JACKSON, Miss. - An effort to bring to justice those responsible for the 1964 murders of James Chaney, Andrew Goodman and Michael Schwerner, three civil rights workers in Neshoba County, gained new momentum Monday with the creation of a $100,000 reward fund.

Risk, Rents, And Regressivity: Why The United States Needs Both An Income Tax And A Vat, Reuven S. Avi-Yonah

In this article, Prof. Avi-Yonah argues that the legal academic debate about fundamental tax reform from 1974 onward has been skewed by the assumption that a consumption tax must replace the income tax. He addresses three of the major issue in recent writings on the income/consumption tax debate, and shows how none of the arguments in favor of the consumption tax are conclusive. Avi-Yonah also addresses the various consumption tax proposals that have been made and shows that they are all deficient in comparison with a VAT, as well as failing to achieve the goals of an income tax. Because of the increasing expenditure on health care, the great majority of countries are looking for methods of reducing treatment costs. Health authorities apply a number of instruments to control prices of pharmaceuticals and their reimbursement in order to ensure the availability of adequate supplies of medicinal products at a reasonable cost, which largely depends on the specificity of medicines that improve people's health and save their lives. The paper presents methods of limiting expenditure on medicines as well as examples of national policies on price setting and reimbursement systems. The reforms undertaken in Poland have substantially changed the situation of many economic subjects. Among them are also heath-care units. The sphere of public services, in which health care is included, has been undergoing deep and dynamic changes consistent with the trends characteristic for the economy as a whole: the system of central planning is being replaced with free market economy. The article offers a description of characteristics of a local governmental model of health care. According to the author, these characteristics are: the domination of public sources of financing (especially local governments' budgets), the distribution of money on health care by the local government and administration, local government's ownership of most health-care units, availability of health-care services to every citizen. Auditor independence was a global concern of financial regulators in the 1990's. Some observers saw this in a positive light, a natural development. Adjusting auditor independence rules was a manifestation of global convergence in corporate governance structures. New rules, especially rules leaning toward a harmonized system were welcome.

There was a more sobering view. This view held that global regulators were less concerned with convergence than they were with a sense of impending disaster. Things had gone too far. Specifically, court delays, backlogs and uncertainty associated with unexpected outcomes have diminished the quality of justice and leads to loss of confidence of the general public in judiciary. This paper is about the efficiency of the consequences of a termination of long-term contracts, in the case that the terminated party has made specific investment. Resorts In Southern Appalachia: A Microcosm Of American Resorts In The Nineteenth And Early Twentieth Centuries., Mary F. Fanslow

Five resorts in East Tennessee--Montvale Springs and the Wonderland Hotel in the Smokies, Tate Spring in the Holston River Valley, Unaka Springs on the Nolichucky River, and the Cloudland Hotel at the summit of Roan Mountain--stand testament to the proposition that their region engaged fully with areas outside southern Appalachia. Their origins, clientele, and health and leisure offerings followed those of other resorts of the same time period. Moreover, the effects of national socioeconomic trends on the hotels serve as a contradiction to the stereotype of southern Appalachia as an isolated region barricaded from the outside world by mountainous topography. …

Burial Practices In Southern Appalachia., Donna W. Stansberry

This study was conducted in an attempt to determine whether certain burial practices are unique to the people of Southern Appalachia. Eight individuals were interviewed, including a minister and a funeral director. As a result of the research, it was found that, although a strong sense of community and religion still prevails, making certain burial rituals distinctive to the people of Southern Appalachia, they are slowly eroding due to the growing presence of the modern American funeral industry.

Qualitative research methods were used to analyze a segment of the Southern Appalachian population, with literature reviews of related material and in-depth …
