Faculty Publications

(Excerpt)

In the fall of 2000, six-year-old male Zachary from a small town in Ohio, claimed that s/he was a girl and requested, from now on, to be called Aurora. When the child's parents honored this unusual wish and made efforts to make official the child's feminine identity, the case turned into a custody battle between the parents and the state of Ohio. Creating The Rosetta Stone: Deciphering The Language Of Accountability To Improve Student Performance, Donna Snodgrass

Mid-Western Educational Researcher

The objectives of this paper are three-fold. First, a model is proposed for unifying massive amounts of conceptual and numerical information flowing from the measures of the accountability movement in Ohio and the materials that are publicly available to educators. Second, this model is translated into useable forms of information that help teachers drive instructional practices in their classrooms. Third, the efficacy of this model to improve state-mandated proficiency scores at the district level is discussed. Ultimately the authors attempt to provide the readers with a rudimentary model of an educational Rosetta Stone to helps educators decipher the contents of …

Enhancement Of Linear Prediction Coefficient Quantisation In The 3g Adaptive Multi Rate Speech Coder, John Raymond Mccarthy Jan 2004

Enhancement Of Linear Prediction Coefficient Quantisation In The 3g Adaptive Multi Rate Speech Coder, John Raymond Mccarthy

Theses

Most speech coding algorithms in use today utilise the source-filter model of human speech production in which speech is modelled as the response of a time varying, linear, all-pole, synthesis filter to an input excitation. In mobile communications, it is the coefficients of this filter and details of the excitation that are transmitted. The filter coefficients are first quantised using a limited number of bits. Due to coefficient sensitivity, direct quantisation of the filter coefficients may lead to an unstable filter during speech synthesis at the receiver and hence an alternative representation is needed. Line Spectral Frequencies (LSFs) have evolved …
