Cougar Exploitation Levels In Utah: Implications For Demographic Structure, Metapopulation Dynamics, And Population Recovery, David C. Stoner
Cougar Exploitation Levels In Utah: Implications For Demographic Structure, Metapopulation Dynamics, And Population Recovery, David C. Stoner
All Graduate Theses and Dissertations, Spring 1920 to Summer 2023
Presently, eleven western states and two Canadian provinces utilize sport hunting as the primary mechanism for managing cougar (Puma concolor) populations. However, the impacts of sustained harvest on population dynamics and demographic structure arc not well understood. Additionally, the lack of cost-effective enumeration techniques and strongly conflicting societal values complicate effective management of this species. Given these concerns, the primary goals of this study were (I) to determine the effects of sustained harvest on cougar populations, and (2) estimate the level and extent of cougar harvest statewide.
I monitored cougar populations on Monroe Mountain in south-central Utah, and …

Military Detention And The Judiciary: Al Qaeda, The Kkk And Supra-State Law, Wayne Mccormack
San Diego International Law Journal
This Article touches on the choice of whether to use the language and tools of war or the language and tools of law enforcement in responding to terrorism. The principal focus, however, is on the limited issue of judicial review and military detentions. The Article reviews the case law created on this subject during the Civil War and World War II. Historical considerations are found by the author to be relevant and helpful in solving the incoherency of current legal responses to terrorism. For instance, indefinite military detention is not coherent with either the international law concept of violations of …

Reforming Federal Habeas Review Of Military Convictions: Why Aedpa Would Improve The Scope And Standard Of Review, John K. Chapman
Vanderbilt Law Review
The writ of habeas corpus is a collateral remedy available to prisoners who have exhausted all available appellate remedies. Habeas corpus, which literally means "to have or produce the body," involves a court order directing the custodian of a prisoner to bring the prisoner before the court in order to assess the validity of the prisoner's confinement. The importance of habeas corpus in the federal system has been recognized since the drafting of the Constitution and its historical roots trace back as far as the 12th Century in England. It is a procedure designed to protect individuals by forcing the …

Operational Evaluation Of Right Turns Followed By U-Turns At Signalized Intersections As An Alternative To Direct Left Turns, Jingjing Fan
Operational Evaluation Of Right Turns Followed By U-Turns At Signalized Intersections As An Alternative To Direct Left Turns, Jingjing Fan
USF Tampa Graduate Theses and Dissertations
Direct left turn (DLT) movements have a lot safety and operation problems. They increase conflicts, delay and reduce capacity of the roadway. Increasing, many states and transportation agencies are considering using right-turns followed by u-turns as an alternative to direct left turns. Recently, Florida state are planning to close median openings in order to reduce the safety and operational problems caused by DLT. The left-turn egress movement would then to be made by turning right to the arterial road and then making a u-turn at an available downstream median opening or a signalized intersection. FDOT sponsored a project in 2001 …

Paper Session I-A - Autonomous Flight Safety System, Bob Ferrell, James Simpson, Roger Zoerner, Barton Bull, Jim Lanzi
Paper Session I-A - Autonomous Flight Safety System, Bob Ferrell, James Simpson, Roger Zoerner, Barton Bull, Jim Lanzi
Space Congress® Proceedings
Autonomous Flight Safety System (AFSS) is an independent flight safety system designed for small to medium sized expendable launch vehicles launching from or needing range safety protection while overlying relatively remote locations. AFSS replaces the need for a man-in-the-loop to make decisions for flight termination. AFSS could also serve as the prototype for an autonomous manned flight crew escape advisory system.
AFSS utilizes onboard sensors and processors to emulate the human decision-making process using rule-based software logic and can dramatically reduce safety response time during critical launch phases. The Range Safety flight path nominal trajectory, its deviation allowances, limit zones …

Paper Session I-A - Use Of Neural Networks As A Range Safety Decision Support System, Gerald Williams, Derek Richard, Ron Ostroff, Jeremy Keen
Space Congress® Proceedings
Current range safety processing and display systems are generally limited to presenting the Range Safety Officer with a display of flight vehicle position, impact, and performance data in conjunction with off-nominal performance destruct criteria. The decision to take any flight termination action, based on the presented data, is primarily left to the Range Safety Officer. While still maintaining the man-in-the-loop concept, neural network based artificial intelligence systems could be employed as Decision Support Systems (DSS) to assist the decision making process of the Range Safety Officer. The adaptive nature of a neural network allows it to "learn" from the data …

Paper Session I-B - Development And Operational Applications Of A Real-Time Range Data Simulator, Ron Ostroff, Gerald Astra Williams, Allan Dianic
Space Congress® Proceedings
Whenever a rocket is launched at any U .S. Space Launch Range, safety systems are in place to ensure that human life, health, and property are protected. These range safety systems rely on accurate knowledge of where flight vehicle debris would land in the event of a mishap. They must precisely process and display data from the rocket and ground sensors, and not react in an unpredictable manner to non-nominal or erroneous data.
ENSCO has developed the Real-time Instrumentation Simulation Environment (RISE) to evaluate and operationally certify real-time range safety critical systems at space launch facilities. Various RISE configurations thoroughly …
Right Wing Justice: The Conservative Campaign To Take Over The Courts, Herman Schwartz
Right Wing Justice: The Conservative Campaign To Take Over The Courts, Herman Schwartz
Books
Right Wing Justice raises the alarm about the creeping conservative campaign to "pack" America's courts with judges more identified with their ideological affiliation than their skill or regard for the Constitution. The consequence is that the rule of law is taking a terrific beating from the Supreme Court. Who can forget the debacle of Election 2000? But the consequences of the campaign go far deeper than that, impinging on the daily lives of ordinary Americans who are at the receiving end of attempts to overturn or erode Supreme Court rulings on abortion, school prayer, civil rights, criminal justice, and economic …

Deportations, Removals And The 1996 Immigration Acts: A Modern Look At The Ex Post Facto Clause, Lupe S. Salinas
Deportations, Removals And The 1996 Immigration Acts: A Modern Look At The Ex Post Facto Clause, Lupe S. Salinas
ExpressO
The article addresses the punitive aspects of the deportation procedures as impacted by the 1996 Immigration Acts. When faced with the precedents in the field, that deportation is a civil procedure, federal courts conclude that the Ex Post Facto Clause does not apply. However, the article draws upon common law and other historical bases for the conclusion that a modern view should hold that conviction-related removals are punitive and subject to ex post facto analysis.
