Pseudorapidity Asymmetry And Centrality Dependence Of Charged Hadron Spectra In D+Au Collisions At √SNn=200 Gev, Star Collaboration, T.D. Gutierrez

The pseudorapidity asymmetry and centrality dependence of charged hadron spectra in d+Au collisions at √sNN=200 GeV are presented. The charged particle density at midrapidity, its pseudorapidity asymmetry, and centrality dependence are reasonably reproduced by a multiphase transport model, by HIJING, and by the latest calculations in a saturation model. Ratios of transverse momentum spectra between backward and forward pseudorapidity are above unity for pT below 5GeV ∕ c. The ratio of central to peripheral spectra in d+Au collisions shows enhancement at 2 < pT < 6GeV ∕ c, with a larger effect at backward rapidity than forward rapidity. Our measurements are in qualitative agreement with gluon saturation and in contrast to calculations based on incoherent multiple partonic scatterings.

The Eleventh Amendment of the United States Constitution provides that non-consenting states are not subject to suit in federal court. Congress may, however, abrogate the states’ sovereign immunity by enacting legislation to enforce the provisions of the Fourteenth Amendment. In Nevada Department of Human Resources v. Hibbs, the Supreme Court of the United States considered whether Congress acted within its constitutional authority by abrogating sovereign immunity under the Family and Medical Leave Act (FMLA), which allows private causes of action against state employers to enforce the FMLA’s family-leave provision. We describe the Flemish government's view on issues of quality in higher education and confront these with an account on the basis of case studies of how the quality assurance system was actually implemented in universities. The Hollman Consent Decree was the negotiated settlement in 1995 of a class action lawsuit, Hollman v Cisneros, filed in the fourth district federal judicial court in 1992 by the Legal Aid Society of Minneapolis and the local chapter of the National Association for the Advancement of Colored People, alleging racial discrimination by the City of Minneapolis and its public housing authority.

There is a recent trend toward rule-based authorization systems to achieve flexible security policies. Also, new sensing technologies in pervasive computing make it possible to define context-sensitive rules, such as ``allow database access only to staff who are currently located in the main office.'' However, these rules, or the facts that are needed to verify authority, often involve sensitive context information. This paper presents a secure context-sensitive authorization system that protects confidential information in facts or rules.
