Positively Identifying Children As Citizens: A Call For Parallel Due Process Rights, Margot Elizabeth Rudy Jan 2004

Positively Identifying Children As Citizens: A Call For Parallel Due Process Rights, Margot Elizabeth Rudy

UNLV Retrospective Theses & Dissertations

This work addresses the need for parallel due process rights for children by investigating the nature of juvenile welfare policies that affect abused and neglected children by focusing on the Adoption Safe Families Act. Upon the settlement of the U.S., common law from England, known as parens patriae, has governed the juvenile justice system. This common law has recognized children are indeed a State interest and that a child is a different type of citizen than an adult. Because children are dependant on their parents and not seen as full-fledged citizens, the State has assumed the responsibility of ensuring that …

Organizational Ethics And Maintaining An Ethical Environment Through Employee Involvement, Julie Ann Tousa Jan 2004

Organizational Ethics And Maintaining An Ethical Environment Through Employee Involvement, Julie Ann Tousa

UNLV Retrospective Theses & Dissertations

With the promulgation of the Federal Sentencing Guidelines in 1991 organizations as a whole began implementing Ethics Programs. Greater attention was being given to organizational behavior and the courts were now able to hold organizations accountable for misconduct with stronger sanctions; Organizations have now had more than ten years to implement their Ethics Programs for effectiveness. Yet today we see numerous cases of unethical decisions in organizations, most of them having Ethics Programs or Codes of Ethics in place, with results of the unethical behavior being as serious as loss of life, trust, millions of dollars, employment etc; It appears …

Elevated Temperature Mechanical Properties And Corrosion Characteristics Evaluation Of Alloy Ht-9, Bhagath Yarlagadda Jan 2004

Elevated Temperature Mechanical Properties And Corrosion Characteristics Evaluation Of Alloy Ht-9, Bhagath Yarlagadda

UNLV Retrospective Theses & Dissertations

This thesis presents the results of tensile testing, stress corrosion cracking (SCC) and localized corrosion studies of Alloy HT-9, which is currently being considered as a target structural material for transmutation applications. The results of tensile testing indicate that the yield strength and the ultimate tensile strength were gradually reduced with increasing temperature, but the ductility parameters were enhanced due to increased plastic deformation, irrespective of the tempering time. The results of SCC testing in the 90°C acidic solution, performed by the slow-strain-rate (SSR) technique, revealed higher failure stress (sigmaf) at longer tempering time. Localized corrosion studies conducted by polarization …

The objective of the thesis is to study the effects of thermalhydraulics flows on the wall concentration gradient profiles in LBE loop fittings. To that end detailed models of the fittings have been constructed to study these effects. These fittings include sudden expansion, sudden contraction, t-joint and elbow. The typical flow rates chosen for these simulations are typical of design criteria chosen for the Loop with Reynolds numbers expected around 200,000 and the usual axial temperature profiles which are being characterized in the DELTA loop at LANL. STAR-CD is the simulation package used to make these predictions, which include detailed …

Prediction Of Struvite Formation Potential In Ebpr Digested Sludge Using Mass Balances, Batch Precipitation Tests, And Chemical Equilibrium Modeling, Hyunju Jeong Jan 2004

Prediction Of Struvite Formation Potential In Ebpr Digested Sludge Using Mass Balances, Batch Precipitation Tests, And Chemical Equilibrium Modeling, Hyunju Jeong

UNLV Retrospective Theses & Dissertations

Digested sludge liquors from wastewater treatment plants that include enhanced biological phosphorus removal (EBPR) in their treatment process have the potential to form struvite (MgNH4PO4·6H 2O). The potential can be determined by the concentrations of struvite constituents including phosphorus, ammonium, and magnesium. Phosphorus concentration of digested sludge liquors is expected to increase when EBPR is introduced to wastewater treatment plants because phosphorus accumulating organisms (PAOs) can accumulate phosphorus beyond their metabolic needs and phosphosphorus can be relased when they are digested anaerobically. The work presented in this thesis focuses on determining the potential for struvite formation at the City of …

Ellis Island: The Public And Personal Representations Of The Immigrant Experience, Tara Maras Jan 2004

Ellis Island: The Public And Personal Representations Of The Immigrant Experience, Tara Maras

UNLV Retrospective Theses & Dissertations

Between 1892 and 1954, more than 12 million immigrants arrived at Ellis Island's shores for the promise of a new beginning in America. During this period of immigrant influx and in the decades to follow, anti-immigrant sentiment remained at the forefront of the collective American conscious, varying in severity, though ever present. This study compares the relationship between the personal stories of immigrants and the print media's account of immigration in Ellis Island's peak year, 1907, in an attempt to understand how storytelling, as communication, helped shape the collective immigrant experience. It also examines how the relationship contributes to U.S. …

Current Video Compression Algorithms: Comparisons, Optimizations, And Improvements, Douglas Scott Price Jan 2004

Current Video Compression Algorithms: Comparisons, Optimizations, And Improvements, Douglas Scott Price

UNLV Retrospective Theses & Dissertations

Compression algorithms have evolved significantly in recent years. Audio, still image, and video can be compressed significantly by taking advantage of the natural redundancies that occur within them. Video compression in particular has made significant advances. MPEG-1 and MPEG-2, two of the major video compression standards, allowed video to be compressed at very low bit rates compared to the original video. The compression ratio for video that is perceptually lossless (losses can't be visually perceived) can even be as high as 40 or 50 to 1 for certain videos. Videos with a small degradation in quality can be compressed at …

In 1955 the Jim Crow resort town of Las Vegas opened its first interracial hotel/casino, the Moulin Rouge, and staged its first all-black production show, the Tropi Can Can revue. On the Cafe Rouge stage were the wild antics Stump & Stumpy, bringing a sad reminder of the past; the romantic music of the Platters, bringing a hopeful note for the future; and the very non-traditional showgirls, bringing a host of audience expectations about the immediate present; This paper attempts to deconstruct and analyze that show and the theatrical elements of the resort, the differing experiences of white and black …

Instrumentation Of Ysz Oxygen Sensor Calibration In Lead-Bismuth Eutectic, Xiaolong Wu Jan 2004

Instrumentation Of Ysz Oxygen Sensor Calibration In Lead-Bismuth Eutectic, Xiaolong Wu

UNLV Retrospective Theses & Dissertations

Although liquid lead-bismuth eutectic (LBE) is a good candidate for the coolant in the subcritical transmutation blanket, it is also known to be very corrosive to stainless steel, the material of the carrying tubes and the containers. Such a corrosion problem can be prevented by producing and maintaining a protective oxide layer on the exposed surface of stainless steel. Proper formation of the oxide layer critically depends on the accurate measurement and control of the oxygen concentration (tens of ppb levels) in the liquid LBE. An Oxygen Sensor Calibration/Measurement Apparatus is designed and built to deliberately calibrate the Yttria Stabilized …

Culture Clash: Making The Case For A New Paradigm In Police Cultural Training, Hal S Edwards Jan 2004

Culture Clash: Making The Case For A New Paradigm In Police Cultural Training, Hal S Edwards

UNLV Retrospective Theses & Dissertations

Hiring standards in most police agencies result in most officer candidates having little, if any, meaningful exposure to the "oppositional" culture of the urban, minority poor. Given the current popularity of the Community Oriented Policing paradigm---with its emphasis on positive police/community relations---current police hiring and training practices handicap police agencies in their efforts to gain the trust of urban, minority communities. A content analysis of United States Department of Justice Civil Rights Division investigations under the Violent Crime Control and Law Enforcement Act of 1994 (42 U.S.C. 14141) was found to support the hypothesis that the interface between the police …

Influence Of Varying Intensities Of Natural Area On-Site Interpretation On Attitudes And Knowledge, Michael Hughes Jan 2004

Influence Of Varying Intensities Of Natural Area On-Site Interpretation On Attitudes And Knowledge, Michael Hughes

Theses

Using interpretation as a means of influencing attitudes and knowledge is a core component of natural area management practice. However, this aspect of on-site interpretation is rarely assessed when evaluating natural area management success. This thesis examined the immediate influence of different intensities of on-site interpretation on attitudes and knowledge of visitors to natural areas. Measuring the immediate (short term) influence of a site experience enables clearer links to be made between survey responses and interpretation used at a specific site, something long term surveys are less able to achieve. Two sites from Western Australia (the Tree Top Walk and …
