov 2004

Physical Activity Among Children Attending Preschools, Russell R. Pate, Karin A. Pfeiffer, Stewart G. Trost, Paula Ziegler, Marsha Dowda

Faculty Publications

Objectives. Obesity rates are increasing among children of all ages, and reduced physical activity is a likely contributor to this trend. Little is known about the physical activity behavior of preschool-aged children or about the influence of preschool attendance on physical activity. The purpose of this study was to describe the physical activity levels of children while they attend preschools, to identify the demographic factors that might be associated with physical activity among those children, and to determine the extent to which children’s physical activity varies among preschools.

Methods. A total of 281 children from 9 preschools wore an Actigraph …

Would you like to access the Internet, your printer and your other computers, including laptops, without stringing wires throughout your office or home? The solution is a wireless local area network (WLAN) and we'll tell you how easy it is to install one yourself at a nominal cost. WLANs replace conventional wires with devices called wireless access points that plug into any electrical wall socket. WLAN hardware contains miniature transmitters and antennae that send and receive radio signals to and from your computers and other peripherals.

A Review Of Antennas And Propagation For Mimo Wireless Communications, Michael A. Jensen, Jon W. Wallace Nov 2004

A Review Of Antennas And Propagation For Mimo Wireless Communications, Michael A. Jensen, Jon W. Wallace

Faculty Publications

Multiple-input-multiple-output (MIMO) wireless systems use multiple antenna elements at transmit and receive to offer improved capacity over single antenna topologies in multipath channels. In such systems, the antenna properties as well as the multipath channel characteristics play a key role in determining communication performance. This paper reviews recent research findings concerning antennas and propagation in MIMO systems. Issues considered include channel capacity computation, channel measurement and modeling approaches, and the impact of antenna element properties and array configuration on system performance. Throughout the discussion, outstanding research questions in these areas are highlighted.

The Pacific Ocean And U.S.-Japan Relations: A Way Of Looking Back At The 20th Century, Akio Watanabe Nov 2004

The Pacific Ocean And U.S.-Japan Relations: A Way Of Looking Back At The 20th Century, Akio Watanabe

San Diego International Law Journal

Speaking of a "Pacific Age" is now commonplace. About a hundred years ago, however, it was almost a flight of fancy. In 1890, Manjiro Inagaki, a Cambridge-educated Japanese diplomat, wrote: "Without doubt the Pacific will in the coming century be the platform of commercial and political enterprise. This truth, however, escapes the eyes of ninety-nine out of a hundred, just as did the importance of Eastern Europe in 1790 and of Central Asia in 1857." Inagaki's belief was based on the seemingly inevitable clash of interests between England and Russia in those years. The rivalry for spheres of influence between …

Recollections Of The 1952 International North Pacific Fisheries Convention: The Decline Of The Principle Of Abstention, Shigeru Oda

San Diego International Law Journal

Having recently completed twenty-seven years on the bench of the International Court of Justice in The Hague, I have just returned to Sendai, Japan, my home town. Please permit me therefore to offer some personal recollections of the time fifty years ago when, as a graduate law student from occupied Japan traveling on a passport issued by General MacArthur, Supreme Commander of the Allied Powers in Japan, I began preparation of my doctoral dissertation at Yale Law School.

Japan, The North Atlantic Triangle, And The Pacific Fisheries: A Perspective On The Origins Of Modern Ocean Law, 1930-1953, Harry N. Scheiber

I seek to establish here the degree to which multilateralism prevailed in the postwar era, or instead was overcome by unilateralist objectives and methods in pursuit of national interests. The empirical basis and special focus in much of my analysis is the discussion of Canada's role in regard to the diplomacy of the Pacific fisheries and more generally in regard to the process of developing modern ocean law as reflected in Canadian-U.S.-Japanese-British relations.

Flags Of Convenience Before The Law Of The Sea Tribunal, Tullio Treves Nov 2004

Flags Of Convenience Before The Law Of The Sea Tribunal, Tullio Treves

San Diego International Law Journal

Reflagged vessels and vessels flying flags of convenience (two phenomena that most often coexist) are frequent features in cases brought before the International Tribunal for the Law of the Sea (ITLOS or the Tribunal). Of all the cases decided by the Tribunal, only the Southern Bluefin Tuna cases and the MOX Plant case had nothing to do with this phenomenon; and only the former, which concerns fishing, somehow involves ships.

Regionalism, Fisheries, And Environmental Challenges In The Pacific, Jon M. Van Dyke Nov 2004

Regionalism, Fisheries, And Environmental Challenges In The Pacific, Jon M. Van Dyke

San Diego International Law Journal

The Pacific, the world's largest ocean, contains many of the world's smallest countries. Most of these isolated islands were under colonial domination from the mid-19th century (or earlier) until about the 1970s, when they became independent. New Zealand (Aotearoa) and Australia participate in many Pacific regional organizations and activities. They are viewed as partners but play separate and different, while still important, roles because of their larger size and differences in culture and history.
