Servant Leadership In Healthcare, Sean J. Porter
Theses and Graduate Projects
America's $1.4 trillion healthcare industry is poised to grow rapidly in volumes, revenues and expenditures. Rising healthcare expenditures signal a return of medical inflation, with double-digit premium increases for employers and consumers, and an increased threat of more government regulation and healthcare reforms. In addition, the post 9/11 economic recession and layoffs have increased the number of uninsured patients. While hospitals are investing in expansion initiatives, there is a continued workforce shortage, particularly in nursing. According to Russell Coile, Jr. (1999), healthcare is in crisis.
More focus is being placed on leadership to empower employees and create positive patient care …

Mexican Americans are the largest subgroup of Hispanics, the largest minority population in the United States. Stroke is the leading cause of disability and third leading cause of death. The authors compared stroke incidence among Mexican Americans and non-Hispanic Whites in a population-based study. Stroke cases were ascertained in Nueces County, Texas, utilizing concomitant active and passive surveillance. Cases were validated on the basis of source documentation by board-certified neurologists masked to subjects' ethnicity. From January 2000 to December 2002, 2,350 cerebrovascular events occurred. Of the completed strokes, 53% were in Mexican Americans. The crude cumulative incidence was 168/10,000 in …

The etiological agent of severe acute respiratory syndrome (SARS) has been identified as a novel coronavirus SARS-CoV. Similar to other coronaviruses, spike (S)-glycoprotein of the virus interacts with a cellular receptor and mediates membrane fusion to allow viral entry into susceptible target cells. Accordingly, S-protein plays an important role in virus infection cycle and is the primary target of neutralizing antibodies. To begin to understand its biochemical and immunological properties, we expressed both full-length and ectodomain of the protein in various primate cells. Our results show that the protein has an electrophoretic mobility of about 160–170 kDa. The protein is …
Cyberspace Cartography: The Case Of On-Line Territorial Privacy, Daniel Benoliel
Cyberspace Cartography: The Case Of On-Line Territorial Privacy, Daniel Benoliel
ExpressO
Territorial privacy, one of the central categories of privacy protection, involves setting limit boundaries on intrusion into an explicit space or locale. Initially, the Restatement (Second) of Torts, which defined the privacy tort of intrusion, as applied by courts, most notably designated two classes of excluded areas: “private” places in which the individual can expect to be free from intrusion, and “non-private” places, in which the individual does not have a recognized expectation of privacy. In the physical world, courts ultimately held almost uniformly that the tort of intrusion could not occur in a public place or in a place …

BACKGROUND: Establishing genomic resources for closely related species will provide comparative insights that are crucial for understanding diversity and variability at multiple levels of biological organization. We developed ESTs for Mexican axolotl (Ambystoma mexicanum) and Eastern tiger salamander (A. tigrinum tigrinum), species with deep and diverse research histories.
RESULTS: Approximately 40,000 quality cDNA sequences were isolated for these species from various tissues, including regenerating limb and tail. These sequences and an existing set of 16,030 cDNA sequences for A. mexicanum were processed to yield 35,413 and 20,599 high quality ESTs for A. mexicanum and A. t. tigrinum, respectively. Because the …

Advancing The Utility Of Small Satellites With The Development Of A Hybrid Electric-Laser Propulsion (Help) System , Rachel Leach, Thomas Adams, Gerald Murphy
Advancing The Utility Of Small Satellites With The Development Of A Hybrid Electric-Laser Propulsion (Help) System , Rachel Leach, Thomas Adams, Gerald Murphy
Small Satellite Conference
Some of the major space operational capabilities desired for modernizing and transforming our existing space infrastructure include: 1) in-space robotic assembly of modular structures, 2) routine spacecraft repositioning and rescue services, 3) use of formations of satellites that can perform functions not possible with traditional single large structures. All of these applications can make use of a new generation of highly capable micro-satellites. Advantages inherent with the use of small satellite formations include: - enhanced launch flexibility; on-orbit adaptability and reconfigurability; multi-mission capability; and mission longevity. These characteristics equate to greater responsiveness and increased performance requirements at lower costs. Specific …
A Public Choice Theory Of Criminal Procedure, Vikramaditya S. Khanna, Keith N. Hylton
A Public Choice Theory Of Criminal Procedure, Vikramaditya S. Khanna, Keith N. Hylton
ExpressO
We provide a more persuasive justification for the pro-defendant bias in Anglo-American criminal procedure than the most commonly forwarded justifications to date. The most commonly forwarded rationale for the pro-defendant bias is that the costs of false convictions – specifically, the sanctioning and deterrence costs associated with the erroneous imposition of criminal sanctions – are greater than the costs of false acquittals. We argue that this rationale provides at best a partial justification for the extent of pro-defendant procedural rules. Under our alternative justification, pro-defendant protections serve primarily as constraints on the costs associated with improper enforcement or rent seeking …
Space Exploration Via Technology Demonstration And Small Satellite Missions Flown On Reusable Launch Vehicles, Debra Facktorlepore
Space Exploration Via Technology Demonstration And Small Satellite Missions Flown On Reusable Launch Vehicles, Debra Facktorlepore
Small Satellite Conference
In January 2004, President Bush announced his new vision for Space Exploration, calling for a step-by-step approach to opening new frontiers, furthering scientific research, returning to the Moon, and ultimately enabling exploration to Mars and other destinations. Considering the ultimate objective in exploring the universe and beyond, what are the tools needed to further this vision? A few key components come to mind: affordable and frequent access to space, technology demonstration platforms, and low cost small satellite and robotic missions. Reusable launch vehicles (RLVs), such as Kistler Aerospace’s K-1, and demonstration missions for technology experiments and small satellites together can …

The Geo Quick Ride (Gqr) Program – Providing Inexpensive And Frequent Access To Space , Robert Caffrey, John Baniszewski
Small Satellite Conference
This paper examines the feasibility of piggybacking NASA, university, and industry payloads on commercial geosynchronous satellites. In 1998, NASA’s RSDO Office awarded Geo Quick Ride (GQR) study contracts to spacecraft manufacturers to examine the issues concerning the flying of secondary payloads. The study results were very promising. Commercial communications satellites have frequent flights and significant unused resources that could be used to fly secondary payloads. However, manifesting secondary payloads on a commercial revenue generating satellite is a complex problem to solve. The solution requires multiple simultaneous approaches in order to be successful. There are business, economic, technical, schedule, and organizational …
Dead Men Telling Tales - A Policy-Based Proposal For Survivability Of Qui Tam Actions Under The Civil False Claims Act, Vickie J. Williams
Dead Men Telling Tales - A Policy-Based Proposal For Survivability Of Qui Tam Actions Under The Civil False Claims Act, Vickie J. Williams
ExpressO
The civil False Claims Act is a powerful tool used by both the federal government and private citizens, under the statutes "qui tam" or "whistleblower" provisions, to fight fraud against the government. Use of the statute has continually risen in recent years, and recoveries under the statute are in the billions of dollars. The unique relationship between a private citizen whistleblower and the government who both have an interest in the case raises many interesting procedural and substantive issues of federal law. This article proposes an answer to one of these questions. The article proposes that a whistleblower suit survives …
