The Hollman Consent Decree was the negotiated settlement in 1995 of a class action lawsuit, Hollman v Cisneros, filed in the fourth district federal judicial court in 1992 by the Legal Aid Society of Minneapolis and the local chapter of the National Association for the Advancement of Colored People, alleging racial discrimination by the City of Minneapolis and its public housing authority.

Despite the decrees call for the relocation of the public housing residents of the four north-side housing projects to areas of lower race and poverty concentrations, the majority of families relocated to other neighborhoods on the north side …

A Meta-Analytic Review Of The Effects Of High Stress On Eyewitness Memory, Kenneth A. Deffenbacher, Brian H. Bornstein, Steven D. Penrod, E. Kiernan Mcgorty

In the past 30 years researchers have examined the impact of heightened stress on the fidelity of eyewitness memory. Meta-analyses were conducted on 27 independent tests of the effects of heightened stress on eyewitness identification of the perpetrator or target person and separately on 36 tests of eyewitness recall of details associated with the crime. There was considerable support for the hypothesis that high levels of stress negatively impact both types of eyewitness memory. Meta-analytic Z-scores, whether unweighted or weighted by sample size, ranged from -5.40 to -6.44 (high stress condition–low stress condition). The overall effect sizes were -.31 for …

The United States Congress recently passed the first federal legislation to curb the influx of spam. However, the Controlling the Assault of Non-Solicited Pornography and Marketing Act ("CAN-SPAM Act") left some measures to be enacted by the Federal Trade Commission ("FTC"), and some consumers are calling for the Act to have a broader reach and for the creation of a Do-Not-E-Mail registry. Conversely, the FTC decided to delay the creation of a registry and opted to assist in the development of a new technological authentication system. Tsc2 Modulates Actin Cytoskeleton And Focal Adhesion Through Tsc1-Binding Domain And The Rac1 Gtpase, Elena Goncharova, Dmitry Goncharov, Daniel J. Noonan, Vera P Krymskaya

Tuberous sclerosis complex (TSC) 1 and TSC2 are thought to be involved in protein translational regulation and cell growth, and loss of their function is a cause of TSC and lymphangioleiomyomatosis (LAM). However, TSC1 also activates Rho and regulates cell adhesion. We found that TSC2 modulates actin dynamics and cell adhesion and the TSC1-binding domain (TSC2-HBD) is essential for this function of TSC2. Expression of TSC2 or TSC2-HBD in TSC2-/- cells promoted Rac1 activation, inhibition of Rho, stress fiber disassembly, and focal adhesion remodeling. The down-regulation of TSC1 with TSC1 siRNA in TSC2-/- cells activated Rac1 and induced loss of …

Magnetoelectric films are proposed as key components for spintronic applications. The net magnetic moment created by an electric field in a magnetoelectric thin film influences the magnetization state of a neighbouring ferromagnetic layer through exchange coupling. Pure electrical control of magnetic confi gurations of giant magnetoresistance spin valves and tunnelling magnetoresistance elements is therefore achievable. Estimates based on documented magnetoelectric tensor values show that exchange fields reaching 100 mT can be obtained. We propose a mechanism alternative to current-induced magnetization switching, providing access to a wide range of device impedance values and opening the possibility of simple logic functions.

Auditor independence was a global concern of financial regulators in the 1990's. Some observers saw this in a positive light, a natural development. Adjusting auditor independence rules was a manifestation of global convergence in corporate governance structures. New rules, especially rules leaning toward a harmonized system were welcome.

There was a more sobering view. This view held that global regulators were less concerned with convergence than they were with a sense of impending disaster. Things had gone too far. Signature Of Electron Capture In Iron‐Rich Ejecta Of Sn 2003du, Peter Hoflich, Christopher L. Gerardy, Ken-Ichi Nomoto, Kentaro Motohara, Robert A. Fesen

Late-time near-infrared and optical spectra of the normal-bright Type Ia supernova 2003du about 300 days after the explosion are presented. At this late epoch, the emission profiles of well-isolated [Fe II] lines (in particular that of the strong 1.644 μm feature) trace out the global kinematic distribution of radioactive material in the expanding supernova ejecta. In SN 2003du, the 1.644 μm [Fe II] line seems to show a flat-topped profile, indicative of a thick but hollow-centered expanding shell, rather than a strongly peaked profile that would be expected from a "center-filled" distribution. Degradation Of 23s Rrna In Azithromycin-Treated Ribonuclease Mutants Of Escherichia Coli., Jessica A. Silvers

Azithromycin, a macrolide antibiotic, specifically binds to the 50S ribosomal subunit of bacterial ribosomes and inhibits translation. Azithromycin also prevents 50S ribosomal subunit assembly by binding to a 50S ribosomal subunit precursor particle. When exposed to azithromycin, several ribonucleases in wild-type Escherichia coli cells degrade antibiotic-bound 50S precursor particles. Presumably, cells expressing one or more mutated ribonucleases will degrade the antibiotic-bound precursor less efficiently, resulting in increased sensitivity to the antibiotic. To test this, eight ribonucleaseûdeficient strains of Escherichia coli were grown in the presence or absence of azithromycin. Cell viability, growth rates, and protein synthesis rates were measured. I chose to investigate the use of type and image in the production of social protest art, as it relates to historical and contemporary art as well as my own. Methods used in gathering the data include references from books, periodicals, websites, and hands-on application of the artistic process. This study examined the use of historical names vs. corporate names of stadiums by newspapers in Major League Baseball game stories. The study includes a sample of stories from seven major league teams from the first season that each team played in a corporate-named stadium after playing the preceding year in a historically-named park. A content analysis of 725 newspaper articles was performed. Spectroscopic studies have been used to describe the mechanism of the decomposition of hydrogen peroxide by solutions of a dimeric Cu(II) complex of a dissymetric Schiff base, [CuSALAD]2.H2O, and imidazole or methyl substituted imidazoles, B, which form monomeric CuSALAD.B2 complexes, in aqueous ethanol solvent. Freezing point depression and vapor pressure lowering studies were carried out to confirm the dimeric nature of the [CuSALAD]2.H2O complex that had been previously reported. The stoichiometry of the [CuSALAD]2.H2O-imidazole equilibrium was extensively studied pointing to a 1:4 stoichiometry. The CuSALAD.B2 adducts …

The presence of apoptotic cells in atherosclerotic lesions has been broadly reported in the past ten years. The majority of these apoptotic cells are macrophages. However, the pathogenic role of macrophage apoptosis in the development of atherosclerosis remains to be elucidated. Elevated expression of Bax, one of the pivotal pro-apoptotic proteins of the Bcl-2 family, has been found in human atherosclerotic plaques. Activation of Bax also occurs in free cholesterol-loaded and oxysterol treated mouse macrophages. In this study, we evaluated the influence of Bax deficiency on apoptosis in macrophage-like P388D1 cells by using small interfering RNA (siRNA) to suppress Bax …
